On July 15, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee for Administrative Reform chaired the 8th meeting of the Steering Committee.
The meeting was held in both direct and online formats, connecting from the Government headquarters to 63 provinces and centrally-run cities.
Attending the meeting at the Hanoi bridge point were Chairman of Hanoi People's Committee Tran Sy Thanh; Vice Chairman of Hanoi People's Committee Ha Minh Hai, leaders of departments and branches of Hanoi City.
Hanoi has decentralized nearly 40% of administrative procedures.
At the Hanoi end, speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in 2023, Hanoi has focused on reviewing administrative procedures for decentralization and authorization. Up to now, Hanoi has decentralized nearly 40% of administrative procedures (exceeding the target set by the Government). To do this, Hanoi's experience is "doing it from the top down" because if asking for opinions from departments, branches, districts, and counties, no department, branch, district, or county would agree to decentralize and authorize.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, Hanoi has established a separate working group, analyzed thoroughly and scientifically and applied it to the grassroots with the spirit of "doing and fixing at the same time". Up to this point, decentralization and delegation of authority have truly come into life.
On the basis of decentralization and authorization, in 2023, Hanoi also reviewed all functions and tasks and up to this point, the functions and tasks of all 21 departments, branches and equivalent agencies have been newly issued in accordance with reality and in accordance with decentralization and authorization. On the basis of functions and tasks, Hanoi has also reviewed and determined the job positions of all units with 2,687 projects on job positions that have been approved and issued.
“Along with the revised Law on the Capital coming into effect, in 2025, Hanoi will specifically determine the staffing level appropriate to the scale and characteristics of the capital to improve work efficiency, human resources and finance,” emphasized Chairman of the Hanoi People's Committee Tran Sy Thanh.
Encourage local efforts
According to Chairman of Hanoi People's Committee Tran Sy Thanh, identifying public finance reform as one of the important tasks, Hanoi has also reviewed the entire list of public career services under its authority and will soon submit all of those lists to the City People's Council for approval.
The issues of unit prices and norms will be basically completed by the city in 2024. Only then can we change the management method, implement financial autonomy, help the bidding of public services to be convenient, ensure fairness, transparency and avoid shirking and fear of mistakes.
Citing the fact that since late 2023 and early 2024, Hanoi has issued a system of unit prices and norms for the education sector and has piloted it at all three levels, Chairman of the Hanoi People's Committee Tran Sy Thanh said that through public opinion, the pilot schools all said that this has created conditions for schools to be more autonomous in terms of staffing, better salary payment and service, and higher training quality. In addition, Chairman of the Hanoi People's Committee Tran Sy Thanh also proposed that the Government and the Ministry of Information and Communications review a number of indicators to ensure more substance and encourage the efforts of localities. Because out of more than 1,000 online public services, Hanoi has deployed 116 online public services that can be performed in full. There are many online public services such as marriage registration procedures that cannot be performed 100% online.
“Therefore, it is necessary to unify criteria to more accurately evaluate tasks, accurately reflect the efforts of the political system in digitizing public services, and encourage officials, civil servants and people to see the efforts of localities in this field,” emphasized Chairman of the City People's Committee Tran Sy Thanh.
