
Specifically, the amount of legally sold cigarettes at licensed tobacco shops is projected to decrease by 8.2% in 2025 compared to the previous year, to approximately 30,165 tons. This marks the second consecutive year of significant cigarette sales decline in France, following a decrease of around 12% in 2024.
According to the report, less than 20% of adults aged 18-75 in France smoke daily – the lowest level since 2000. This positive result is particularly evident among young French people. While in 2010, about 35% of high school students in the country smoked daily, that figure has now dropped to around 5.6%.
This success reflects the effectiveness of France's persistent anti-tobacco strategy implemented over many years. The French government has continuously increased tobacco taxes, expanded smoke-free zones, tightened advertising regulations, and intensified media campaigns about the harmful effects of tobacco.
However, French authorities are still warning of new challenges, particularly the increasing use of e-cigarettes among young people, with around 4% of high school students in France now using e-cigarettes daily.
