Implementation process

To ensure thorough preparation for the congress, the Nui Thanh District Party Committee established three subcommittees: the Personnel Subcommittee, the Document Subcommittee (chaired by the District Party Secretary), and the Service Subcommittee (chaired by the Chairman of the District People's Committee).

Simultaneously, promptly implement Directive No. 35 of the Politburo on organizing Party congresses at all levels, leading up to the 14th National Congress of the Party, term 2025-2030, and related documents of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Nui Thanh District Party Committee on organizing grassroots Party congresses, leading up to the 23rd Congress of the Nui Thanh District Party Committee, term 2025-2030.

Mr. Doan Xuan Quang, Head of the Propaganda Department of the Nui Thanh District Party Committee, said that the District Party Committee organized a special emulation campaign to achieve outstanding results in chào mừng the Party congresses at all levels, and at the same time directed Party committees and organizations at all levels to effectively carry out propaganda work on the organization of Party congresses at all levels, leading up to the Nui Thanh District Party Congress, the 23rd Quang Nam Provincial Party Congress, and the 14th National Party Congress.

Therefore, the aim is to raise awareness among Party committees, Party organizations, cadres, Party members, and the people about the meaning, role, and importance of Party congresses at all levels, in order to prepare well and successfully organize the Party congresses for the 2025-2030 term.

Regarding the drafting of the political report and the report reviewing the performance of the District Party Committee's Executive Committee, 22nd term, 2020-2025, the report should be submitted to the Provincial Party Standing Committee before May 30, 2025.

Incorporate feedback from the Provincial Party Standing Committee and approve the official report before June 10, 2025; compile all contributions to the party congress documents at all levels before June 30, 2025.

The drafting of resolutions, preparation of presentations, scripts, and related issues for the 23rd District Party Congress must be completed before May 30, 2025.

According to Mr. Nguyen Tri An, Secretary of the Nui Thanh District Party Committee, personnel work was carried out meticulously before the congress. The District Party Committee reviewed and supplemented the planning for the Executive Committee, Standing Committee, and leadership and management positions at all levels for the 2025-2030 term; implemented the transfer and placement of some heads and deputy heads of district departments and offices; and consolidated, arranged, and strengthened key personnel at all levels in conjunction with the personnel work for the congress.

Complete the personnel selection process for the Party Committee Executive Board and the District Party Committee Standing Committee, 22nd term, 2020-2025, before December 31, 2024. Develop a personnel plan for the Executive Board, Standing Committee, Secretary, Deputy Secretary of the District Party Committee… for the 2025-2030 term, to be completed in February 2025.

Thorough preparation for the grassroots congress

According to the plan of the Nui Thanh District Party Committee, the grassroots Party committees and branches under the District Party Committee will hold their congresses before June 30, 2025. The Standing Committee of the District Party Committee selected the Nui Thanh Town Party Committee to hold a pilot congress at the grassroots level for communes and towns; the Cao Ba Quat High School Party Committee to hold a pilot congress for agencies; and the District People's Court Party Branch to hold a pilot congress at the grassroots level under the District Party Committee, to be completed before March 31, 2025.

The Standing Committee of the Nui Thanh District Party Committee selected the Tam My Dong Commune Party Committee to pilot the direct election of the Party Committee Secretary at the congress, to be completed before June 30, 2025. Party committees of grassroots Party organizations are directed to instruct their subordinate Party branches to hold congresses, to be completed before February 15, 2025; and to select one subordinate Party branch to hold a model congress, to be completed before January 10, 2025.

The Nui Thanh District Party Committee has directed the Party Committees of communes and towns to report the contents of the congress documents to the district before January 31, 2025, so that the Standing Committee of the District Party Committee can give its opinion.

The Standing Committee of the Nui Thanh District Party Committee will work with the Party committees of the communes and towns to finalize the proposed personnel for the executive committee, standing committee, secretary, deputy secretary of the Party committee, and other positions.

The Party Committees of communes and towns will implement the procedures and personnel dossiers for the executive committee, standing committee, secretary, deputy secretary of the Party Committee, etc., as agreed upon by the Standing Committee of the District Party Committee, and complete them in January 2025.

The Standing Committee of the District Party Committee will approve the content and personnel plan for the congresses of communes and towns, to be completed before February 15, 2025. The pilot congress unit will be approved at the end of January 2025.

For Party committees and branches directly under the District Party Committee (excluding communes and towns), the content of the Party congress documents must be completed before January 31, 2025, to report to the District Party Committee for comments, and at the same time proceed with the personnel work for the congress according to regulations.

Party congresses at all levels are major political events; therefore, the Nui Thanh District Party Committee directs all Party committees and organizations to instruct relevant agencies and units to develop thorough and meticulous plans to serve and ensure security, order, and social safety before, during, and after the congresses.
