The Economic and Budget Committee and the attending delegates highly appreciated the efforts in implementing the socio-economic development tasks of Ha Tinh province in 2023 amidst many difficulties.

On the morning of November 23rd, the Economic and Budget Committee of the Provincial People's Council held a working session with the Department of Planning and Investment and the Provincial State Treasury regarding presentations and draft resolutions to be submitted to the session. Ms. Nguyen Thi Thuy Nga, Head of the Economic and Budget Committee of the Provincial People's Council, chaired the meeting. Vice Chairpersons of the Provincial People's Council Tran Tu Anh and Tran Van Ky also attended.

At the meeting, delegates heard a report from the leaders of the Department of Planning and Investment on the implementation of the 2023 public investment plan; the projected public investment plan for 2024; and the presentation and draft resolution on the decision on investment policy, adjustment of investment policy, and supplementation of the medium-term public investment plan. The State Treasury reported on the control of recurrent and investment expenditures, the results of implementing the transfer of funds, and the implementation of funds allowed to be extended.

Director of the Department of Planning and Investment Tran Viet Ha presented a report and explained some contents related to the submission and draft resolution presented to the session.

Discussing the above issues, members of the Economic and Budget Committee and delegates attending the meeting highly appreciated the efforts in implementing socio-economic development tasks in 2023 amidst many difficulties. The province's economic growth in 2023 is estimated at 8.01%; total budget revenue in the province is estimated at 17,122 billion VND, reaching 90% of the provincial target, of which domestic revenue is estimated at 8,000 billion VND, reaching 100% of the target. Agricultural production achieved good results; restructuring of the industry continued to deepen. The investment and business environment continued to improve. The socio-cultural sector achieved many outstanding achievements. National defense and security were strengthened.

The delegates also pointed out several shortcomings, such as: inadequacies in land management; slow implementation of investment procedures for large projects; low economic growth rate; and numerous outstanding issues and obstacles related to land...

Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh: It is necessary to specifically assess the shortcomings in the report on the socio-economic situation in 2023.

Delegates proposed several solutions to meet the goals of industrial production development; maintaining stable agricultural production and building new rural areas; and enhancing the competitiveness of tourism , trade, and services. They also suggested mobilizing and effectively utilizing all resources, building a synchronous socio-economic infrastructure, attracting and accelerating key projects; strengthening the management and efficient use of resources, protecting the environment, proactively preventing and mitigating natural disasters, and adapting to climate change.

Continue to promote digital transformation and the application of science and technology; pay attention to cultural and social fields, effectively implement social welfare policies; ensure national defense and security; and strengthen foreign relations.

Concluding the working session, Head of the Economic and Budget Committee Nguyen Thi Thuy Nga highly appreciated the preparation of reports, presentations, and proposals by the departments and agencies. She also requested attention to several issues, especially the task of revenue collection and disbursement of public investment funds. She requested the drafting agencies to continue supplementing, revising, and reviewing the data based on the feedback from the delegates, and to promptly finalize the reports, presentations, and draft resolutions to better serve the upcoming session of the People's Council.
