
On the afternoon of October 14th, at the Kim Mon District Tax Office, the Hai Duong Provincial National Assembly Delegation held a working session with the Tax Offices of Kim Mon, Chi Linh, Ninh Thanh, Cam Binh, Tu Loc, and Nam Thanh to assess the implementation of policies and laws on tax management in the districts, towns, and cities.
Attending the meeting were representatives from the Departments of Natural Resources and Environment, Justice, the Provincial Police, the Provincial Tax Department, the Provincial Inspectorate, and the Customs Sub-department.
According to reports from the leaders of the regional tax offices, the units have effectively carried out the work of disseminating and guiding tax laws, and publicly disclosing tax procedures. Tax policies have been implemented in accordance with regulations.

However, tax arrears remain high, mainly due to outstanding land use fees. Taxpayers' compliance with the law is uneven; a segment of taxpayers still do not strictly adhere to tax regulations, intentionally misdeclaring or underpaying taxes, or delaying tax payments and engaging in tax fraud in various forms…

The regional tax offices have requested the Provincial People's Committee and the District People's Committees to direct relevant departments to strengthen coordination with tax authorities in implementing land-related revenue policies, providing guidance on documentation, and calculating compensation and support payments for land clearance to be deducted from land lease fees and land use fees.
Coordinate the resolution of difficulties in determining the financial obligations of land users and consider handling, in accordance with regulations, businesses, households, and individuals who fail to comply with their land-related financial obligations to the State; refuse to lease new land to units, households, and individuals who still owe taxes and late payment penalties...

Members of the Provincial National Assembly Delegation and representatives from various departments and units raised several issues requesting clarification from the regional tax offices. These included difficulties and obstacles in implementing tax policies and regulations in the area; the authority to decide on tax refunds and tax declarations for production and business households; the provision of taxpayer information; difficulties and obstacles in implementing electronic invoices; the collection of personal income tax; and tax exemption and reduction policies.
Concluding the working session, Ms. Nguyen Thi Viet Nga, Deputy Head of the Standing Delegation of the National Assembly of Hai Duong province, assessed that the Tax Sub-departments in the areas had performed their duties well and correctly implemented the regulations and policies on taxation in the locality.
During the implementation of tax policies and laws, units encountered many difficulties and obstacles, especially with conflicting legal regulations. The context of economic recession affected production and business households, leading to difficulties in implementing tax policies.
The Deputy Head of the Provincial National Assembly Delegation received the suggestions from the Tax Departments of the various regions and requested that the units continue to add recommendations to the report so that the National Assembly Delegation can compile it and report to the National Assembly at the next session.
