In Vinh Hai commune, Ninh Hai district, Cau Gay and Da Hang were previously two Raglay ethnic minority villages with a high rate of poor households (accounting for 71.4% of the entire commune). Partly because of the small area of ​​cultivated land, mainly hilly land, and partly because of the weather, there was always a lack of water in the dry season.

But now, the economic and social life in the two villages has changed significantly. According to the head of Da Hang village, Mr. Cao Van Giac, the Raglay people in the village no longer have child marriage and incestuous marriage. Young men and boys have devoted themselves to farming, raising livestock, or working for hire to earn extra income. More than half of the households in the village now have decent houses, of which 35 households have built solid houses themselves.

This result was achieved thanks to the Party committee and local government's synchronous implementation of ethnic policies. Typically, in 2023, Vinh Hai commune government built a career capital plan to implement ethnic policies of 8.5 billion VND; investment capital from the National Target Program 1719 was over 1 billion VND.

Development motivation from ethnic minority culture

Along with effectively implementing economic development and social security policies for ethnic minorities, Party committees and local authorities in Ninh Thuan province have focused on building and preserving the cultural values ​​of the Raglay people.

As in Bac Ai district, with more than 84% of the population being Raglay ethnic people, there are many unique and attractive cultural features and festivals. In recent years, Party committees, authorities and functional branches in Bac Ai district have always focused on preserving and promoting the traditional cultural values ​​of the Raglay people.

Through policies and investment in building cultural institutions, up to now, 100% of villages in Bac Ai district have Cultural - Sports Houses, which are places to organize political events and spiritual and cultural activities for the people; 38/38 villages have Ma La and folk art teams; the whole district has 90% of cultural families and 95% of agencies and units have met cultural standards...

At the same time, the district focuses on promoting ecotourism development, creating livelihoods for Raglai and Churu people in the area by participating in guiding eco-cultural-historical tours and cultural experiences. A typical example is the community tourism model in Phuoc Binh commune and some localities in the district that has created jobs and stable income for dozens of ethnic minority households. Up to now, more than 30 households have invested in nearly 50 stilt houses, attached to fruit gardens for tourism. Three folk art troupes in Bo Lang, Hanh Rac 1 and 2 villages, Bac Ray 2 village, Phuoc Binh commune regularly have performing activities to serve tourists.

To preserve, protect and promote the traditional cultural identity of ethnic minorities in the area, Bac Ai district authorities have incorporated the conventions and village covenants of the cultural village into the movement of building cultural families with campaigns such as: building new rural areas, building cultural life in residential areas... From there, creating a common emulation movement of all classes of people.

Along with that, the district focuses on promoting the role of village elders, village chiefs, and prestigious people among ethnic minorities. Prioritizing investment resources for the preservation and development of traditional cultural values ​​from the resources of the National Target Program 1719. At the same time, promoting and introducing the image of the land, people and unique cultural features of the locality to develop tourism, promote socio-economic development.
