Efforts to prevent the recurrence of poverty and the emergence of new poverty.

The Quang Ninh Provincial People's Council Standing Committee's Supervisory Delegation recently held a working session with the Van Don Special Economic Zone regarding the results of implementing the sustainable poverty reduction goals for the 2021-2025 period. While acknowledging that the locality had exceeded its targets and achieved them three years ahead of schedule, the Supervisory Delegation also urged the special economic zone's authorities to implement measures to prevent the recurrence of poverty, the emergence of new poverty, and to narrow the gap between different social strata.

Mobilize all resources and put social security policies into practice .

The report on the implementation of sustainable poverty reduction goals in the Van Don Special Economic Zone for the period 2021-2025 shows that poverty reduction efforts have exceeded the set targets and reached the goal three years ahead of schedule. The percentage of poor and near-poor households has decreased rapidly and sustainably. By the end of 2024, the locality will no longer have poor or near-poor households according to the multidimensional poverty standards of the Central Government and the province.

The implementation of the poverty reduction program demonstrates that leadership, direction, and organization have been carried out synchronously and decisively. Mechanisms and policies for poverty reduction, social security, and poverty alleviation support have been issued and implemented promptly and targeted correctly. These policies have been assessed by relevant authorities as appropriate to the local conditions. The mobilization of the entire political system, businesses, organizations, and the people has created important resources to support people in developing their economy, stabilizing their lives, and achieving sustainable poverty alleviation.

Among the economic solutions, policy credit has enabled thousands of households and workers to borrow capital for production development, job creation, income improvement, and livelihood stabilization. Access to this capital directly enhances people's access to basic social services. More specifically, poor and near-poor households are prioritized beneficiaries of these financial policies aimed at creating long-term livelihoods.

Alongside the above measures, the socio-economic infrastructure system in the special economic zone continues to receive investment, and the quality of healthcare, education , information and communication, as well as the living conditions of the people, are increasingly improving. Indicators of deficiencies in basic social services are gradually being addressed. Many households have received support for building new houses, repairing existing ones, and improving access to clean water and sanitation, contributing to a higher quality of life and reducing the risk of re-poverty. Through national sustainable poverty reduction programs, people's awareness of self-reliance and economic development is gradually increasing. The mentality of waiting for or relying on government support policies is gradually being reduced. People's lives are gradually improving, social security is ensured, contributing to maintaining political stability, social order and safety, and promoting socio-economic development in the area.

Firmly protect the achievements already made.

Through research and evaluation of implementation results, the Standing Committee of the Quang Ninh Provincial People's Council highly appreciated the achievements of the Van Don Special Economic Zone in achieving sustainable poverty reduction goals for the period 2021-2025. These measurable results serve as an important basis for the locality to continue implementing socio-economic development plans in the future.

Along with the positive results, the monitoring team also frankly assessed that there are still limitations in the sustainable poverty reduction results; the risk of re-poverty and new poverty remains, and the gap between different social classes is still widening. These factors require localities to continue proactively developing solutions to firmly protect the achievements in social security that have been attained.

On behalf of the Supervisory Delegation, Vice Chairman of the Quang Ninh Provincial People's Council Nghiem Xuan Cuong requested that the Van Don Special Economic Zone incorporate the feedback received at the meeting. He suggested supplementing information and documents, clarifying the content, and providing supporting evidence. He also recommended that the official report specify the recipient and the relevant agencies involved.

To concretize the recommendations and proposals made at the monitoring session, the Vice Chairman of the Provincial People's Council requested that the working minutes must include a unified explanation, and any points of disagreement should be recorded in the monitoring report. The report must be finalized and submitted to the Provincial People's Council Standing Committee's Monitoring Team for consideration and resolution no later than May 16th.
