The People's Committee of Ho Chi Minh City requests the Project Management Board for Investment and Construction of Transportation Works (Transportation Board) to act as the bidding party, responsible for the accuracy and completeness of the documents, data, information provided, and the approved bidding documents.

The Department of Finance is legally responsible to the City People's Committee for the content and results of the appraisal of the tender documents as stated in the appraisal report.
The Department of Construction is assigned the responsibility of monitoring, inspecting, and urging the Project Management Board for the construction of transportation infrastructure projects and relevant departments and units to implement the next steps of the project according to the plan approved by the City People's Committee.
The Department of Construction is also tasked with promptly advising and proposing solutions to difficulties and obstacles that arise within its authority and in accordance with regulations.
The strategic significance of the Ho Chi Minh City – Moc Bai expressway project.
The Transport Department emphasized the strategic importance of this highway because the project is of far greater significance than a regular road.
Firstly, the Ho Chi Minh City - Moc Bai expressway will connect with the future Ring Road 3, Ring Road 4, and Go Dau - Xa Mat expressway projects, creating a complete transportation network for the Southeast region.
The expressway will also stimulate the development of the Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai international port cluster industrial and urban chain, linked to the Trans-Asian economic corridor, promoting trade with Cambodia (Moc Bai borders Svay Rieng province of Cambodia) and the entire ASEAN bloc (which has just added its 11th member, Timor Leste).

Furthermore, the Ho Chi Minh City - Moc Bai expressway will help attract more investment to neighboring areas, contributing to solving the problem of population dispersal and urban development in the Northwest of Ho Chi Minh City. In terms of security and defense, this expressway project will play a crucial role in ensuring security and defense in the region, in line with the national defense strategy approved by the Prime Minister .
The expressway project will also help reduce transportation costs and shorten travel time from Ho Chi Minh City to Moc Bai International Border Gate (Tay Ninh province), while relieving traffic pressure on National Highway 22, which has been overloaded for many years. Reducing costs and time will improve logistics efficiency and the competitiveness of goods in general.
The Ho Chi Minh City - Moc Bai Expressway project (phase 1) has a total length of over 51 km, of which the section through Ho Chi Minh City is approximately 24.7 km and the section through Tay Ninh is 26.3 km. In phase 1, the expressway is being built with 4 lanes, a design speed of 120 km/hour, and is expected to be expanded to 6 lanes according to the plan; the project is scheduled for completion by 2027.
