Providing health insurance cards to people in difficult circumstances, bringing a warm Tet holiday to the poor, is an annual program launched by the Vietnam Social Security (VSS) every Tet holiday. In Tuyen Quang, this humanitarian journey has been maintained, contributing to providing a solid foundation for protecting the health of people in difficult circumstances.

In response to the emulation movement: "The whole country joins hands for the poor - Leaving no one behind," the Social Insurance Agency of Tuyen Quang province has implemented many practical programs and activities to support the poor, policy beneficiary families, and vulnerable groups in society. Among these, "Donating health insurance cards to people in difficult circumstances" is considered one of the typical and meaningful activities, contributing to the goal of universal health insurance and ensuring sustainable social security.

During the Lunar New Year of the Horse 2026, the entire province organized the distribution of 1,156 health insurance cards. Of these, 949 cards, worth 600 million VND, came from the Vietnam Social Security (BHXH) fund. 207 health insurance cards, worth over 227 million VND, were distributed to people in difficult circumstances through social mobilization efforts from local businesses. Many organizations actively participated and supported the initiative, demonstrating a high sense of responsibility towards the community, such as the Tuyen Quang Provincial Post Office , Phuong Bac General Hospital, and Ha Giang Mechanical and Mineral Joint Stock Company. Beyond simply providing financial support, the active participation of local businesses showcased the strong sense of responsibility of the business community towards social welfare. These health insurance cards, funded through social mobilization, are a testament to solidarity and mutual support, strongly spreading the humanitarian values ​​of the health insurance policy.

Nhữ Khê is one of the communes that received the most health insurance cards this time, with 199 cards handed directly to people in difficult circumstances, totaling over 125 million VND. Mr. Nguyen Truong Giang, Vice Chairman of the Commune People's Committee, expressed his gratitude and deep appreciation for the concern shown by the Social Insurance sector and sponsoring units. He also affirmed that the health insurance card is an extremely meaningful Tet gift, providing people with a solid "support" to confidently seek medical examination and treatment whenever they are sick, reducing the burden of healthcare for the people.

The health insurance cards handed directly to people are not only a practical medical "shield" but also a gift with profound humanitarian value, helping those less fortunate alleviate their worries about medical expenses and become more secure on their life's journey. Ms. Vu Thi Na, one of the residents of An Tuong ward who received a health insurance card this time, shared: "My family and I are in difficult circumstances. Although we know that participating in health insurance is necessary, we still have many worries and concerns about the cost. Receiving a health insurance card from this program makes me feel very happy and reassured. The card is truly a warm and meaningful gift that we received at the beginning of the new year."

According to Mr. Mai Quang Hung, Deputy Director of the Provincial Social Insurance Agency: Donating health insurance cards to people in difficult circumstances is a practical measure to help people reduce medical examination and treatment costs; at the same time, it realizes the goal of universal health insurance coverage in accordance with the directives of the Vietnam Social Insurance Agency. To ensure the program spreads widely, the Tuyen Quang Provincial Social Insurance Agency hopes to continue receiving the attention of local Party committees and authorities, as well as the cooperation of the business community and philanthropists inside and outside the province. This will contribute to building a fair and civilized society and successfully achieving the goal of universal social insurance and health insurance.

The collaboration between the Social Insurance sector and the business community in donating health insurance cards has contributed to concretizing the Party and State's policy on people's health care. These efforts not only bring joy in the early days of the Lunar New Year but also inspire confidence in an increasingly robust social security network. This creates an important foundation for every citizen, regardless of their circumstances, to enjoy equitable healthcare benefits, leading towards a stable and sustainable future.
