Each locality in the three provinces of Lam Dong, Dak Nong and Binh Thuan has its own identity and outstanding strengths, contributing to creating a rich, multi-dimensional and potential development space.
Lam Dong is a fertile highland with a temperate climate, where the poetic city of Da Lat is aiming to become a smart ecological urban area , a center for high-tech agricultural research , high-quality tourism and innovative education of the whole country. (Of course, in the process of development, if we lose the romantic beauty of Da Lat, it will be a great pity, and can never be regained, so it is necessary to be very selective and preserve the unique identity of Da Lat ).
Dak Nong is a land of great potential, with global geological heritage , the Central Highlands primeval forest and valuable minerals such as bauxite, and is home to many ethnic communities with diverse and distinctive cultures imbued with community character. In recent years, Dak Nong has been growing strongly with the spirit of daring to think, daring to do, standing out in administrative reform, attracting investment and unleashing local potential.
Binh Thuan is a land of sunshine and wind, blue sea and white sand, where the resilient coastal people have turned wild nature into development advantages. With a rich Cham culture, unique folk festivals, Binh Thuan has gradually affirmed its position as one of the leading high-end resort tourism centers, a large renewable energy center , high-tech agriculture and modern marine economy .
Three localities, three distinct characteristics, but converging and closely linked in a unified whole in terms of geographical space, cultural history, and development aspirations. The aspiration to rise up and the spirit of dedication, not retreating in the face of difficulties , is the strongest endogenous driving force for us to enter a new stage of development together - with a new organizational model, larger in scale, more effective, modern and more suitable to the requirements of sustainable development in the era of deep integration, digital transformation and green economy.
History is giving the new Lam Dong province unprecedented potentials, resources and opportunities for development. We must grasp them and have the right strategy to turn opportunities, resources and advantages into concrete development results, improving people's lives.

Over the past years, I am very pleased to see that the three provinces of Lam Dong, Dak Nong and Binh Thuan have all achieved many positive results in the fields of economy, society, national defense - security, Party building and political system.
Regarding Party building and the political system , the three provinces have actively and seriously implemented major policies of the Central Committee such as Resolution 60, Directive 45, Conclusion 150... on the arrangement of provincial-level administrative units, streamlining the organizational apparatus, and preparing for Party congresses at all levels for the 2025-2030 term. Projects on merging provincial levels, not organizing district levels, and building two-level local governments have been seriously implemented, systematically developed, closely following the Central Committee's direction and suitable to the reality of each locality. At the same time, the work of Party building and rectification has been comprehensively promoted; Party inspection, supervision, and discipline have been strictly implemented, with no forbidden areas. The work of mass mobilization, ethnic groups, religions, and administrative reform has continued to be innovated and promoted effectively; the people's trust in the Party, the State, and the political system has been constantly consolidated, creating a solid foundation for new developments.
In terms of economy , GRDP growth rate remains at a good level: Binh Thuan reaches 7.25% in 2024, Lam Dong averages 7.01%/year in the period 2021-2025, while Dak Nong records strong improvements in growth indicators, budget revenue and investment attraction. All three provinces focus on developing potential areas such as high-tech agriculture, processing industry, renewable energy and eco-tourism. Lam Dong stands out with its in-depth commodity agriculture model, the new rural construction movement has achieved many outstanding achievements; Binh Thuan plays a pioneering role in developing wind power, solar power and marine logistics; Dak Nong gradually promotes its strengths in minerals, supporting industries and geotourism potential.
In terms of culture and society , localities have focused on comprehensive human development, preserving and promoting traditional cultural values of ethnic groups. Poverty reduction targets, especially in ethnic minority areas, have all been achieved and exceeded. In Lam Dong, the multidimensional poverty rate in ethnic minority areas has decreased by an average of 3.5% per year; thousands of houses for the poor and policy families have been newly built and repaired. The education and health systems have continued to be strengthened; the rate of schools meeting national standards and the rate of people participating in health insurance have increased, and the quality of public services has improved significantly. The material and spiritual life of the people has been constantly improved.
Regarding national defense and security , the political situation and social order and safety in the three provinces were maintained. The functional forces proactively grasped the situation, effectively prevented acts that caused social instability, and prevented complicated hot spots in rural, ethnic, and religious security. The fight against crime, especially drug crimes, black credit, and high-tech crimes, was deployed synchronously. Border security, especially in Dak Nong, was strictly controlled and well coordinated with forces protecting national sovereignty.
However, we also need to frankly acknowledge some major limitations that are requiring stronger innovation in the coming period.
First of all , the economic scale of each province is still small, not commensurate with its potential; labor productivity is low, competitiveness is weak, processing industry and high-quality services develop slowly; growth quality is not really sustainable.
Second , the administrative apparatus is still cumbersome, resources are scattered; inter-sectoral and inter-regional coordination is still loose. In some places, localism still exists, reducing operational efficiency and overall strength.
Third , the process of preparing for provincial mergers poses many major changes, causing some cadres, civil servants and people to be hesitant and not really ready, affecting the progress and quality of implementing the necessary transformation steps.
If these limitations are not seriously recognized and resolutely handled, they will hinder the process of innovation, restructuring of the organizational apparatus and comprehensive development in the coming period.

Dear comrades,
The policy of merging three provinces to form Lam Dong province (new) is a major decision, both strategic and inevitable, to improve the effectiveness and efficiency of governance, management, and reorganize development space in the direction of expansion, cohesion, sustainability, promoting advantages according to scale and optimizing resources.
This is not only a change in administrative boundaries but also a turning point in development thinking, territorial governance and modern, streamlined, flexible and effective institutional design. When merged, the three provinces will form a larger economic-administrative entity, with an area of up to 24,233 km2 - the largest in the country, a population of nearly 4 million people, a GRDP of over 320 trillion VND (ranked 7th in the country), a budget of over 27,200 billion VND (ranked 15th) and significantly increased public investment, capable of proposing special mechanisms, attracting strategic resources and leading regional development.
The three localities have different natural and economic characteristics but naturally complement each other: Lam Dong is a center of high-tech agriculture, Dak Nong has strengths in minerals and land for industrial development, and Binh Thuan plays a key role in connecting to the sea with advantages in renewable energy and coastal logistics. The connection between the highlands - midlands - coastal areas helps form an inter-sectoral value chain, a chain of linked urban areas, unique eco-tourism, resorts and cultural areas, creating a more connected, effective and sustainable development space.
The merger is an opportunity to comprehensively restructure the regional development model, redistribute population, infrastructure, and investment resources according to new strategic directions, contributing to the successful implementation of rapid and sustainable development goals in the new development era.

Dear comrades,
Since the 11th Central Conference, especially in the second quarter of 2025, the Politburo and the Secretariat have worked day and night with the entire political system to successfully implement the Resolution of the 11th Central Conference and the Resolution of the 13th National Party Congress. I know that local comrades have worked harder than the Central Committee because "a hundred mulberry trees fall on the silkworm's head", specific tasks and "nameless tasks" all require the participation of comrades. To achieve the work results as reported by comrades in the 3 localities, I highly appreciate the efforts of comrades, of the entire apparatus of the political system and the consensus and support of the people. From now until July and the last months of 2025, we still need your outstanding efforts. I hope that comrades will be more determined to complete the set goals.
To successfully implement the Party's major policies, I propose that the Standing Committee, Party committees, authorities, and the entire political system from the province to the grassroots level need to identify this as a key, urgent, long-term political task, requiring high determination, quick action, and serious, synchronous, in-depth, and focused implementation.
First, urgently complete the consolidation of the organizational apparatus to be streamlined, effective and efficient.
If you are ready as reported, you can completely implement the commune and provincial models at the same time. The Central Committee welcomes and continues to support you to quickly resolve any arising problems. The focus is on reorganizing the government model in a two-tier direction. This is a very big innovation, with far-reaching impacts on organization, personnel and operations. It is necessary to strictly implement the principle of a single focal point, streamlining focal points, reducing intermediate levels, but not interrupting work, not causing major disruptions in people's lives and the operations of businesses and investors.
The merger of agencies and organizations must be conducted scientifically, transparently, publicly and objectively. Quality, capacity, prestige and work efficiency must be the highest measure in arranging staff. Localism, factionalism or group interests must not be allowed to affect internal clarity and solidarity.
At the same time, it is necessary to pay close attention to the regime and policies for cadres who are being downsized, retired, or transferred. Everything must be done in a humane, responsible, thorough, and in accordance with regulations. Those who are assigned new responsibilities must be provided with favorable conditions in terms of official housing, schools for their children, and essential living conditions so that they can work with peace of mind and make long-term contributions.
Because it is the largest province in the country, including the mountainous, midland and coastal areas, comrades must carefully calculate the arrangement of working headquarters; arrange living conditions for the number of cadres transferred to the new workplace. This needs to be paid attention to because "settling down can lead to a successful career".

Second, build a socio-economic development strategy based on integrated thinking and long-term vision on a new foundation.
After the merger, the new Lam Dong province will have the largest natural area in the country and will have all the special factors that very few localities have, which are rich in marine resources, forest resources, borders, plateaus and islands. The province needs to urgently rebuild the master plan for socio-economic development in the new period, based on an open space structure, connecting three ecological regions: plateau - midland - coastal, creating a unified, synchronous development entity with strong spreading ability. In particular, urban centers, industrial parks, agriculture and services, seaport systems, airports, logistics, digital infrastructure and ecological corridors must be integratedly planned, operated intelligently and closely linked.
In particular, it is necessary to form an East-West strategic development axis connecting the Central Highlands and the coast, repairing and upgrading National Highway 28 (connecting the Southern Central Highlands with the South Central Coast and the Southeast) as proposed by Dak Nong and Lam Dong; investing in dynamic routes connecting the Gia Nghia (Dak Nong) - Bao Lam (Lam Dong) inter-regions; the North-South Western Expressway, the National Coastal Axis and the railway system (as proposed by comrades). This axis not only opens up development space connecting the Central Highlands to the East Sea with key economic-financial-scientific-technological centers in the South, but is also a strategic corridor connecting key areas, of great significance for security - national defense, and protection of the Western border of the Fatherland.
The great advantages of the new Lam Dong province in terms of diverse economic structure, abundant mineral and wind resources, solar energy, leading agricultural products in the country, and a unique tourism ecosystem from the highlands to the sea, will be the foundation for developing a green economic model - circular economy - digital economy - knowledge economy. However, rapid development must be sustainable, must be consistent with the green development orientation, in which the Central Highlands upstream forests, La Nga river basin, Cai river, Luy river and Binh Thuan sea need to be strictly protected as ecological shields for the entire South Central and Southeast regions.
The problem now is not only knowing what we have, but also clearly defining how to develop, what to prioritize, where to create breakthroughs, where to source resources to transform potential into real value. This is a big question that provincial leaders, departments and localities need to discuss, analyze, and quantify specifically into key programs, projects and proposals.
We need a strategy with enough vision and capacity to lead development not only for the locality, but also contribute to shaping the development space of the Central Highlands region for many decades to come.

Third, synchronously deploy strategic breakthroughs associated with regional development practices and the spirit of major Central resolutions.
The new Lam Dong province needs to clearly establish strategic breakthroughs and effectively implement important policies of the Party, especially Resolutions 57, 59, 66 and 68. The implementation of these resolutions must be synchronous, consistent and mutually complementary, becoming the driving force leading all aspects of development, from institutions to infrastructure, from businesses to people.
First of all , the institution must be one step ahead, must be a breakthrough of breakthroughs . It is necessary to build a unified, modern, effective, efficient government model, suitable for the diverse terrain and rich culture of the highland - coastal region. It is necessary to promote administrative procedure reform, strongly improve the investment and business environment, ensure that the law is implemented smoothly, transparently, effectively, and efficiently throughout the province.
Second , infrastructure is the foundation for integrated development . It is necessary to accelerate the implementation of dynamic axes such as Da Lat - Duc Trong - Bac Binh - Phan Thiet - Vinh Tan; prioritize investment in highways, railways, seaports, logistics infrastructure, renewable energy and digital infrastructure. Form a closely linked network between high-tech agricultural centers, processing industry, eco-tourism and modern services.
Third , science and technology and digital transformation are the driving forces throughout . It is necessary to develop digital economy, digital agriculture, digital tourism; establish innovation centers in Da Lat, Gia Nghia, Phan Thiet; connect universities, research institutes, and technology enterprises to form an inter-regional startup ecosystem.
Fourth , private economic development is a key pillar . It is necessary to create a favorable and equal environment for private enterprises to grow, especially small and medium enterprises and new-style cooperatives. Orient development according to industry clusters: heavy industry, manufacturing, and support in coastal plains; agricultural and forestry processing industry, renewable energy in the highlands; develop Phu Quy and Da Lat special zones into international tourist centers.
Fifth , comprehensively restructure the growth model , unblock and renew the three traditional driving forces: investment, export and consumption, while developing new driving forces such as digital economy, green economy, and circular economy. There must be political determination and drastic action to remove bottlenecks in institutions, infrastructure, human resources, and access to capital and land. In the immediate future, focus on resolving stuck and shelved projects to unblock resources and remove difficulties for investors.
Finally and most importantly, people are the center and subject of every strategy. It is necessary to arouse the spirit of self-reliance, self-improvement, and the desire to rise up and become rich legitimately of the people. Make comprehensive investments in culture, education, health care, and develop high-quality human resources for high-tech agriculture, green industry, logistics, and digital transformation. At the same time, preserve and promote the unique cultural values of ethnic minorities, build an environment that encourages creativity, learning, and entrepreneurship throughout society.

Fourth, maintain national defense and security and create broad social consensus, considering this the foundation for success in the entire process of unification and development.
First of all, it is necessary to ensure political security and social order and safety in all situations, especially during the transitional period and the restructuring of the apparatus. There must be no management gaps, social hot spots or reduced operational effectiveness. The authorities must constantly grasp the situation at the grassroots level, proactively detect and promptly handle acts of taking advantage of, inciting and distorting the Party's unification policy and the State's policies.
It is necessary to strengthen border security in Dak Nong, rural security, religious and ethnic security in the highlands and people's security in coastal areas of Binh Thuan, transitional areas between urban and rural areas, and remote areas. Building a national defense posture and people's security closely linked to the people's hearts posture, promoting the role of the grassroots political system and mass organizations in maintaining stability early, from afar, and from the grassroots.
At the same time, it is necessary to attach special importance to propaganda, mobilization, persuasion, and consensus-building work throughout society. Especially in ethnic minority areas, where people have little access to information, perseverance, a spirit of being close to the people, understanding the people, and working for the people are even more necessary. It is necessary to make the people understand that unification is not about eliminating but about expanding the space for development, but about multiplying opportunities, promoting potential for a common future, for a better life for each person.

Fifth, successfully organize Party Congresses at all levels, ensuring a steady transition in thinking, organization and staff in the new development space.
First of all, the preparation of congress documents must reflect a new vision, new aspirations and new missions. The documents must establish a clear development orientation for the next 5-10 years and beyond in the new development space integrating the highlands, midlands and coastal areas. The content of the documents must be concise, have highlights, have depth, be suggestive and guiding, and not be a mechanical patchwork of old documents from the three provinces. We must be brave enough to look straight at the truth, clearly point out the bottlenecks and knots in the old development model, and at the same time arouse new potentials that are opening up in the context of integration and digital transformation.
Along with that, the personnel work at all levels of Party committees must be carefully prepared, impartial, objective, in accordance with the principles and regulations of the Party and the spirit of Conclusion 150 of the Politburo. In particular, it is necessary to ensure a harmonious combination between inheritance and innovation, absolutely not allowing the emergence of localism, regionalism or group interests. The highest criteria must be set on qualities, capacity, prestige, work efficiency and the ability to perform tasks in the two-level government model. Party committee personnel must be connected and closely linked with the leadership personnel of elected and administrative agencies at all levels, ensuring inheritance, stability and smooth operation of the apparatus immediately after the establishment of the new province.
At the same time, the province needs to focus on restructuring and improving the quality of its staff, civil servants and public employees to meet the requirements of decentralization, delegation of authority and a two-tier government model. The training and development of staff in the transitional period must be carried out urgently, systematically and closely following the characteristics of the newly merged locality.
I suggest that comrades at all levels of Party committees and authorities fully realize that: This Party Congress at all levels is not only an organizational transition, but also a transition in leadership thinking, governance models and methods of action appropriate to a new, larger, more complex and more opportunity-rich administrative entity.
Regarding the recommendations and proposals of the 3 provinces: I acknowledge and assign the Central Party Office to synthesize and send them to relevant agencies for research, consideration and urgent resolution within their authority, ensuring compliance with legal regulations and in the spirit of maximum support for the locality.
