HIV/AIDS prevention and control efforts in Quang Tri province have achieved many positive results in recent years. Communication activities, counseling, testing, treatment, and care for people living with HIV have been effectively implemented, contributing to controlling the spread of the disease and improving the quality of life for patients.

According to statistics, as of mid-May 2026, Quang Tri province had 640 people infected with HIV. Of these, 502 patients were receiving antiretroviral (ARV) treatment locally, while some patients were receiving treatment in other provinces and cities. Thanks to early detection and appropriate treatment regimens, most patients have stable health, low viral load or below the suppression threshold, and can work and live normally.

To achieve these results, professional forces have effectively carried out community screening, counseling, and early treatment of detected HIV infections. This has improved treatment effectiveness, extended life expectancy, and reduced the risk of HIV transmission to the community.

HIV patients are a vulnerable group, often feeling stigmatized when accessing healthcare services. In reality, people living with HIV are often hesitant to make multiple trips to complete examination, testing, or treatment procedures. Therefore, reviewing and eliminating unnecessary procedures, simplifying processes, and streamlining administrative procedures are crucial in enabling patients to access healthcare discreetly, conveniently, and promptly.

People living with HIV often feel apprehensive about having to make multiple trips to complete procedures for examination, testing, or treatment.

In recent times, the Quang Tri Provincial Health Department has focused on accelerating administrative procedure reforms associated with comprehensive digital transformation, putting patients at the center, including in the field of HIV/AIDS prevention and control.

Specifically, when people need HIV counseling, testing, or treatment, they only need to use their citizen identification card to complete the procedures, reducing waiting times and minimizing multiple trips. In particular, the implementation of the health insurance system's integrated healthcare network benefits participating citizens. Patients can choose a suitable medical facility for examination and treatment without having to go through the lengthy referral procedures as before, contributing to maintaining continuous treatment and improving treatment effectiveness.

Streamlining procedures also helps healthcare staff improve work efficiency, reduce the burden of manual document processing, and increase accuracy in data management. Procedures related to issuing and revoking cards for HIV community outreach workers are implemented online through the National Public Service Portal, allowing citizens to submit applications, track processing progress, and receive results online without having to visit the Public Service Center in person.

The Quang Tri Health Department is promoting the application of information technology in managing the HIV/AIDS program. Healthcare facilities are implementing various management software such as the HIV/AIDS Information Management System (HIV-INFO), HMED software, and electronic reporting systems as prescribed by the Ministry of Health. The application of information technology helps to update patient information accurately and promptly, improving the effectiveness of treatment monitoring and supporting epidemiological surveillance.

Furthermore, healthcare facilities are also focusing on improving the quality of service for patients. Healthcare workers regularly receive training to enhance their counseling, communication, and patient support skills, creating a friendly and respectful environment for examination and treatment, and ensuring the confidentiality of information for people living with HIV. This is an important factor in reducing stigma and discrimination, building trust so that people can proactively access HIV testing and treatment services.
