To address the issue of teacher training students not receiving or receiving delayed support policies, Decree 60 adjusts the regulations on the method of financial support for teacher training students. Accordingly, the state provides support to teacher training students by allocating budget estimates according to the decentralized budget system.

Financial difficulties

The government has recently issued Decree No. 60/2025, amending and supplementing several articles of Decree No. 116/2020, which regulates policies on financial support for tuition fees and living expenses for teacher training students. This aims to address the limitations and obstacles encountered during the implementation of Decree No. 116, ensuring that tuition and living expenses for teacher training students are disbursed more promptly and fully.

Previously, according to Decree 116, from 2021, teacher training students received 100% tuition fee support from the State, along with 3.63 million VND per month for living expenses (for no more than 10 months per academic year). This funding came from the budgets of localities, ministries, and sectors, through a commissioned arrangement with schools. The annual enrollment quota for teacher training programs was determined by the Ministry of Education and Training (MOET).

However, many teacher training students have been anxiously awaiting support for years, but after nearly four years of study, the policy has only just been implemented, and they still haven't received the benefits even as graduation approaches. Regardless of the cause, the students are the ones who suffer the most from this delay. Many students shared that they chose to study education after high school to ease the financial burden on their families and to focus on their studies. But because of the lack of financial support, many students have to work part-time while studying to cover their living expenses, leading to a decline in academic performance and failure to meet expectations.

Teacher training students are guaranteed to receive policy benefits.

Meanwhile, with Decree 60, teacher training institutions and teacher students will be ensured more timely and adequate funding, contributing to creating favorable conditions for teacher students to study with peace of mind and improving the quality of the teaching staff. Expressing his enthusiasm for the new regulation, Professor Nguyen Mau Banh - Chairman of the Vietnam Association of Retired Teachers - said that one of the policies to attract talented people to the teaching profession is Decree 116. However, in the practical implementation process, difficulties have emerged, mainly stemming from the fact that localities cannot allocate budget support or commission universities to provide training.

“With Decree 60, the funding for implementing the policies in this Decree is balanced within the annual state budget expenditure estimates according to the current management decentralization. The central budget supports local budgets in implementing the policies according to the principle of targeted support from the central budget to local budgets for implementing social security policies issued by competent authorities and applied for each period. This helps overcome the situation where some localities cannot balance their budgets to implement the support policy for teacher training students, while ensuring compliance with the provisions of the 2019 Education Law,” said Professor Nguyen Mau Banh.

In addition, Decree No. 60 also adds a transitional provision, according to which "The central budget will support local budgets in implementing the policy of supporting teacher training students from the 2021-2022 academic year to the end of the 2024-2025 academic year, based on the principle of targeted support from the central budget to local budgets to implement social security policies issued by competent authorities and applied for each period."

According to current admission regulations, the Ministry of Education and Training assigns quotas for teacher training programs based on training capacity, while universities determine their own quotas for other programs. This leads to many teacher training students being trained according to societal needs and therefore not receiving support. Now, with Decree 60, the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, and students have been clarified in implementing the policy; especially the responsibility for ensuring funding to implement the support policy for teacher training students.

Decree 60 also provides clearer guidance on the procedures for reimbursing expenses in cases where reimbursement is required; the responsibilities of teacher training institutions and agencies assigning or commissioning teacher training students in coordinating with agencies and individuals in paying support expenses and recovering reimbursement; and the responsibilities of students in fulfilling their commitment to reimburse expenses.
