Efforts to collect revenue from import and export activities.

In 2025, Thai Nguyen Customs was assigned a mandated target of collecting 2,700 billion VND in state revenue from import and export activities, with a goal of achieving 2,900 billion VND. With high effort and determination, by the end of the year, the unit had collected over 2,996 billion VND, reaching 111% of the target set by the Ministry of Finance.

In 2025, Thai Nguyen Customs, under the Customs Sub-department of Region V, has been assigned a target of collecting 200 billion VND more in state revenue than in 2024, an increase of approximately 8%.

This is a daunting task in the context of the US government 's retaliatory tariff policy on goods imported from Vietnam; wars and conflicts in some regions continue to negatively impact the import and export activities of businesses, disrupting global supply chains and directly affecting key industries such as textiles and electronics.

Regarding tax policy, in 2025, import tax rates on some items will be reduced to 0%, such as wood and wood products; corn kernels, and soybean meal.

In addition, Government Decree No. 174/2025/ND-CP dated June 30, 2025, stipulates a reduction in value-added tax from 10% to 8% during the period from July 1, 2025, to December 31, 2026, for several product groups, including coke and information technology products, which are traditional imported goods with significant revenue in the area.

Out of more than 650 businesses that processed customs procedures at Thai Nguyen Customs, 43% were operating in the fields of processing, export production, and manufacturing for export, which are tax-exempt and do not generate any revenue.

To achieve and surpass the assigned targets, from the beginning of the year, the leadership team of Thai Nguyen Customs directed departments and officials to implement comprehensive solutions to facilitate trade, improve the efficiency of state management, and combat revenue loss.

Mr. Nguyen Dang Chinh, Team Leader of Thai Nguyen Customs, said that the unit has proactively developed detailed revenue collection plans on a monthly, quarterly, and annual basis, focusing on mobilizing all resources and implementing comprehensive solutions to ensure growth in state budget revenue in 2025.

Following the direction of the Provincial People's Committee, the Customs Sub-Department of Region V is stepping up its efforts to inform, publicize, and encourage businesses engaged in import and export activities in the area to carry out customs procedures at Thai Nguyen Customs.

Through this, the unit proactively worked with and encouraged many businesses with large export turnovers and revenues that were processing procedures in other localities to switch to declaring and paying taxes at Thai Nguyen Customs, making a positive contribution to budget revenue.

Simultaneously, Thai Nguyen Customs is strengthening its monitoring of the production, business, and import-export activities of large and key enterprises; regularly inspecting and urging the collection of taxes and handling tax arrears.

The coordination of revenue collection between the State Treasury, commercial banks, and customs authorities has been effective, creating favorable conditions for taxpayers to declare and pay taxes electronically 24/7.

New regulations in the customs field are quickly communicated by the customs agency via email, along with specific guidance, helping businesses carry out procedures smoothly and quickly.

Along with promoting administrative procedure reforms to facilitate businesses, Thai Nguyen Customs is strengthening control over the quantity, weight, type, name of goods, and tax policies to identify high-risk product groups and items in declarations.

Based on this, high-risk businesses are placed in the yellow or red lanes for inspection during customs clearance, in order to promptly prevent fraudulent activities and tax evasion.

Thanks to the synchronized implementation of operational measures in customs valuation management both during and after customs clearance, Thai Nguyen Customs has promptly detected and handled cases of inappropriate value declarations aimed at tax evasion.

In 2025, the unit issued 110 administrative violation penalties, with a total amount of over 240 million VND collected for the state budget.

The main violations include: Failure to declare and submit customs documents within the prescribed time; violations of tax declaration regulations resulting in underpayment of taxes; preparing settlement reports on imported raw materials, supplies, and components for production that do not reflect actual usage...

Thanks to synchronized and effective solutions, in 2025, Thai Nguyen Customs exceeded its assigned revenue collection target.

In 2026, the unit was assigned a revenue collection target of 2,900 billion VND. To further promote import and export activities and increase revenue for the state budget, Thai Nguyen Customs focused on developing customs-business partnerships.

Accordingly, the unit is strengthening partnerships and forming reliable supply chains through research and implementation of collaborative programs with the participation of import-export businesses and trade partners in the chain. This is the basis for Thai Nguyen Customs to strive to achieve a budget revenue target of approximately 3,250 billion VND in 2026.
