Efforts to build a primary school that meets national standards.

The movement to build schools that meet national standards has been underway for many years. The criteria for building schools that meet national standards at all levels of education in general, and at the primary level in particular, are factors that facilitate the improvement of comprehensive educational quality, such as school organization and management; administrators, teachers, staff, and students; educational quality; finances, facilities, and teaching equipment; and the relationship between the school, family, and society.

Along with other localities nationwide, the decision to build primary schools meeting national standards was made in a context where the infrastructure of this level in the province faced many difficulties, especially in mountainous areas. Temporary classrooms made of bamboo and thatch accounted for up to 50%, functional rooms were almost non-existent; desks, chairs, and blackboards did not meet standards. However, recognizing the importance of building schools that meet national standards, the provincial education sector advised the provincial government to direct localities to focus on developing education in general, and building primary schools that meet national standards in particular. Based on this, from the early years of the 1997-2000 period, localities in the province established steering committees for building primary schools that meet national standards. Simultaneously, they issued plans and roadmaps for building primary schools that meet national standards for each year and each stage. Furthermore, the province will soon approve a plan to build standard primary schools with many specific standards and support mechanisms. Based on these standards, units can self-assess and develop implementation roadmaps according to different levels...

In Hoang Chau commune, thanks to the attention of the local government and solutions to mobilize community participation in infrastructure development, the appearance of primary schools in the area has gradually improved, meeting the criteria for achieving national standard status. Currently, all four primary schools in the commune have achieved national standard status. Mr. Nguyen Van Huyen, Deputy Principal of Hoang Chau Primary School in Hoang Chau commune, shared: “Over the past time, the Party Committee, the government, relevant agencies, and the local people have created very favorable conditions for the school in the task of building and re-certifying the school as a National Standard School. With that attention and the consensus of all levels of the people, by the 2025-2026 school year, the school will have full facilities, teaching equipment, school grounds, and school landscape to meet the criteria of a National Standard School at level 2. Specifically, 100% of classrooms are solid, multi-story buildings, fully equipped with televisions, projectors, and internet coverage to serve the requirements of educational reform; functional rooms such as Art, Music, English, and Informatics are also invested in comprehensively; the schoolyard meets the criteria of being green, clean, beautiful, and safe... This is an extremely favorable condition for the school to develop its internal strengths and continuously improve the quality of education.”

Not only Hoang Chau Primary School, but also in many localities such as Quang Phu ward, Nam Sam Son ward, Luu Ve commune, Sao Vang commune... the appearance of primary schools in the area has been improving through the emulation movement to build high-quality schools. For example, Quang Tam Primary School, Quang Thanh Primary School in Quang Phu ward; Quang Hung Primary School in Nam Sam Son ward; Xuan Phu Primary School in Sao Vang commune... The assessment of the Department of Education and Training shows that, after many years of effort with many difficulties and challenges, the scale of the primary school network in the province has been planned to be spacious, and school facilities, classrooms, and teaching equipment have been invested in towards standardization and modernization, creating favorable conditions for teachers and students to teach and learn. According to statistics, after nearly 30 years of implementing the policy of building high-quality primary schools, the entire province now has 539 out of 588 schools meeting the standards, achieving a rate of 91.67%. With these results, primary education currently has the highest percentage of schools achieving national quality standards among all educational levels in the province.

It is known that in recent years, the construction of primary schools meeting national standards has been linked by the education sector to the theme of each school year and to movements and campaigns launched by the sector and localities, such as the "Teaching well, learning well" emulation movement; learning and following the example of Uncle Ho; the campaign "Every teacher is a role model of morality, self-study and creativity"... In particular, the task of building schools meeting national standards is also closely linked by the sector to the requirements of reforming teaching and learning methods, reforming assessment and evaluation, quality assurance of education, as well as the training and standardization of the teaching staff...

According to representatives from the Department of Education and Training, the movement to build schools that meet national standards at all levels of education in general, and primary schools in particular, remains a key and ongoing task for all levels of management and schools. It is a solution contributing to improving the overall quality of education in schools throughout the district. The sector's goal in the coming period is to continue consolidating, maintaining, and developing the number of primary schools that meet national standards throughout the province. To realize this goal, in addition to the efforts of the entire education sector with many synchronized solutions such as promoting propaganda, mobilizing resources to build infrastructure, improving the quality of staff and teachers, and encouraging student attendance, a more decisive involvement from local authorities and the people is also crucial.
