The essence of the concept of a "new era"—an era of national resurgence for Vietnam—has been clearly defined by scientists and researchers: It is an era of accelerated progress and breakthroughs for our nation under the leadership of the Party, aiming to realize the goal of building a strong and prosperous Vietnam, "standing shoulder to shoulder with the great powers of the world." At the same time, it aims to realize the aspirations for comprehensive development, well-being, freedom, and happiness of the people. However, to confidently enter this new era, the fundamental factor or most important driving force is to maximize the tradition and strength of national unity, strengthen social consensus; and at the same time, strongly awaken the spirit of patriotism, the will for national self-reliance, the belief, and the aspiration to contribute of each Vietnamese citizen.

In the face of the nation's new development opportunities, each locality, including Thanh Hoa, must strive to accelerate its progress to avoid being left behind. However, to accelerate, a strong internal foundation and a correct vision are needed. Just as a kite needs a solid support on the ground to fly high and far, the aspirations for development of the nation, or each locality, also need a strong foundation on the ground – a powerful force and resources. At the same time, a clear direction or vision is needed, acting as a "compass" – accurate, appropriate, realistic, scientific, and highly feasible.

From an early age, President Ho Chi Minh placed his hopes on Thanh Hoa becoming a model province. And so, after several decades of implementing reforms, Thanh Hoa has accumulated a relatively solid foundation, serving as a prerequisite for gradually building the image of a model province.

In particular, Resolution No. 58-NQ/TW dated August 5, 2020, of the Politburo (12th term) on building and developing Thanh Hoa province until 2030, with a vision to 2045, and the Resolution of the 19th Congress of the Thanh Hoa Provincial Party Committee, have clearly outlined the direction and development goals for Thanh Hoa. These are: “Striving to be among the leading provinces nationwide by 2025 – a new growth pole, together with Hanoi, Hai Phong, and Quang Ninh, forming a development quadrilateral in the North of the country; and by 2030 becoming a modern industrial province with a higher standard of living than the national average.” This is a major goal, and the year 2025 has already begun. Time is running out, and therefore, it does not allow for any complacency or distraction. Conversely, a high degree of unity and solidarity is needed to transform opportunities, potential, and resources into advantages for development. To achieve this, awakening and promoting the inherent strength of patriotism, self-reliance, and the aspiration to build and develop Thanh Hoa into a prosperous, civilized, and modern city in the new era is both a key task and a central, overarching solution.

To confidently enter the era of national progress, a core element is building trust and multiplying the strength of the people, taking the people as the foundation; valuing intellect and utilizing talent. Believing in the strength of the people is essential, as President Ho Chi Minh affirmed, "In the world, nothing is stronger than the united force of the people." Taking the people as the foundation also means relying on the people's talent, strength, will, and rights. At the same time, valuing and nurturing talent is like protecting the vital force for national prosperity. This is especially true for Thanh Hoa, where rapid and sustainable development depends on the consensus, unity, and collective strength of each citizen. Conversely, without the strength, determination, and participation of the people, the cause of building a prosperous Thanh Hoa will lack a strong foundation. In other words, the unity of the people is a prerequisite for effectively promoting the will and aspirations for a rich and beautiful homeland.

Speaking about factors hindering, or even stifling, development, General Secretary To Lam has repeatedly emphasized three "bottlenecks": institutions, infrastructure, and human resources. He also pointed out that the political system's organizational structure remains cumbersome, with many layers and multiple points of contact; its effectiveness and efficiency do not meet the requirements and tasks. These are the "shackles" that could hinder the nation's journey into a new era. The issues raised by the General Secretary are also urgent tasks facing each locality, including Thanh Hoa at this time. Therefore, it is necessary to remove these three "bottlenecks," and to focus intensely on and decisively implement the restructuring and streamlining of the political system's organizational structure, ensuring synchronization, smooth operation, and effective and efficient performance. Only then can resources be unlocked for local socio-economic development.

Ultimately, to lead the nation's progress, the historical mission can only be undertaken by the Communist Party of Vietnam. For this great helmsman to lead our nation to a powerful breakthrough, more than ever, we must focus on building and reforming the Party, enhancing its leadership capacity, governing capacity, and fighting strength. In particular, we must focus on building a contingent of cadres with sufficient qualities, capabilities, and prestige, commensurate with their tasks, and closely connected with the people to build the people's trust in the Party and the political system. This is also an urgent task for Thanh Hoa province, with the focus on building a united and strong provincial Party committee in terms of politics, ideology, ethics, organization, and personnel. We must resolutely and persistently fight against and prevent manifestations of bureaucracy, corruption, and waste. We must prioritize building a culture within the Party and the political system, especially a culture of public service and a culture of serving the people among cadres, civil servants, and public employees.

More than 70 years ago, in an article submitted to a foreign magazine, President Ho Chi Minh affirmed: "The future of the Vietnamese nation is as bright as the spring sun." True to his expectations, our nation has taken steady steps on its journey towards prosperity and happiness. This is a journey of continuous struggle and persistent effort towards a glorious future for Vietnam. And, on this journey towards light, Thanh Hoa province needs a mindset always ready to seize opportunities, face challenges, and strive with the utmost determination to join the whole country in opening the door to a new era – an era of powerful resurgence for the Vietnamese nation.
