In the development strategy of Quang Tri province, agriculture is identified as the "support" of the economy. Therefore, in recent years, the agricultural sector has received the province's attention and direction and has achieved many results. The agricultural, forestry and fishery sector increased by an average of 3.21% per year, exceeding the target set by the Resolution of the 17th Provincial Party Congress.

The structure of the agricultural sector has clearly shifted towards increasing value, green ecology, circulation, and high-tech application. The whole province currently has more than 80 agricultural development projects, including more than 10 high-tech agricultural projects in the fields of cultivation, livestock, aquaculture, forestry, agricultural, forestry and fishery processing, etc.

In the field of cultivation, priority has been given to selecting key products with competitive advantages to build brands, develop markets, build and participate in value chains such as rice, medicinal herbs, pepper, coffee, passion fruit, etc. The productivity, output and area of ​​high-quality rice, large-field rice area, and rice production according to standards have increased significantly compared to the previous term. The average annual food output is estimated at 290,000 tons, 150,000 tons higher than the average level of the previous term.

The area of ​​high-quality rice is estimated at over 41,000 hectares, accounting for over 80% of the cultivated area, an increase of 2,000 hectares compared to 2020. The area of ​​large-field rice production is estimated at 11,780 hectares, an increase of more than 1,000 hectares compared to 2020. The area of ​​all types of crops produced according to standards is over 1,626 hectares, an increase of 692 hectares compared to 2020, of which the area of ​​organic production is 546.65 hectares, natural farming production is 151.2 hectares, organic production is 529 hectares, VietGap is 197.8 hectares and food safety production is 202 hectares.

Livestock farming has been restored and developed. The synchronous application of scientific advances in breeds and care processes has been promoted, contributing to improving the quality and value of the industry. To date, the proportion of foreign pigs and crossbred pigs accounts for 95% of the total pig herd, the total herd of pigs raised on farms accounts for 57% of the total herd, the proportion of Zebu crossbred cows accounts for over 72% of the total herd, an increase of 16.2% compared to 2020.

Livestock farming methods are gradually shifting towards industrial farms, applying high technology and biosafety. The whole province has 699 livestock and poultry farms, an increase of 396 farms compared to 2020. There are nearly 50 large projects investing in the livestock sector with a total committed investment capital of thousands of billions of VND.

Some projects have come into operation such as the project of livestock farm combined with high-tech agriculture for growing medicinal herbs in Huong Linh, Huong Hoa with a scale of 12,000 pigs, Vinh Tu closed high-tech livestock farm with a scale of 24,000 pigs, 5,000 sows.

Forest management, protection and development work has been well organized and implemented; resources have been mobilized and integrated to develop large timber plantations with sustainable forest management certification; forestry seed structure has been transformed towards using tissue cultured seeds.

Up to now, Quang Tri has become one of the leading provinces in the country in afforestation associated with FSC forest certification with nearly 18,050 hectares, an increase of more than 23% compared to 2020. The annual afforestation area has always reached and exceeded the set plan, with an average of newly planted concentrated forests reaching more than 10,130 hectares, nearly 3,000 hectares higher than the average of the previous term. The forest cover rate in the whole province is maintained at 49% - 50%.

Aquaculture continues to grow in area and output based on diversification of farming objects and methods, application of high-tech shrimp farming, and intensive investment. Compared to 2020, aquaculture output increased by nearly 9%, high-tech aquaculture area doubled; many aquaculture models applying new technology and biotechnology were deployed, replicated and brought high efficiency. The average annual aquatic product output is estimated at 37,000 tons, an increase of nearly 7%.

Agricultural and rural infrastructure as well as the appearance and material and spiritual life of rural people are constantly being improved and enhanced. By 2025, the rate of communes meeting new rural standards is expected to reach 75.8%, the rate of communes meeting advanced and model new rural standards will reach 32% and there will be 4 more districts meeting new rural standards.

In order for Quang Tri agriculture to not only fulfill its role as the "support" of the economy but also contribute to economic growth in the new period and improve people's lives, the province's agriculture, forestry and fishery sector needs to focus on effectively implementing the following solutions:

Restructuring the agricultural sector towards commodity development, applying high technology, advanced technology and ecological and organic agriculture to improve product quality; developing circular agricultural economy, new models, building specialized areas associated with geographical indications and product brands.

Promoting the potential and advantages of each ecological sub-region to shape the development of key crops and livestock, effectively using resources, applying new scientific and technological achievements, high technology in varieties, biology, production techniques and harvesting, preservation, processing and connecting to consumer markets. Expanding the area of ​​high-value crops such as Bo Chinh ginseng, pepper, coffee, rubber, high-quality rice.

Develop livestock farming according to farm models, apply high technology in disease control and improve breed quality. Reorganize seafood exploitation activities towards sustainability and efficiency. Strengthen protection and regeneration of aquatic resources. Develop planted forests, FSC certified forests, promote the development of carbon credit markets.

Encourage the development of new agricultural cooperative models to improve production efficiency and product consumption. Encourage enterprises and economic sectors to invest in the agricultural sector, joint ventures, and associations with cooperatives, build brands for OCOP products, and form chains to link and consume products.

Expanding links with large enterprises to consume clean, organic agricultural products to access international markets through production according to VietGAP and GlobalGAP standards. Developing rural economy in association with the new rural program. Increasing investment in rural infrastructure, especially irrigation systems and intra-field transportation.

Continue to improve institutions and policies on agriculture and rural areas. Review, promulgate, supplement and adjust policy mechanisms to remove bottlenecks, focus resources on synchronous investment in infrastructure, promote large-scale concentrated production of goods; high-quality agriculture, clean agriculture, organic agriculture; innovation, digital transformation in agriculture; remove difficulties in resources.

Strongly promote innovation activities, apply science and technology to create breakthroughs in improving productivity, quality, developing circular economy, e-commerce, digital transformation, quality control, and traceability. Carry out comprehensive digital transformation, complete the database of the agricultural and rural sectors connected with national and specialized data.

Comprehensively innovate production organization, improve the quality of human resources in agriculture and rural areas to meet the needs of restructuring the sector. Gradually change the mindset, form a team of professional farmers with adequate qualifications and skills, especially young labor force in rural areas to strongly transform the mindset of agricultural production to agricultural economy.

With its potential and strengths in natural conditions, Quang Tri has many advantages to develop a diversified, modern, sustainable and highly competitive agriculture. The transformation of production structure, application of high technology, building value chains and strengthening linkages will help the province's agriculture develop strongly, contributing positively to economic growth and improving people's lives.
