Belief in strategic breakthroughs

The Politburo has issued Resolution 79 on the development of the state-owned economy and Resolution 80 on the development of Vietnamese culture. These are two strategically significant and groundbreaking resolutions aimed at developing the country in two key areas: economy and culture.

Against the backdrop of a world entering a new cycle of competition, these two resolutions hold special significance. They represent a declaration of the vision and aspirations for national development in this era of progress.

Resolution 79 places the state-owned economic sector in its rightful historical position, with annual revenue exceeding 4.3 trillion VND and contributing approximately 20% to economic growth. Activating this economic force not only leads and shapes the economy but also contributes to the formation of sustainable national development pillars.

Besides the economic foundation, the cultural foundation also clearly defines the development vision for the new period. Resolution 80 not only reaffirms the central position of culture in social life, but also emphasizes culture as a resource for development – a "regulatory system" capable of guiding, balancing, and leading the country's progress.

"Culture consists of values and norms of ethics, morality, and aesthetics that guide development. Introducing a regulatory system is about promoting the power of cultural values and norms in the new era," commented Professor Dr. Dinh Xuan Dung (former Vice Chairman of the Central Council for Literary and Artistic Theory and Criticism).

According to poet Nguyen Quang Thieu (Chairman of the Vietnam Writers Association), with this resolution, cultural life will develop differently, becoming more realistic, practical, powerful, and widespread, transforming the lives of all citizens into a cultural life, so that for each person, their distance is culture, and their surroundings are a cultural environment.

Resolution 80 clearly stated that to awaken potential and transform cultural resources into development power, cultural industries are identified as a crucial growth driver, aiming to contribute approximately 7% of GDP by 2030 and 9% by 2045. Resolution 79 aims to have 50 state-owned enterprises among the top 500 in Southeast Asia and at least 1-3 state-owned enterprises among the top 500 in the world by 2030. These are solid foundations ensuring strategic autonomy and enhancing competitiveness, contributing to Vietnam's comprehensive and sustainable development.
