The urgent need to address the problem of clean water shortage.

After establishing a two-tiered local government system, the top priority for the Party Committee and government of Tan Minh commune (comprising the three communes of Doan Lap, Kien Thiet, and Cap Tien, and a part of the former Tan Minh commune of Tien Lang district) was to bring clean water to the people as soon as possible. Tan Minh commune currently has five water treatment plants providing clean water to 9,312 households.

However, these plants currently fail to meet both the required quantity and quality standards due to their age and limited investment. Some plants use simple and outdated water treatment technologies. The main source of raw water for clean water production comes from surface water sources in the irrigation canal system, lacking water source protection corridors. Concerned about the quality of water supplied by these mini-water treatment plants, many households in Tan Minh commune have recently reverted to using well water.

The lack of clean water is not unique to Tan Minh commune; it's a common concern for residents in many communes, especially in the eastern part of Hai Phong. According to Government Decrees No. 117 and No. 98 on the production, supply, and consumption of clean water, each water supply area is served by only one water supply unit. In some communes, such as the Cat Hai special zone, transferring water supply areas and installing water pipes to certain areas faces obstacles related to both general planning and water supply planning.

In particular, the biggest obstacle currently is persuading owners of water treatment plants to liquidate and transfer their facilities, handing over the water supply area to a new, capable entity. Most of the mini-water treatment plants in the city are currently invested in with mixed capital. The State invests in the construction of water treatment facilities within the plant's perimeter; organizations and individuals contribute to the investment in the water supply pipeline system from the plant to consumers. When entrusted with operating and managing the water treatment plants, the businesses and individuals managing rural water supply projects invest additional funds in renovating and upgrading the filtration system and water supply pipelines. However, this activity does not follow the design documents approved by the competent state agency and lacks sufficient supporting documentation, making it difficult to determine the initial investment value and remaining value. This leads to difficulties in agreeing on the value of assets for compensation and liquidation when persuading business owners to hand over the water supply area.

Continuously investing in expanding the water supply area.

Party committees, local authorities, and water supply units in the city are making efforts to implement various solutions to resolve obstacles and bring clean water to the people as soon as possible. At the same time, this is also fulfilling the city's task and goal of ensuring that by 2025, 100% of rural residents have access to clean water for domestic use that meets standards; and completing the closure of water treatment plants that do not meet quality standards.

Comrade Nguyen Quang Huy, Secretary of the Party Committee and Chairman of the People's Council of Tan Minh commune, said that the commune has established a Steering Committee to bring clean water to rural areas, focusing on propaganda and mobilizing social resources to support water treatment plants that agree to transfer water supply areas according to the valuation results, striving to complete the collection of all funds by 2025. At the same time, the commune will strengthen inspections of the operation, quality, and water pressure at existing mini-water treatment plants to ensure stable water supply during the water supply unit transfer period. In addition, the commune will closely coordinate with Hai Phong Water Supply Joint Stock Company to accelerate the installation of the pipeline network, implement the construction of booster pump stations, and update the land use planning adjustment dossier for the 2021-2030 period so that local people can use clean water as soon as possible.

According to Hai Phong Water Supply Joint Stock Company, as the city's main water supply unit, the company has implemented 16 water supply projects in recent years with a total investment of over 1,000 billion VND. The company currently operates 10 water treatment plants and several smaller water supply stations with a total capacity of over 440,300 m³/day, along with thousands of kilometers of transmission and distribution pipelines.

With a synchronized and modern investment system, the company not only provides clean water to urban residents but is also continuing to expand its water supply network, extending its service area to suburban and island areas in the eastern part of Hai Phong. Most recently, in early 2025, the company completed the investment and installation of a D400 pipeline system over 8.4 km long to supply clean water to communes in the western part of the former Tien Lang district. The company is currently bidding on a water supply project for the former Cap Tien commune (now part of Tan Minh commune).

In the western area of ​​Hai Phong, Hai Duong Clean Water Business Joint Stock Company is implementing several projects to upgrade water supply points and transmission pipelines with a total investment of approximately 30 billion VND, expected to be completed this year, such as: increasing the capacity of the booster pump station in the Ghe Bridge area from 20,000 m³/day to 35,000 m³/day; constructing a new clean water transmission pipeline with a diameter of D560 and a length of 800 m from Ghe Bridge to Phuc Dien Industrial Park…

With the decisive involvement of local authorities and the support of key water supply units in the city, the problem of clean water shortage in remote and rural areas will be gradually resolved. This will contribute to the completion and improvement of criteria for building model new rural areas and enhance the quality of life for people in suburban areas.
