Efforts to restore summer-autumn rice production

(QBĐT) - The recent heavy rains in the province have flooded tens of thousands of hectares of rice and crops. Currently, farmers are busy in the fields restoring the summer-autumn rice fields that were flooded and damaged by heavy rains, while speeding up the planting of the remaining areas.

From early morning, in the fields of Dai Trach commune (Bo Trach), people have actively dug ditches and drained water to prepare for replanting rice areas damaged by flooding. Mr. Phan Van Hien, Phuc Tu Tay village shared: “Previously, many people in Dai Trach did not grow the summer-autumn crop, so there were abandoned fields. In the past two years, I have rented more than 4 hectares from people to grow summer-autumn rice. The weather has been favorable, so I have also made a profit of 18 million VND/ha. This year's summer-autumn rice crop was only 5 days old when it was flooded and damaged. If I did not replant, it would be more expensive to hire workers to replant it. Taking advantage of the favorable weather, after the water receded, I went to the fields to level the surface and sow Xuan Mai rice - a shorter-term variety to harvest early to avoid flooding.
According to data from the Department of Agriculture and Environment (DARD) of Bo Trach district, the area that needs to be re-sown in the district is currently 1,817/2,774ha. After the water receded, the district promptly assessed the damage, directed and guided people to care for and prune the summer-autumn rice areas that can recover; and planned to immediately re-plant areas that cannot recover with short-term and extremely short-term rice varieties.

In Quang Ninh district, some communes such as Tan Ninh, Gia Ninh, An Ninh, Van Ninh... have not yet drained all the water, so production cannot be restored. Director of Tien Thuong Hau Agricultural Production and Service Cooperative (Vo Ninh commune, Quang Ninh) Nguyen Quang Tien said: The cooperative has 75 hectares of rice, this is the first year the cooperative produces the summer-autumn crop with 25 hectares and leases land to Quang Binh Agricultural Corporation to test the DV108 rice variety with an area of ​​50 hectares. However, when the rice was just sown, it was completely flooded. Currently, we are waiting for the water to recede to prepare the land and sow again. We hope the weather will be favorable for a successful trial, encouraging people to sow the summer-autumn crop, not wasting land.
Tran Van Trung, Deputy Head of the Department of Agriculture and Environment of Quang Ninh District, said: Currently, the flood water is receding slowly, about 1,500 hectares of rice are still flooded, and the area for re-sown has not been counted. The district is reviewing the area, assessing the level of damage to crop production to report to the Provincial People's Committee to promptly support people to restore production; at the same time, mobilizing forces and means to dredge and clear the intra-field canal system, especially the congested points, pumping stations to drain water and operate pumping stations and drainage sluices to quickly drain water, protecting rice and crops.
Proactive solutions
Deputy Director of the Department of Agriculture and Environment Tran Dinh Hiep said: After the flood, the department has issued a document directing localities to proactively implement measures to drain water, care for, and re-sow some summer-autumn rice areas. Accordingly, for newly sown rice areas that have not yet taken root and are flooded or washed away, re-sowing is required, using extremely short-term rice varieties to complete the harvest before the end-of-season flood. For rice areas that can recover, it is necessary to drain all water on the field surface, when the rice plants have new leaves, it is necessary to apply balanced fertilizer, prioritizing superphosphate fertilizer to help the plants recover quickly, and spraying foliar fertilizer can stimulate root growth and produce 2 tillers. In case of not being able to sow in time for the planting season, after the water recedes, clean the fields and proactively switch to growing suitable vegetables; regularly visit the fields to promptly detect and prevent pests, snails, and rats that harm rice.
The recent floods caused by storm No. 1 have flooded 12,000 hectares of summer-autumn rice. As of June 16, more than 4,700 hectares were still flooded, and many areas of summer-autumn rice were damaged and had to be re-sown.

In order to urgently restore summer-autumn crop production, contributing to the completion of the growth target as directed by the Government and the province, the Provincial People's Committee has also directed localities to urgently mobilize resources to carry out drainage; operate sluices through the dike, increase the operating capacity of flood-control pumping stations, install field pumping stations to speed up drainage. In addition, review each rice field to determine the area of ​​summer-autumn rice that can be restored, the area that needs to be re-sown; encourage people to re-sow with the spirit of where the water recedes, deploy immediately to ensure the season, in which low-lying fields must complete sowing before June 20, 2025, high-lying fields must complete sowing before June 25, 2025, not allowing people to leave the fields fallow and not produce for this reason.

In parallel with the direction to overcome and restore summer-autumn crop production, urgently review, evaluate and count the damage in accordance with the provisions of Decree No. 09/2025/ND-CP of the Government, the Department of Finance, based on the synthesis of localities and the assessment of the Department of Agriculture and Environment, urgently advises the Provincial People's Committee to arrange funds to support the restoration of production in disaster-affected areas according to current regulations. The Provincial People's Committee requests Quang Binh Agricultural Corporation to closely coordinate with localities to ensure the source of short-term and extremely short-term rice seeds for production.
