In Vinh Hai commune, Ninh Hai district, Cau Gay and Da Hang were previously two villages inhabited by the Raglay ethnic minority with a high poverty rate (accounting for 71.4% of the entire commune). This was partly due to the limited arable land, mainly hilly and mountainous areas, and partly due to the weather, with a constant water shortage during the dry season.

The achievements of Ninh Thuan province in recent years have provided a solid foundation for ethnic minority and mountainous communities to always be enthusiastic and confident in their work and production, constantly striving to improve, and always having absolute faith in the leadership of the Party and the State and the country's renewal process.

But now, the socio-economic life in the two villages has undergone significant changes. According to the head of Da Hang village, Mr. Cao Van Giac, the Raglay people in the village no longer practice child marriage or consanguineous marriage. Young men are now diligently working in farming, livestock raising, or working as laborers to earn extra income. More than half of the households in the village now have decent houses, including 35 households that have built solid houses themselves.

This achievement is thanks to the synchronized implementation of ethnic policies by the local Party committee and government. For example, in 2023, the Vinh Hai commune government developed a plan for implementing ethnic policies with a budget of 8.5 billion VND; and over 1 billion VND from the National Target Program 1719.

“These resources have facilitated socio-economic development for the locality; especially in poverty reduction with livelihood models, job creation, and income improvement for the Raglay people,” said Ms. Nguyen Thi My Nhon, Vice Chairman of the People's Committee of Vinh Hai commune.

The driving force for development comes from the culture of ethnic minorities.

Alongside the effective implementation of economic development and social welfare policies for ethnic minorities, Party committees and local authorities in Ninh Thuan province have focused on building and preserving the cultural values ​​of the Raglay people.

In Bac Ai district, where over 84% of the population are ethnic Raglay people with many unique and attractive cultural features and festivals, the Party committees, government, and relevant agencies in Bac Ai district have always focused on preserving and promoting the traditional cultural values ​​of the Raglay people over the years.

Through policies and investments in building cultural institutions, 100% of villages in Bac Ai district now have cultural and sports centers, serving as venues for political events and cultural activities for the people; 38 out of 38 villages have traditional folk art troupes; 90% of families in the district have achieved the status of "cultural family," and 95% of agencies and units have met cultural standards…

At the same time, the district is focusing on promoting ecotourism development, creating livelihoods for the Raglai and Churu ethnic minorities in the area by participating in guiding ecotourism, cultural, and historical tours, and cultural experiences. A prime example is the community tourism model in Phuoc Binh commune and some other localities in the district, which has created jobs and stable income for dozens of ethnic minority households. To date, more than 30 households have invested in nearly 50 stilt houses, linked with fruit orchards, for tourism purposes. Three folk art troupes in Bo Lang, Hanh Rac 1 and 2, and Bac Ray 2 villages in Phuoc Binh commune regularly perform for tourists.

To preserve, protect, and promote the traditional cultural identity of ethnic minority communities in the area, the Bac Ai district government has incorporated the regulations and customs of cultural villages into the movement to build cultural families, along with campaigns such as: building new rural areas, building a cultural life in residential areas… This has created a common emulation movement among all strata of the people.

In addition, the district focuses on strongly promoting the role of village elders, village heads, and influential figures among ethnic minority communities. Priority is given to investing resources in the preservation and development of traditional cultural values ​​from the National Target Program 1719. At the same time, efforts are being made to promote and introduce the image of the land, people, and unique cultural features of the locality to develop tourism and boost socio-economic development.
