New era, new mission
The world is in a period of epochal change, from now until 2030 is the most important period to establish a new world order. The 14th National Congress of the Party will mark the moment when the country enters a new era, an era of national development and prosperity. Our country is also implementing revolutionary strategic decisions that pose many new issues and new, higher requirements.
Entering the 2025-2030 term, a term marking an important transition with the function of comprehensive leadership, the Party Committee of the Ministry of Foreign Affairs has determined the overarching goal as: "Improving the leadership capacity and fighting strength of the Party Committee; building a comprehensive, modern, and professional diplomatic sector; promoting the pioneering, important, and regular role of foreign affairs and international integration, contributing to building and defending the Fatherland in the new era".
As a grassroots Party Committee with 12,000 members, operating in nearly 600 affiliated Party cells at home and abroad, in order to successfully complete the foreign affairs mission in the era of national development, innovating methods and improving the leadership capacity of the Party Committee of the Ministry in the new situation is an urgent requirement.
Innovation in the Party's leadership method - a practical imperative
In the process of leading the revolutionary cause, our Party has attached great importance to and issued many resolutions on innovating the Party's leadership methods. The Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) clearly states that our Party is "the ruling Party, leading the State and society. The Party leads by its platform, strategies, orientations on major policies and guidelines; by propaganda, persuasion, mobilization, organization, inspection, supervision and by exemplary actions of Party members".
The documents of the 13th National Party Congress determined: “Continue to innovate leadership methods, ensure the smooth, timely and correct leadership and direction of Party committees and organizations at all levels; promote the role of setting examples... Continue to innovate and improve the quality of building and promulgating Party resolutions... Promote administrative reform, apply information technology in Party activities. Continue to summarize practices, study theories on innovation in the content and methods of Party leadership and governance in new conditions [Communist Party of Vietnam. Documents of the 13th National Party Congress. Volume 1. National Political Publishing House Truth, pp. 198-199]”. It can be said that synchronous innovation of methods and improvement of the Party's leadership and governance capacity is one of the key tasks.
Besides innovating leadership methods, improving the Party's leadership capacity can be understood as focusing on comprehensively developing the necessary factors for the Party's leadership, including the capacity to orient guidelines and strategies; the capacity to propose policies and guidelines; the capacity to organize and direct the implementation, inspection and supervision of the Party's work; the capacity to evaluate, draw lessons and make timely and effective adjustments.
Some solutions to innovate methods and improve the leadership capacity of the Party Committee of the Ministry of Foreign Affairs
With more than 70% of its affiliated party organizations abroad, the Party Committee of the Ministry of Foreign Affairs has its own specific operational characteristics. Overseas party organizations are far from the Central Government and operate in difficult and complicated local environmental conditions. The Party membership is diverse, including not only cadres and party members in the Foreign Affairs sector but also cadres and party members of departments, ministries, branches and 34 provinces and centrally-run cities working, studying and working abroad, constantly changing (an average of 30%/year) and subject to the influence of local laws and the impact of many information streams, making them targets of hostile forces.
In the context of many changes in the world and the region, the country is in a period of historical transformation. From the above requirements and tasks, innovating methods and improving the leadership capacity of the Party Committee of the Ministry of Foreign Affairs in the new situation, it is necessary to focus on the following solutions.
Firstly , improve political leadership capacity; innovate methods, improve decision-making capacity of the Party Committee of the Ministry through issuing resolutions, conclusions, and leadership documents.
During his lifetime, President Ho Chi Minh pointed out: “The Party is like a human body, orders and resolutions are like blood vessels. Blood vessels run throughout the body, making the person healthy. Where the blood vessels stop and do not run, that place becomes paralyzed, causing illness. Orders and resolutions go quickly, go all the way from top to bottom, work is quick, everything is completed. At which level they stop, from that level down, they are paralyzed” [Ho Chi Minh – Complete Works. Volume 5. National Political Publishing House, Hanoi, 2011, p. 299].
With the goal of innovation, improving the quality of promulgation and organizing the most effective implementation of the Party's policies and guidelines, all policies and resolutions must be truly comprehensive, breakthrough, leading, paving the way for new factors to develop, highly actionable and aiming for specific results. Therefore, it is necessary to develop and promulgate resolutions, directives and conclusions of the Party Committee of the Ministry in a concise, succinct manner with profound content, close to reality and in the direction of action for implementation.
Amend, supplement and perfect the working regulations of Party committees and Party organizations at all levels, strictly define the tasks, powers and working relationships, overcome the situation of making excuses, replacing or loosening the leadership role of Party committees and organizations. Standardize the guidelines, methods and processes in all aspects of work. For Party building work, it is necessary to systematize and update the new regulations of the Central Committee in the direction of "easy to understand, easy to implement", apply information technology so that Party committees at all levels at home and abroad can easily access and use.
Based on the Resolution of the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030, the Party Committee of the Ministry issued an Action Program to implement the Resolution and led Party organizations and Party members to organize the implementation. In addition to the annual, quarterly and monthly work programs, based on the practical situation of work implementation, the Executive Committee and the Standing Committee will focus on promptly issuing specialized resolutions and conclusions for comprehensive leadership. Strongly promote the role and effectiveness of the activities of the advisory and support departments of the Party Committee of the Ministry.
Second , promote Party building in terms of ideology and theory. Constantly innovate propaganda methods, thoroughly grasp the Party's policies, guidelines, resolutions, and conclusions, and protect the Party's ideological foundation. Continue to perfect the theory of Vietnam's foreign affairs and the role of foreign affairs in the new era.
Strongly innovate the content and methods of ideological work; enhance the combativeness, educational quality, and persuasiveness in propaganda, political and ideological education. Link the study and following of Ho Chi Minh's ideology, morality, and lifestyle with the work of building and rectifying the Party and a clean and strong political system. Maintain discipline and improve the quality of theoretical training. Improve the quality of theoretical exchange activities with communist parties and political parties around the world.
Strongly deploy the application of information technology in organizing learning, thoroughly grasping the directives and resolutions of the Central Committee and the Party Committee of the Ministry in direct and online forms to create conditions for all cadres, party members, civil servants and public employees of the Foreign Affairs sector at home and abroad to participate in learning.
Direct Party committees and Party secretaries at all levels to strengthen ideological work, grasp the thoughts, feelings, and ideological developments of cadres and Party members to promptly detect, fight, and prevent early and from afar signs of degradation, "self-evolution", and "self-transformation". Focus on raising the awareness of "self-resistance" and "self-immunity" of Party committees in particular and Party members abroad in general in the context of working abroad and facing the complicated developments of the international situation and the "peaceful evolution" plot of hostile forces.
Continue to strengthen the work of protecting the Party's ideological foundation with many innovative forms. Through the implementation of the Central Committee's political contests on "Protecting the Party's ideological foundation" to gather the young generation, overseas students, the Vietnamese community abroad and the response of international friends to contribute to protecting the Party's ideological foundation, fighting against erroneous and hostile views.
Continue to perfect the theory of Vietnam's foreign affairs and the mission of Vietnam's foreign affairs in the new era. Institutionalize and concretize the Party's policies on international integration, such as the Action Program to implement Resolution 59-NQ/TW, dated January 24, 2025 of the Politburo on international integration in the new situation...
Third , innovate the Party's leadership method through personnel work. Ensuring that personnel work continues to be the key task in Party building of the Ministry of Foreign Affairs.
General Secretary To Lam directed the personnel work of party congresses at all levels: "The contingent of cadres with enough prestige and capacity to lead the country in the new development period must be truly exemplary individuals, outstanding in qualities, intelligence, political mettle, leadership capacity, professional qualifications and prestige, combativeness, high discipline, close attachment to the people, and the ability to gather solidarity". Regarding foreign affairs cadres, General Secretary To Lam instructed that foreign affairs cadres must "be the most exemplary, most cultured, and most knowledgeable Vietnamese socialists in international law, traditions, customs, culture, local laws, principles of foreign affairs and international cooperation" [Directive speech of General Secretary To Lam at the working session with the Ministry of Foreign Affairs (August 29, 2024)]. To do that, personnel work must continue to be the "key of keys" in the task of building and developing the diplomatic sector in the coming time.
With the characteristics of the Party Committee of the Ministry of Foreign Affairs having frequent personnel changes, it is necessary to pay attention to and do well the work of planning leaders and Party committees according to the instructions of the Central Committee. Focus on ensuring the planning source, especially for personnel participating in the Executive Committee, Standing Committee, and Inspection Committee of the Party Committee of the Ministry. Approve the personnel planning of the subordinate Party committees in the country to create a source of reinforcement when there is a shortage. Timely appoint and approve the Party committees and Inspection Committees of subordinate Party committees abroad to ensure continuous leadership of the Party organization system abroad.
Continue to promote the driving role of personnel work, especially the work of assessing and evaluating cadres, and effectively using and managing cadres. Perfect the mechanism and policies to discover, attract, and promote talents, encourage and protect dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good as a driving force for the rapid and sustainable development of the country. At the same time, focus on improving the quality of the Ministry's human resources to meet the requirements of the new situation, building a team of diplomatic cadres who are both "red" and "specialized", contributing to building a comprehensive, modern, and professional diplomatic sector in line with the Strategy for building and developing the diplomatic sector to 2030.
Respect and carry out well the work of protecting internal politics, ensuring solidarity, unanimity, purity and strength of the Party. Maintain discipline and order in personnel work.
Fourth , innovate inspection and supervision methods to prevent violations early and from afar. Promote the role and responsibility of Party committees and leaders, the advisory role of the Party Inspection Committee at the grassroots level and the Party cell members in charge of inspection and supervision work at the Party cell to continue to improve the effectiveness and efficiency of the Party's inspection and supervision work.
Strive to achieve and exceed the target of inspection and supervision work set out in the Resolution of the Party Congress for the 2025-2030 term, which is to regularly supervise 100% of subordinate party organizations; to conduct specialized inspection and supervision of at least 80%, striving to reach 100% for domestic subordinate party organizations and branches; to conduct specialized inspection and supervision of at least 30%, striving to reach 50% for overseas subordinate party organizations and branches. 100% of subordinate party organizations and branches conduct self-inspection and supervision.
Regarding the content of inspection and supervision, it is necessary to focus on: (i) the promulgation and implementation of working regulations and work programs; (ii) the implementation of the Party's guidelines and policies, such as the Resolution of the 14th National Party Congress, important documents and resolutions of the Central Committee on national development; (iii) strengthening supervision of sensitive areas, areas prone to violations, to prevent violations early and from afar; (iv) attach importance to supervising the implementation of conclusions after inspection and supervision. In implementation, it is necessary to assign "clear people, clear work, clear progress, clear authority, clear responsibility, clear results".
Focus on thoroughly understanding important Party documents on Party inspection, supervision and discipline. Strengthen training and fostering on Party inspection, supervision and discipline.
Building a team of inspectors at all levels in the Party Committee that is lean, compact, strong, and operates effectively and efficiently to meet the requirements of tasks in the new situation. Strive for the team of inspectors at all levels in the Party Committee to be truly brave, honest, professional, with qualifications and capacity equal to the assigned tasks.
Promote the application of information technology and digital transformation in the Party's inspection, supervision and discipline work according to the plan and instructions of the Central Inspection Commission and the Government Party Committee, towards "supervision on data, inspection on data".
Fifth , strongly promote leadership methods through setting examples, first of all in the collective Executive Committee, Standing Committee, Standing Committee of the Party Committee of the Ministry and each individual member of the Executive Committee, Party Secretary, head of Party Committee, agency, and unit.
Focus on the principle that the higher the position of a Party member, the more exemplary he or she must be in performing the assigned duties and tasks, thereby setting an example for cadres and Party members in the entire Party Committee and in the Ministry of Foreign Affairs. Strengthen leadership, direction and guidance for Party committees and organizations at all levels to strictly implement the Central Committee's regulations on setting examples.
Each member of the Executive Committee, Party Secretary, and leader must seriously conduct self-criticism and criticism, avoid being deferential, evasive, or afraid of conflict; and uphold the responsibility of party members in work and life.
Each Party Secretary and Head of domestic and foreign units must be a shining example of revolutionary ethics, a nucleus of solidarity, from which to lead and direct Party members in the entire Party Committee and Party Cell to follow and excellently fulfill their assigned duties and tasks.
Determined to successfully complete the mission of the Diplomatic sector
Our country is in the historic days of August. The year 2025 is even more special when the people of the whole country are excitedly looking forward to the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) - large-scale events with extremely profound political and historical significance for the entire nation. In the common pride of the nation, the Diplomatic sector is happy to look forward to the 80th anniversary of the founding of the Vietnamese Diplomatic sector (August 28, 1945 - August 28, 2025). On the solid foundation of 80 years of history accompanying the country, the Party Committee of the Ministry of Foreign Affairs is deeply aware of and will focus on fulfilling the mission of the Diplomatic sector in the era of national development, promoting the pioneering, proactive, positive and creative role of the Diplomatic sector to maintain a peaceful and stable environment, creating strategic space and favorable conditions to serve the strategic interests of the country in the new era. To realize that mission, innovating methods and improving leadership capacity is not the sole task of the Party Committee of the Ministry of Foreign Affairs but requires the joint efforts of nearly 600 affiliated Party cells at home and abroad. In the coming time, the Party Committee of the Ministry and Party committees at all levels need to strongly promote their leadership role so that the above solutions can soon come into life.
The Party Committee of the Ministry of Foreign Affairs strongly believes that, under the glorious flag of the Party, the Party Committee of the Ministry of Foreign Affairs will unite, join hands, and be determined to successfully complete the assigned tasks, contributing to the successful implementation of the country's development goals by 2030, practically celebrating the 100th anniversary of the Party's founding and the vision to 2045 celebrating the 100th anniversary of the country's founding to become a developed, high-income country with a socialist orientation.
