Here, in his speech, Mr. Huynh Van Thon - Chairman of the Board of Directors of Loc Troi Group spent a lot of time talking about the difference between the large-scale field (pioneered by Loc Troi Group in many provinces and cities in the Mekong Delta many years ago) and the project of 1 million hectares of high-quality, low-emission rice associated with green growth in the Mekong Delta (abbreviated as the project of 1 million hectares of high-quality rice; implemented by the Ministry of Agriculture and Rural Development, currently in the pilot phase of the second rice crop).

According to Mr. Thon, in the past, Loc Troi Group made a large-scale model field that was very famous for a while, but then "it kept working but it didn't get any better".

The reason is lack of synchronization, unclear policy mechanisms, rights and benefits.

When the project of 1 million hectares of high-quality rice was launched, he was very happy because the difficulties of large-scale fields could be overcome. He believed that the project would be successful in the future.

Mr. Thon analyzed that the large-scale field ecosystem is endogenous to Loc Troi Group, while the 1 million hectare high-quality rice project ecosystem is symbiotic with society, so it will solve problems related to law, resources and many other conditions.

"All the limitations and difficulties in large-scale fields are solved in the 1 million hectare high-quality rice field, especially in terms of legality, resources, and ecosystems," Mr. Thon emphasized.

If we persistently follow the roadmap and time, along with good support in terms of loan capital, the 1 million hectare high-quality rice project will realize the set goals.

However, up to this point, according to Mr. Thon's assessment, the above almost ideal policy has not been applied, participants have hardly benefited from anything, there is a lack of support and somewhere the ecosystem is "disjointed like rice", not connecting the elements in it.

In order for the project to develop in the coming time, with many years of experience in large-scale field models, Mr. Thon said that it is necessary to clarify and reasonably assign tasks, duties, responsibilities, and authorities of the workers and the interests of the workers, including businesses and farmers; policy makers; and state direction, leadership, and management.

At that time, the enterprise organizes production and business, the unit doing plant protection will do plant protection, the unit making seeds will do seeds, the processing place will do processing... Only then, the units will do their expertise faster, their roles will be clearer and each unit will promote its strengths.

For further convenience, Mr. Thon proposed that each province should let the Chairman and leader of the Provincial People's Committee act as the conductor to manage the project of 1 million hectares of high-quality rice.

"I affirm that when the conductor is the provincial chairman, the provincial People's Committee leader will be able to lead the project in each locality. And at this time, the support of the leader for the political task and responsibility for the project of 1 million hectares of high-quality rice will be completely different from the support for businesses to develop raw material areas like the previous large-scale rice fields," said Mr. Thon.
