From 1.6.2025, the use of electronic invoice will be adjusted according to Decree 70/2025/ND-CP of the Government . Enterprises and business households need to note some important changes below to properly implement regulations and avoid risks when declaring taxes.
Add mandatory subjects to use electronic invoices
Foreign suppliers without a permanent establishment in Vietnam but engaging in e-commerce, digital platform business or cross-border services must voluntarily register to use electronic invoices.
Business households and individuals with revenue of 1 billion VND/year or more are required to use electronic invoices generated from cash registers, with data transfer connection to tax authorities.
Businesses that sell goods and provide services directly to consumers such as shopping malls, supermarkets, restaurants, hotels, passenger transport, etc. are also subject to this form.
Add and clearly classify types of invoices
Add e-commerce invoices in addition to traditional value-added invoices and sales invoices.
Electronic invoices and tax refund declarations are made according to the instructions of the Ministry of Finance .
Changes in the regulations on the time of invoice issuance
The time of invoice issuance for services provided to foreign individuals and organizations is determined as for domestic services - that is, when the service is completed, regardless of whether the payment has been collected or not.
Supplementing detailed regulations on the time of invoice issuance for many specific industries such as: lottery, insurance, casino, electronic games with prizes, foreign exchange agents, lending, medical examination and treatment services.
Eliminate the regulation of invoicing at the end of the day or month for some services such as banking, insurance, and money transfers via e-wallets.
Supplementing regulations on electronic invoice content
It is mandatory to add personal identification number or budget unit code with the buyer.
Allows not requiring buyer information in some cases such as: buying gasoline, playing casino, electronic games with prizes (for individual customers not doing business).

New regulations on adjusting and replacing erroneous invoices
Eliminate the requirement to cancel incorrect invoices, instead the seller must issue a correction invoice or replacement invoice.
Allows creating 01 general adjustment invoice for multiple incorrectly created invoices in the same month, with the same buyer.
If an incorrect invoice is discovered by the tax authority, the seller is responsible for reviewing and making adjustments according to the notice.
Expanding the cases where invoices are issued each time they occur
The company is in bankruptcy proceedings but is still operating under court supervision.
Enterprises and business households are in the process of explaining or supplementing documents with tax authorities.
Tax declaration and payment for invoices each time they arise will be carried out in accordance with the provisions of the Law on Tax Administration.
Content and format of electronic invoices from cash register
Must include: seller name, tax code, name of goods and services, quantity, unit price, time of invoice creation, tax authority code or QR code for buyers to access.
Invoices can be sent to buyers via SMS, email, link or QR code to download electronic invoices.
The invoice content must clearly distinguish the pre-tax price, tax rate and value added tax amount if tax is paid using the deduction method.
