Ninh Giang focuses on site clearance for inland waterway port project

Chairman of Ninh Giang District People's Committee Nguyen Ta Duan had a dialogue with 3 households in Kien Phuc commune regarding the support plan for households when land is recovered to implement the project.

After the People's Committee of Hai Duong province approved the investment policy and approved Vietnam National Shipping Lines as the investor to implement the Ninh Giang Inland Waterway Port Project, the People's Committee of Ninh Giang district actively implemented compensation, supported site clearance, and recovered land to implement the project on schedule.

The total area to implement this in Kien Phuc commune in phase 1 is 103,410 m2 ^. Through the work of measuring and counting the area of ​​land clearance to implement the project in phase 1, there were difficulties when there were 3 households, Mr. Bui Van Binh, Bui Van Dung, Bui Van Quy, whose assets were attached to land within the scope of the project, in Kien Phuc commune.

Representatives of 3 households together requested the People's Committee of Ninh Giang district to consider providing other support for households for actual damage to assets and crops on the land.

Mr. Bui Van Cuong, Chairman of Kien Phuc Commune People's Committee, affirmed that the entire land area within the site clearance area for the project phase 1 is public land managed and used by the Commune People's Committee; there is no land area allocated to any other households, individuals or organizations for use.

"The households of Mr. Binh, Mr. Dung, and Mr. Quy planted trees during the land use contract. After the contract expired in 2020, the three households submitted a request to the Commune People's Committee to extend the contract and continue to use the land and profit from the planted trees. However, the households have not signed an agreement with the Commune People's Committee, and the land use of the three households after the contract expired was not collected by the Commune People's Committee for output," Mr. Cuong added.

Members of the District Compensation, Support and Resettlement Council review the current status of land use in the project area.

Faced with the actual situation, to create conditions for households to stabilize their lives and production when the number of crops within the land acquisition area is large and the family economy depends heavily on farming, the District Compensation, Support and Resettlement Council has proactively reviewed and implemented other support plans for households.

With the above policy, on April 3, 2025, Chairman of Ninh Giang District People's Committee Nguyen Ta Duan chaired a dialogue with 3 households in Kien Phuc commune related to the project. After expressing their opinions and wishes, the 3 households were analyzed by the district's specialized departments and offices on the legal basis of Article 108 of the 2024 Land Law on the level of support for the households' assets on land.

After the dialogue, all 3 households agreed on a support plan for assets built on illegal land (when built without a document on administrative violations) with a support level of 10% of the value of new construction of houses and works with equivalent technical standards. For plants, trees, and crops planted on illegal land, planted on land used for the wrong purpose, and planted before the date of land reclamation notice, they will be supported with the cost of moving, cutting down, and clearing, with a support level equal to 20% of the compensation level for trees and crops according to the compensation price of Hai Duong Provincial People's Committee at the time of making the plan.

The Ninh Giang Inland Water Port Project located in Kien Phuc Commune is expected to be a hub for transportation, logistics, and multimodal transport to meet the needs of transportation, loading, storage, and distribution of goods in the area. The project will also create favorable conditions to attract investors in industrial parks and industrial clusters, contributing to the socio-economic development of the locality.

The total investment capital of the project is expected to be nearly 1,497 billion VND (of which more than 448.9 billion VND is the investor's own capital and nearly 1,048 billion VND is borrowed capital). The project's operating period is 50 years.

According to the Ninh Giang District Compensation, Support and Resettlement Council, to carry out the procedures for land recovery to implement the project, after the households agree on other support plans, the competent authority will publicly post them for 30 days. If there are no other opinions, the support plan will be approved, support payments will be made and a decision will be made to recover the land. It is expected that in May 2025, Ninh Giang District will submit to the Provincial People's Committee a decision to change the land use purpose and allocate the first phase of land to investors to implement the project.

Chairman of Ninh Giang District People's Committee Nguyen Ta Duan said that this is a major project with a strong impact on the local socio-economic development, so Ninh Giang District considers site clearance as a top priority. With the initiative, flexibility, and consensus of the people, the site clearance has been relatively smooth. In the coming time, the Ninh Giang District Party Committee and People's Committee require the District Compensation, Support, and Resettlement Council to regularly monitor the actual situation and progress of implementation to carry out the steps in accordance with the prescribed procedures to recover land to implement the project on schedule.
