According to sources from the WSJ , OpenAI has failed to meet its revenue and user growth targets. This has raised concerns among the leadership team about its ability to sustain the operating costs of its data centers.

Specifically, OpenAI failed to reach the milestone of 1 billion weekly active ChatGPT users. Revenue targets were also not met as Google's Gemini experienced strong growth and gained market share since the end of last year. Customer churn rates also increased significantly.

OpenAI also failed to meet several monthly revenue targets, after losing market share to Anthropic in the programming and enterprise sectors.

In recent months, OpenAI's board of directors has been more closely scrutinizing data center deals. CEO Sam Altman faces questions about the strategy for expanding computing capacity despite declining business.

The cost-cutting measures also impacted OpenAI's ambitious plans ahead of its initial public offering (IPO), which is expected to take place later this year.

Despite conflicting rumors, both Altman and Chief Financial Officer Sarah Friar emphasized that OpenAI remains committed to a strategy of expanding its computing power as much as possible.

For many years, Altman focused on acquiring data center capabilities, arguing that a shortage of computing power was the biggest obstacle to OpenAI's growth.

Last year, OpenAI conducted a series of mergers and acquisitions, incurring costs of $600 billion . The foundation for this strategy came from ChatGPT. However, the growth of chatbots has slowed since last year, posing a difficult challenge for the company's leadership.

OpenAI recently raised $122 billion in Silicon Valley's largest funding round, giving the company a stronger financial position. However, data center leases will consume all of that money over the next three years, assuming the company still meets its revenue targets.

On the positive side, the Codex programming tool is rapidly gaining popularity. OpenAI also cut costs by eliminating several projects, including the Sora video generation model. In mid-April, OpenAI launched GPT-5.5 with several upgrades.

Some companies, like Anthropic, are also facing a shortage of computing power, leading to price increases and malfunctions. This situation has caused many to complain, especially programmers, as the AI is unable to complete tasks as expected.

In its announcement to investors, OpenAI emphasized that it possesses greater computing power than Anthropic, giving it an advantage in reaching users.

In recent months, Friar has also expressed caution regarding OpenAI's IPO plans. She emphasized the need to improve internal control systems, warning of potential failure to meet reporting standards for a publicly traded company. Conversely, Altman advocates for a faster IPO timeline.

OpenAI needs to address a number of other issues before its IPO. The company is currently without a leader after Chief Business Officer Fidji Simo took sick leave in early April. Recently, legal proceedings have begun in a lawsuit initiated by Elon Musk, aiming to reverse OpenAI's transformation into a for-profit company.
