Improve people's cultural and spiritual life

(DTO) In the construction of new rural areas and advanced rural areas, localities pay great attention to building and equipping cultural and sports facilities; especially when merging communes and wards with expanded population and geographical scale, investment resources for physical facilities are increased, creating favorable conditions for implementing cultural, artistic and sports activities. Since then, the cultural and spiritual life of people in new rural and advanced rural communes has continued to improve.

A LIVABLE AND HAPPY VILLAGE
Coming to Doc Binh Kieu commune these days, what we easily notice is the changing appearance of the countryside; with many spacious houses, straight concrete and asphalt roads, both sides of the road are covered with green trees and colorful flowers.

Notably, the cultural and spiritual life of the people has been increasingly improved. This achievement is the result of the consensus and joint efforts between the government and the people in implementing the National Target Program on New Rural Construction as well as the movement "All people unite to build a cultural life" (abbreviated as the movement "Building a cultural life").

In recent years, in order to improve the quality of cultural and spiritual life for the people, the People's Committee of Doc Binh Kieu commune has promoted investment in cultural institutions. The whole commune currently has 2 Cultural - Community Learning Centers built to meet the requirements of area and construction items, sports grounds with a total area of ​​2,000 ^m2 or more; 9/9 hamlets have cultural houses.

In the commune, there are 5 mini soccer fields; 12 volleyball courts; 6 badminton courts, 5 martial arts courts, 1 volleyball court; 28 sets of outdoor sports equipment; there are 14 sports clubs: Soccer, volleyball, martial arts, chess, Chinese chess, badminton.

Mr. Nguyen Van Khoi (Hamlet 2, Doc Binh Kieu Commune) said: "Since the local government launched the movement "Building a cultural life", many cultural and artistic activities have been implemented by the commune, especially the commune has Community Cultural - Learning Centers, Hamlet Cultural Houses that serve people well to come to activities, meetings and maintain amateur music movements, health care clubs to enrich the spiritual life of the people".

The advanced NTM commune of Vinh Huu also has a new look when all traffic routes in the commune are asphalted and concreted; the proportion of inter-hamlet and inter-hamlet roads that are hardened, meeting the requirements of travel, production and transport of goods is over 90%, an increase of over 30% compared to the time of launching the NTM commune in 2016. In particular, the cultural and spiritual life of the people is constantly improved when merging with Long Vinh commune, with spacious and synchronous investment in facilities and cultural institutions.

Currently, the commune has 2 Cultural - Sports Centers (CSCs), mini football fields, volleyball courts and badminton courts. The Cultural Houses of the hamlets have been renovated and upgraded, fully equipped with facilities: tables and chairs, sound systems, lighting, curtains, and boards.

The commune's Cultural and Sports Center has a walking area and is equipped with many sets of sports equipment such as: Single bar, parallel bar, 3-disc waist rotation, cycling, shoulder and arm lifts. Many hamlet cultural houses are equipped with equipment such as: Rowing, pedaling, walking in the air, back and abdomen, hip shaking, 3-disc waist rotation; ensuring to serve people to practice physical exercise and sports... creating a new look, new vitality in Vinh Huu homeland.

Deputy Director of Vinh Huu Commune Public Service Center Tran Van So said that the old Vinh Huu commune, which met the advanced NTM standards, merged with Long Vinh commune, which met the model NTM standards. Cultural and sports activities in the commune have had many positive changes.

Vinh Huu Commune Public Service Center closely coordinates with relevant organizations and units to organize many cultural, artistic, and sports activities, making good use of grassroots cultural institutions, contributing to improving the cultural and spiritual life of the people.

Typically, recently, the commune organized a cultural exchange program; organized a volleyball tournament to celebrate the 80th anniversary of the August Revolution and National Day September 2, attracting a large number of people to participate. Cultural and sports activities contributed to creating an exciting atmosphere, strengthening solidarity among the people, promoting the spirit of competition in work, study, etc.

PROMOTING STRENGTHS AND EFFECTIVELY EXPLOITING CULTURAL INSTITUTIONS

From the movement of building new rural areas, the movement of "Building cultural life", the system of cultural and sports institutions has been widely invested from commune to hamlet, contributing to changing the face of the countryside and meeting the needs of enjoyment and preserving the cultural values ​​of the countryside.

When operating the 2-level local government model, new requirements are opened up in the management and organization of cultural and sports activities at the grassroots level. This is not only a challenge in maintaining and promoting the effectiveness of existing institutions, but also an opportunity for the province to shape a sustainable cultural development strategy.

To meet the requirements of the new period, the Department of Culture, Sports and Tourism (DTC) has been making efforts to review and evaluate the overall system of grassroots cultural institutions in the province to have a basis to propose to leaders to have investment plans and timely adjustments.

This is an important step to effectively promote the system of grassroots cultural institutions after the merger, not only to improve the spiritual life of the people, but also for the strategic goal of building a "sympathetic, dynamic, creative" Dong Thap .

According to the Department of Culture, Sports and Tourism, in the coming time, the industry will continue to promote propaganda to improve the quality and effectiveness of cultural campaigns and the movement "Building a cultural life" in the spirit of Resolution No. 33/NQ-NQ dated June 9, 2014 of the 9th Conference of the 11th Central Executive Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country, considering this as one of the important political tasks that need to continue to include the goal of building a grassroots cultural environment in general, the movement "Building a cultural life" in particular every year in the Resolution and Plan of the unit to focus on leadership and direction of implementation to ensure quality and effectiveness.

Along with that, the industry strengthens and improves the effectiveness of coordination between industries and levels, well organizes propaganda activities on the role of culture and responsibility for performing cultural development tasks; associated with launching and well organizing emulation movements, creating motivation, promoting the implementation of building a grassroots cultural environment, encouraging all individuals and collectives to implement.

Doc Binh Kieu commune organizes folk games on the occasion of holidays, anniversaries, and political events of the commune, attracting cadres, party members, and people to participate.

At the same time, arouse the strength and promote people's initiatives; build and replicate advanced models and examples in building a grassroots cultural environment, with positive and creative thinking and ways of doing things at all levels in the mass media to create a spreading effect and promote sustainable development.

At the same time, the industry focuses on improving the quality and efficiency of grassroots cultural and sports institutions as the core in organizing information and propaganda activities on the Party's viewpoints and policies, and the State's policies and laws on leadership, direction and implementation of building a grassroots cultural environment.

At the same time, regularly organize cultural and sports activities with rich and diverse content and forms, attracting a large number of people to participate, contributing to improving the cultural and spiritual life of the people in the province.

Head of the Department of Building Cultural Lifestyle and Family, Department of Culture, Sports and Tourism Vo Nam Phuoc said: "The Department of Culture, Sports and Tourism has just organized an online conference to train the Movement "Training for a Cultural Lifestyle", family work and cultural criteria in building new rural areas for 102 communes and wards in the province.

Accordingly, the Department informed about new points in the work of evaluating and recognizing cultural titles in the "Traditional Movement for Building New Rural Areas" in 2025; deployed some contents of family work in the last months of 2025 and introduced criteria No. 6 and No. 16 on culture in building new rural areas.

In addition, the conference also exchanged, discussed, shared experiences of implementation at the local level, proposed support, and resolved difficulties and obstacles when implementing cultural criteria in building new rural areas in 2025; organized activities and evaluation criteria of the Cultural - Community Learning Center in cultural development, methods of planning and organizing practical and effective activities at the Cultural - Community Learning Center, and the commune Cultural - Information Center after implementing the 2-level local government model, contributing to improving the quality of life and enriching the spiritual life of rural people in the province.
