Speaking with a reporter from the People's Police Newspaper, Lieutenant Colonel Tran Cong Thinh, Head of the Hiep Duc Commune Police, said that in recent times, the commune police force has shifted its focus to early and proactive prevention, rather than waiting for incidents to occur before taking action. Notably, the unit has concentrated its forces on monitoring the area, especially key areas with complex security and order issues, and schools in the area. The intensified efforts to question and deter criminal suspects have proven effective, contributing to minimizing crime and social vices.


In its investigative work, the Hiep Duc Commune Police aim to improve the investigation rate for difficult cases and cases with unknown perpetrators. Particularly in the fight against drug trafficking – identified as the "crime of all crimes" – the Commune Police have strongly advised the local Party committee and government on implementing the goal of "Drug-Free Communes and Wards" for the period 2025-2030.
From the beginning of 2026 to the present, the Hiep Duc Commune Police have handled administrative penalties for 2 individuals who tested positive for drugs; and assisted 2 people in voluntarily undergoing drug rehabilitation. Notably, the unit discovered and transferred the case file of Nguyen Cong Nguyen (residing in Phu Ninh Commune) for the illegal use of narcotics to the Phu Ninh Commune Police for handling according to their jurisdiction. Currently, Hiep Duc Commune has established management files using software for 100% of drug addicts and those who have completed rehabilitation, and simultaneously updated the data to the National Population Database system.
Lieutenant Colonel Tran Cong Thinh added that, according to statistics, the Hiep Duc Commune Police are currently managing 1 individual whose sentence has been postponed, 6 individuals with suspended sentences, and 10 individuals reintegrating into the community. To effectively manage these individuals, the commune police are maintaining the effectiveness of the model "Managing, rehabilitating, educating , and assisting individuals who have completed their prison sentences" as per Decision 191/QD-UBND of the Hiep Duc Commune People's Committee.
As part of the activities implementing the "Three Best: Most Disciplined - Most Loyal - Closest to the People" emulation movement, the Hiep Duc Commune Police have left many humane imprints.
In March 2026, the commune police, in coordination with the Veterans Association, raised 120 million VND to support the construction of a new house for Mr. Pham Hao's family (Tra Linh Tay village). In addition, the commune police donated 20 million VND to the Hiep Duc Commune Social Welfare Fund; and also donated to Heroic Vietnamese Mother Tran Thi Thai.
Notably, two police officers from Hiep Duc commune have personally sponsored two orphaned children in the commune. And recently, on May 19th – the 136th anniversary of President Ho Chi Minh's birth – the Hiep Duc commune police raised 12 million VND to buy corrugated iron sheets and mobilized officers and soldiers to directly participate in replacing the roof for Mrs. Tran Thi Hoa (Binh Kieu village) – a single-parent household in difficult circumstances.
The "closest to the people" approach of the Hiep Duc Commune Police is vividly demonstrated through their handling of administrative procedures. Regardless of holidays like the Hung Kings' Commemoration Day, the April 30th - May 1st holidays, or weekends, the working groups at the commune police station diligently work to receive applications for identity cards and level 2 electronic identification for citizens, especially students aged 6 to under 14. For elderly people with mobility difficulties, the Hiep Duc Commune Police have deployed personnel with equipment to their homes to collect identity card applications.


“All our activities are geared towards the highest goal: the peace and security of the people. The ‘Three Best’ movement is not just slogans on paper, but is realized through reduced crime rates, repaired roofs, and the satisfaction of the people when dealing with the police. This is also the foundation for us to build a more professional, elite, and modern commune police force, meeting the requirements of the new era,” Lieutenant Colonel Tran Cong Thinh emphasized.
The resolute fight against crime, the meticulous management of suspects, and the warm approach to community outreach by the Hiep Duc Commune Police are contributing to the creation of a solid "shield" along the Tranh River, where the lives of the people are improving day by day in peace and safety.
