The above information was stated by Mr. Nguyen Van Duoc, Chairman of Ho Chi Minh City People's Committee at the 6th Conference of the Southeast Regional Coordination Council and the 4th Meeting of the Steering Committee for the implementation of Resolution No. 98, on August 2.

The conference was chaired by Prime Minister Pham Minh Chinh. Also attending the conference were Permanent Deputy Prime Minister Nguyen Hoa Binh , Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, members of the Southeast Regional Coordination Council, leaders of central ministries, departments, and agencies, and leaders of localities in the Southeast region (Ho Chi Minh City, Dong Nai, Tay Ninh).

According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Resolution 98 has brought about many positive results, contributing to the city's strong socio-economic recovery and development after the pandemic. However, the city still has many bottlenecks that need to be further removed.

According to Mr. Duoc, the biggest bottleneck of the Resolution is that the mechanisms and policies, although unique and outstanding, still have to be implemented according to current procedures. This prolongs the time, affects investors' psychology and has not created a breakthrough in attracting strategic projects.

The Chairman of the Ho Chi Minh City People's Committee proposed that the Government , ministries and branches consider supplementing and amending Resolution 98 on 4 groups of contents.

First, regarding attracting strategic investors and implementing strategic projects, the city proposed that the Government supplement criteria for strategic investors and industries; in which reference should be made to the city's specific industries.

At the same time, it is recommended to allow Ho Chi Minh City to appoint strategic investors in important projects.

City leaders also proposed implementing planning in one step, instead of going through many levels as at present. At the same time, allowing the acceptance of planning products sponsored by enterprises, both saving budget and shortening time.

Second, with backlogged projects and anti-waste, the city proposes to apply Conclusion 77 of the Politburo to thoroughly handle slow-moving projects, according to the principle of not legalizing violations and budget losses.

In addition, Ho Chi Minh City also proposed to allow a flexible transfer mechanism between enterprises. Specifically, new investors can take over the project of the previous investor, if they fully ensure legal and financial conditions and do not cause any complaints.

In the third group of contents, the Chairman of the Ho Chi Minh City People's Committee proposed to restore the mechanism of adding a Vice Chairman of the Ward People's Committee in the city's densely populated wards (over 50,000 people) as previously stated in Resolution 98. Adding one more Vice Chairman of the Ward People's Committee is to solve the overload of work.

At the same time, allow authorization for directors of public administrative centers at commune and ward levels to sign regular administrative records, helping ward leaders focus on overall management work.

Finally, regarding the specific mechanism for the free trade zone in Ba Ria - Vung Tau, the head of the Ho Chi Minh City government proposed that the Prime Minister soon approve the specific policy for the free trade zone, which has received high consensus from ministries and branches, so that it can be implemented by the end of 2025.

Mr. Nguyen Van Duoc affirmed that the city will implement the proposed contents as soon as they are considered and approved, to develop Ho Chi Minh City.

Resolution 98 was issued on June 24, 2023. After 2 years of implementation, 36/44 mechanisms have been put into practice; 6 mechanisms are continuing to be implemented and 2 mechanisms have been stopped due to new regulations replacing them. According to initial assessments, the Resolution has brought about clear results in many areas.

In particular, the average GRDP of Ho Chi Minh City in the period of 2023 - 2024 reached 6.2%; in the first 6 months of 2025 alone, it reached 7.82%. Budget revenue in the period of 2022 - 2024 increased by an average of 8.5% per year, contributing 26% of the total national revenue. GDP per capita increased from 159.5 million VND (in 2022) to 186.3 million VND (in 2024), equivalent to an increase of 16.8%.

In particular, the policy of increasing income expenditure according to Resolution 98 has contributed to retaining and motivating the staff, civil servants and public employees, attracting experts and high-quality human resources to work in the city.
