"The advisor" for Party work at the grassroots level.

At 90 years old and with 64 years of Party membership, Mr. Tran Sy Thoai, a Party member of the Kim Tan village branch, Tan Loc commune, Loc Ha district ( Ha Tinh province ), continues to dedicate himself to his homeland through simple yet meaningful words and actions, setting a good example.

In 1950, at the age of 17, Tran Sy Thoai volunteered to join the resistance against the French. After four years fighting on the battlefields of Central Laos, in 1954, he was discharged from the army and returned to his hometown to participate in youth union activities. Enthusiastic, passionate, and responsible, Tran Sy Thoai was quickly trained and recruited by the organization, becoming a member of the Communist Party of Vietnam in 1959.

In 1960, he continued his primary education studies at the Ha Tinh Teacher Training College and taught at Tan Loc Primary School. In the following years (1963-1975), he was an officer of the Rural Affairs Committee (Ha Tinh Administrative Committee), the Agricultural Cooperative (Department of Agriculture and Rural Development); a Party officer of the Ha Tinh Food Department Party Committee; and an organizational officer of the Party Committee of Civil and Political Agencies (now the Party Committee of the Ha Tinh Agencies and Enterprises Bloc).

From 1976, he was an organizational officer of the Can Loc District Party Committee. From 1979 to 1981, he was a District Party Committee member and Deputy Head of the Organization Department of the Can Loc District Party Committee. In 1982, due to poor health, he retired.

Despite his advanced age and declining health, Mr. Thoai always actively participates in local community activities.

As one of the first people to advise on personnel organization in the early days of the Party Committee of Civil and Political Agencies, Mr. Thoai was always dedicated and responsible in his work. Even later, after nearly 20 years as a Party official, whenever the topic of Party organization building and Party membership comes up, Mr. Thoai can spend an entire day enthusiastically talking and sharing his experiences.

It was this same dedication that led him to continue contributing to the local community after retiring and regaining his health. With the trust of the Kim Tan village Party branch, he served as its secretary from 1988 to 1991. Not only was he a loyal Party member who passed on revolutionary ideals and faith to future generations, but he was also a shining example in contributing to funds for the poor, gratitude funds, and rural development in the village; actively encouraging his children and grandchildren to participate in local movements.

Thanks to Mr. Thoai's pioneering efforts, a 400-meter stretch of road in Kim Tan village has been widened to 3.5 meters.

In particular, in 2020, when the alleyway in Kim Tan village was narrow, Mr. Thoai was the pioneer in mobilizing the neighborhood group to widen the road. Thanks to Mr. Thoai's initiative, the neighborhood group successfully widened the 400-meter-long, 3.5-meter-wide road, making it more presentable.

Mr. Thoai became a special advisor to the Tan Loc Commune Party Committee on Party building work.

Mr. Nguyen Duy Ngu, Secretary of the Kim Tan Village Party Branch, said: “Whenever the village calls for people to share their resources, Mr. Thoai, despite his advanced age and frail health, is always the first to actively support and encourage his children, grandchildren, siblings, and neighbors to join in. Now, even though he is exempt from participating in Party branch meetings, as long as he is healthy, Mr. Thoai always attends and offers heartfelt and insightful contributions to building the organization. His exemplary lifestyle, compassion, and morality inspire admiration from younger generations like us, and we constantly strive to emulate him.”

For his many contributions to his work, Mr. Thoai was awarded the Glorious Soldier Medal, Third Class; the Resistance Medal against the French; and a commemorative medal for his contributions to Party building and organization…

The commune's Party Committee has over 300 members, including more than 100 members with 50 years or more of Party membership. These elderly Party members consistently play a leading and exemplary role, becoming shining examples for younger generations of Party members and the people to follow. Mr. Tran Sy Thoai is one of the outstanding Party members of the commune's Party Committee. Whenever the locality has major events, we always turn to Mr. Thoai as a special advisor in Party building work.”
