On November 12, the Wall Street Journal, citing informed sources, confirmed that US President-elect Donald Trump had chosen South Dakota Governor Kristi Noem to be the Secretary of Homeland Security in his upcoming administration. CNN and Reuters later made similar assertions.

If confirmed, Noem will take over an agency with a relatively heavy task. The US Department of Homeland Security is responsible for natural disasters, cybersecurity, and transportation security. In particular, this department plays a central role in implementing immigration policy. During Mr. Trump's first term, the Department of Homeland Security was the most "unlucky" agency, having gone through five ministers, of which only two were approved by the US Senate. The Secretary of Homeland Security is the third position related to immigration policy in the Trump administration that is said to have an owner. Previously, Mr. Tom Homan, former acting director of Immigration and Customs Enforcement (ICE), was chosen by Mr. Trump as "border boss" with the task of overseeing deportation policy for immigrants entering the US illegally. Stephen Miller, who recently publicly declared that “America is for Americans and only for Americans,” is also expected to be named deputy White House chief of staff for policy. In this position, Miller will have the authority to direct mass deportations of immigrants.

Noem comes from a farming family in South Dakota. In 1994, she dropped out of college to take over the family farm after her father died in a machinery accident. In 2006, Noem's political career began in the South Dakota legislature. In 2010, she was first elected to the US House of Representatives, becoming one of the few representatives at the time without a college degree. Noem graduated with a bachelor's degree in political science in 2012, after completing an internship by working as a congresswoman. In 2018, she was elected the first female governor of South Dakota. During the COVID-19 pandemic, she attracted attention by refusing to issue a mandatory mask order and allowing schools to reopen earlier than other states. During the presidential campaign, Noem was one of the strong candidates for the position of "vice president" of Mr. Trump . However, she was widely criticized after telling the story of shooting a disobedient dog on her farm. This made her lose points with Mr. Trump. Despite that, Ms. Noem still often publicly expressed her support for Mr. Trump and appeared with the president-elect at many campaign rallies. As governor of South Dakota, Ms. Noem made many policy decisions close to Mr. Trump's views. In late 2022, South Dakota banned the download of TikTok on electronic devices owned by the government or leased by the government. This was one of the first states to issue a restriction on this social network. Ms. Noem also opposes allowing abortion. South Dakota under her jurisdiction prohibits abortion, except in cases to save the mother's life.
