Scarce supply, high price
According to records, in recent times, investors and contractors in the province have focused on implementing many solutions to speed up construction projects, creating a basis for accelerating the disbursement of public investment capital. Contractors have focused on human resources, equipment, overtime, and shift work to speed up the progress of projects.

However, the biggest difficulty that contractors are facing is the scarcity of construction materials, mainly stone. Contractors have to struggle to find supplies to meet the requirements of construction progress as well as disbursement.
According to many construction contractors, the supply of stone is currently very limited. The price is higher than the regulated price. Mr. Nguyen Van Minh, Director of Thien Phuoc Investment - Construction Company Limited (Hoi Cu commune, Dong Thap province) said that contractors are currently unable to buy stone, which affects the progress of the project.
“If there is construction stone, it will be easier to speed up the progress. In general, the continuous increase in stone prices makes construction units not know how to cope,” Mr. Minh added.
According to a representative of a company specializing in constructing traffic works in Chau Thanh commune, Dong Thap province, the supply of stone is currently very difficult and prices are increasing.

Enterprises mainly source stone from Dong Nai province to construct projects. Specifically, 1x2 stone when arriving at the construction site costs about 650,000 VND/m3; 0x4 stone ranges from 550,000 - 600,000 VND/ m3 . Crushed stone is even more scarce, priced at about 600,000 VND/ m3 .
“If the contractor is not familiar and buys at the mine but has to buy from outside, the price will be very high. With the price of stone increasing higher than estimated, the contractor will suffer heavy losses,” the contractor representative added.
Struggling to get by
With current difficulties, many construction contractors in the province are trying to make a difference to ensure project progress.

According to the leader of P. H Company (Dong Son commune, Dong Thap province), the company is currently having difficulty finding a source of construction stone. Accordingly, the company imports 1x2 stone to the construction site at a price ranging from 650,000 - 700,000 VND/m 3 ; 0x4 stone is about 600,000 VND/m 3 .
Gravel is very scarce. Sometimes it takes a whole month for a company to get one barge of gravel. Therefore, the price of this type of stone is as high as 1x2 stone. Currently, the mines are focusing on giving priority to key national projects.
“With the current stone price, for each cubic meter of stone, the company loses nearly 300,000 VND/ cubic meter compared to the bidding price. Because the contract is fixed, it cannot be changed. Currently, the construction packages that the company is working on are in the final stages, so a large amount of 0x4 stone is needed.
The company is having to focus on speeding up the construction progress and finding materials. Now, even though it knows it will lose money, the company still has to join hands with the investor to overcome difficulties and speed up construction. There is no other choice," said the leader of P.H Company.
In 2025, the province's total public investment capital will be over VND16,390 billion. Of which, local budget capital is over VND10,648 billion; central budget capital is over VND5,744 billion.
According to the Provincial People's Committee, as of November 26, Dong Thap province has disbursed more than VND9,699 billion, reaching 59.2% of the adjusted capital plan and 72.8% of the plan assigned by the Prime Minister . Of which, local budget capital reached 62.2% of the adjusted plan and 87.4% of the plan assigned by the Central Government; Central budget capital reached 53.6% of the plan.
According to the Provincial People's Committee, one of the current difficulties in public investment lies in the source of construction materials. The supply of key construction materials such as sand and crushed stone is in serious shortage, greatly affecting the progress of key projects in the province.
In particular, highways and regional traffic projects such as Cao Lanh - An Huu Expressway Phase 1, Provincial Road 857... The scarcity of materials has led to a sudden increase in material prices, far exceeding the initial estimate and bidding price.
The high price of materials has caused many difficulties for projects. Specifically, contractors have to construct at a higher price than the contract, leading to losses, slow construction or construction stoppage. In case of stopping to request for adjustment of the estimate and re-selecting the contractor, the progress of the whole project will be delayed.
To promote the disbursement of the 2025 public investment plan, the Provincial People's Committee assigned the Department of Construction and the Department of Agriculture and Environment to focus on coordinating with relevant units to urgently implement the consultancy according to the recent directives to promptly ensure the supply of key materials for projects in the province.
In the context of a shortage of construction materials, the Provincial People's Committee recommends that investors and contractors proactively seek material sources to diversify supply sources in order to control quality, prices and ensure construction progress.
