Dear all comrades .

On every occasion of major holidays and important events of the nation, the Central Executive Committee organizes meetings to visit, acknowledge and express gratitude to those who have rendered service to the country and have made contributions to the cause of protecting and developing the country; to review the heroic history of the nation, the Party and the people, to listen to the opinions of comrades in order to continue to lead and govern the country, to bring the country to continue to exist forever in peace and development. On the occasion of the 80th anniversary of the successful August Revolution, the 80th anniversary of the National Day of the Socialist Republic of Vietnam, the Party leaders organize meetings with leaders, former leaders of the Party and State, veteran revolutionaries, heroic Vietnamese mothers, heroes of the People's Armed Forces, heroes of labor, people with merit and relatives of people with merit to the country and the revolution; Generals, officers, veterans, soldiers in the people's armed forces, generations of government leaders, National Assembly deputies through the ages; intellectuals, scientists, artists, businesses, representatives of workers, representatives of religions, ethnic groups, representatives of all classes of people and international friends... Today's meeting is part of that series of events and I understand that this is the first time the National Assembly has organized a meeting with all National Assembly deputies through the ages.

First of all, on behalf of the Party and State leaders, I respectfully send to the veteran revolutionaries, exemplary predecessors, National Assembly deputies of all periods and all comrades my warmest greetings and deepest gratitude, wishing you good health and happiness, wishing you longevity, continuing to live happily and healthily with your children and grandchildren to witness the achievements of the country and the nation in the future.

At this special moment, let us together remember our beloved President Ho Chi Minh and our predecessors who opened the way for independence and freedom; remember the heroic martyrs, compatriots and comrades who sacrificed for the Fatherland. It is from these great sacrifices that we have a State of the people, by the people and for the people, with a National Assembly - the highest representative body of the people, where the intelligence, will and aspirations of the nation are crystallized.

Looking back over eighty years, the development path of the Vietnamese National Assembly has been a steadfast, creative and constantly innovative journey. Since the historic General Election on January 6, 1946, the first democratic election in the history of our country, the National Assembly has resolved the most important issues of the country: passing the Constitution, establishing the legal foundation for an independent state; deciding on major guidelines and policies; supremely supervising the activities of the state apparatus; and at the same time, through parliamentary foreign affairs, contributing to raising the country's position in the international arena. Having gone through two long resistance wars, then the period of national reunification, building and defending the Fatherland; entering the process of Renovation and deep integration, the National Assembly has always accompanied the nation, being the place where important decisions in accordance with the will and aspirations of the people are democratically discussed, carefully approved, and resolutely implemented.

Today, we honor the National Assembly not only as the highest state power institution, but first and foremost as a common House of people's representatives - who have shouldered the heavy but noble responsibility: listening to the people, speaking for the people, protecting the legitimate interests of the people. Each law, each resolution bears the mark of sweat, effort, and collective intelligence of many generations of representatives; it is the crystallization of grassroots trips living with the people, breathing with the people, multi-day discussion sessions, and carefully considered words to ensure both constitutionality and legality, and feasibility, efficiency, conciseness, and clarity.

We are especially grateful to the veteran delegates - those who have gone through a long part of the history of our National Assembly, through challenging periods: land reform, economic recovery after the war, national reunification, the difficult years at the beginning of Doi Moi, then the turning point of international economic integration, building a socialist rule-of-law state and a socialist-oriented market economy. You, comrades, are shining examples of courage, intelligence, integrity and dedication to the Fatherland and the People. Your life stories, your painful experiences, your successful lessons and even your unsuccessful lessons are all extremely valuable to generations of delegates today and tomorrow.

During the 80-year journey, there have been milestones that have shaped the stature of our National Assembly. That is the 1946 Constitution, the first constitutional document affirming that power belongs to the People; important decisions during wartime, mobilizing human and material resources for the frontline, consolidating the great rear; the 1959, 1980, 1992 and 2013 Constitutions and the amendments and supplements to the Constitution in 2001, 2025... each Constitution is a step in the development of thinking and institutions, reflecting the new level of development of the country; the institutionalization of the Doi Moi policy, creating a legal corridor for the development of the private economy, for comprehensive international integration, for human rights and civil rights to be increasingly guaranteed; These are important laws on state apparatus organization, national defense-security, culture-society, finance-budget, education-health, resources-environment, science-technology, labor-employment, digital transformation, equitable energy transition, digital economy, green economy, circular economy... Each law that comes into being is a step forward for the rule of law state, the foundation for the country to rise up.

In the hall today, with the presence of more than 2,200 delegates, there are many white-haired heads, warm eyes shining with the future, they are uncles, brothers and sisters, former National Assembly delegates from the 2nd and 3rd terms up to now, the veteran comrades are the "treasure" of the parliamentary memory, the "living library" of Vietnamese legislation. Every story you shared today, every note you left, every frank comment in a draft law, all are valuable and meaningful. We hope to listen more, learn more, and look at ourselves in your example more, so that the road ahead will be more solid and open.

Dear comrades,

In today's meeting, I would like to report to you some achievements as well as some orientations for the country's development in the coming time, especially the efforts to successfully implement the Resolution of the 13th National Party Congress and prepare well for the successful organization of the 14th National Party Congress, ensuring the successful implementation of the two 100-year goals set by the Party, especially the 3 specific directions, including: (1) Ensuring sovereignty, territorial integrity, maintaining peace, stability, and social order; (2) developing the country quickly and sustainably; and (3) constantly improving and satisfying the increasing needs for the material and spiritual life of the people. This is also the highest goal of the Party and of socialism. I would like to report to you 5 main contents:

Firstly, on the organizational arrangement of the political system, reorganizing the country's administrative space for development.

Since the 10th Central Conference of the 13th tenure (September 2024) up to now, the Central Executive Committee has handled a huge amount of work to resolutely and resolutely implement the Resolution of the 13th Party Congress, achieving the socio-economic development targets of the 2020-2025 term, especially the strong, drastic and scientific implementation of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Executive Committee on continuing to innovate, streamline the apparatus of the political system to be streamlined, operate effectively and efficiently and decide to organize a 3-level government including 2 levels at the local level with the restructuring of the development space of administrative boundaries at the Provincial, City and Commune, Ward and Special Zone levels. That is the result of the Party's resolute innovation in thinking; creating a strong breakthrough in leadership and direction; creating a new atmosphere, new motivation for the cause of continuing comprehensive innovation; bring the country into a new era of development.

Basically, after 2 months of operation, the operating machinery of organizations, agencies and units in the 3-level political system, especially the Commune level, operates synchronously and smoothly, basically meeting the people's requirements, serving the people better and more conveniently. The relationship between the Central, Provincial and Commune levels is gradually being perfected in a new administrative entity.

The organization and rearrangement of the apparatus has helped the social and local governance functions become more effective and intelligent, administrative reforms have been stronger and more extensive, closer to reality, and people have been served faster and better. The new organization has made people and jobs clearer, with clear assignment, decentralization, and delegation of authority, and the responsibilities of the grassroots level are heavier but closer to the people, closer to the people, and more practical to the people's needs.

The process of streamlining the apparatus and rearranging administrative boundaries also saves the State budget, assets, and time. But the most important thing here is to create a new space, opportunity, position, and strength for development, for the goal of "taking off" of the nation.

Many difficult and important matters were discussed in the Politburo and the Secretariat and the Central Executive Committee was consulted. Basically, those important, strategic and revolutionary contents all reached high consensus on policies, plans, and implementation roadmaps... That is why the work that the Central Executive Committee has recently carried out is considered "correct" and "on target", and has received support from cadres, party members and the people; the amount of work resolved is assessed to have demonstrated the spirit of "saying goes hand in hand with doing".

Second, focus on rapid and sustainable development.

The Politburo's issuance of four strategic resolutions demonstrates a long-term vision and determination to continue to innovate, integrate, and remove difficulties and barriers to develop the country. Resolution 57 on breakthroughs in science and technology development, innovation and digital transformation, issued on December 22, 2024, is considered a "new guideline" for the development of science and technology and innovation to create national competitive advantages, considering science and technology as a key driving force to improve productivity and competitiveness, bringing science and technology from a supporting position to a pillar of economic and social development, a fundamental solution to help our country avoid the risk of falling behind; Resolution 59 dated January 24, 2025 on International Economic Integration is a Resolution for us to integrate faster, deeper and more comprehensively into world politics, the international economy and human civilization because economic integration is the source for other forms of integration in human social life; the "silk road" has always been a connecting strip between economies, connecting people to people. Resolution 66 issued on April 30, 2025 creates a turning point in institutional and legal reform, not only removing barriers and bottlenecks in the current legal corridor but also creating a comprehensive and transparent institutional environment, promoting innovation and development, while Resolution 66 also strengthens the leadership and control role of the Party, creating a breakthrough in law-making and enforcement; Resolution 68 on private economic development issued on May 4, 2025 identifies the private economy as the most important driving force of the national economy, demonstrating the Party's innovative viewpoint and scientific, practical and developmental vision for the national economy. For society to develop, everyone must work, everyone must labor to create material wealth, each individual, each household, each individual economic group to cooperatives, small enterprises, medium enterprises, large enterprises, corporations, and general companies all participate in economic development, only then will material wealth be abundant, and the country can take off. Hopefully by 2030, we will have 2 million private enterprises, of which 20 large enterprises will participate in the global value chain, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce; Increase labor productivity from 8.5-9.5%/year... by 2045 there will be at least 3 million private enterprises, contributing over 60% of GDP with international competitiveness and deep participation in the global value chain.

However, our Party has always determined that the state economy plays a leading role, so the Politburo will soon issue a new Resolution on the state economy to create more favorable conditions for the country's backbone economic sector to continue to develop and truly play a leading role in the national economy.

The Party, State and Government have directed to focus investment resources on developing synchronous and modern strategic infrastructure, prioritizing key transport infrastructure projects, airport systems, seaports, expressways, high-speed railways, inter-regional and inter-provincial projects. For example, the Lao Cai - Hanoi - Hai Phong railway construction investment project, the Can Gio international transit port construction project; the North-South high-speed railway project; the nuclear power plant project... and yesterday, the whole country held the inauguration and groundbreaking ceremony for 250 major projects in all 34 provinces and cities with a value of nearly 1.3 million billion VND.

Third, on improving people's lives.

Regarding economic achievements, some figures can be summarized as follows: GDP size from 346 billion USD in 2020, ranked 37th in the world, is expected to increase to over 510 billion USD in 2025, 1.48 times higher than in 2020, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increasing from 3,552 USD to about 5,000 USD. Gross national income (GNI) per capita increased from 3,400 USD to about 4,750 USD in 2025, surpassing the low middle income level. This is a proud result in the extremely difficult context of the past 5 years.

In the first 6 months of 2025, the world and regional situation faced many challenges and obstacles, including the fact that the world economy has not really recovered, the supply chain is still broken, the US announced a large-scale high-level reciprocal tax policy that has negatively impacted world economic growth, but the Party and the Government still maintain the goal of completing at the highest level the targets and tasks of the 2025 socio-economic development plan, especially the GDP growth target of 8% or more in 2025. GDP growth in the first quarter of 2025 reached 6.93%; in the second quarter it reached 7.96%, and in the first 6 months it is estimated to reach 7.52%. Overall, our economy is growing steadily, but it is also necessary to have appropriate measures to ensure macroeconomic stability, financial and monetary stability; Focus on investment in production and business... care, create conditions, and remove difficulties for the private economy to continue to develop.

The life expectancy and health index of the people of the whole country have improved. The current average life expectancy is 75 years old, the number of healthy years is 67 years old. The health insurance rate increased from 90.0% in 2020 to 95.15 in 2025. 95% of the elderly are issued health insurance cards, and are interested in medical examination, treatment and health care. Regarding the goal, we must increase the number of healthy years in addition to increasing the average life expectancy of the people.

The rate of poor households according to multidimensional poverty standards by the end of 2024 will be 1.93% (the rate at the beginning of the period was 5.2%), meeting the target assigned by the National Assembly and the Government. The rate of poor households of ethnic minorities by the end of 2024 will be 12.55% (the rate at the beginning of the period was 25.91%), meeting the target assigned by the National Assembly and the Government.

As of August 2, 2025, the whole country has supported the elimination of 268,970 temporary and dilapidated houses for poor and near-poor households. We are determined to eliminate all temporary and dilapidated houses nationwide by August 31, 2025.

From 2021 to present, the whole country has 692 social housing projects implemented with a scale of 633,559 units, of which: 142 projects completed with a scale of 93,793 units; 139 projects have started construction with a scale of 125,714 units; 411 projects have been approved for investment policy with a scale of 414,052 units.

The decision to exempt tuition fees for students from kindergarten to high school from this new school year; the policy of building primary and secondary schools for 248 border communes on land; increasing health insurance support... are great efforts of the Party and Government in the goal of implementing the social policy of the socialist state towards the people and have been agreed upon, supported and highly appreciated by the people.

In the coming time, the Politburo will issue a new resolution on education, training and health care for the people. Hopefully, the birth of these two resolutions will create new changes for our country's education and people will enjoy better policies than now on health care and medical care.

Fourth, on defense-security-foreign affairs.

The current world situation is evolving rapidly and complicatedly. Strategic competition among major countries is fierce and intense. Major countries are shifting their focus to the Asia-Pacific region, where China, India, and Japan are rising strongly; where the US-China strategic friction and confrontation occur; where the US-China-India-Russia-Japan-Korea-ASEAN all want to demonstrate their roles and positions. The pressure to choose sides in this region is also the most intense. Agreements between major countries can push small countries into a passive, isolated or difficult position in development. Geopolitical competition, armed conflicts, territorial disputes, new forms of war, non-traditional security; economic competition, economic war, disruptions in supply chains, tax policies, monetary and financial measures, natural disasters, epidemics; Regional instabilities can lead to conflicts such as in the East Sea, the Sea of ​​Japan, the Korean Peninsula, within ASEAN... all of which require us to be very alert in handling relationships. But the important thing is that internal strength must be strong, the entire Party, the entire people, the entire army must be united and unanimous. National defense and security must be consolidated...

Never before has the Party and State paid such attention to investing in the development of national defense and security as they do now. Our people's armed forces are rapidly moving towards the goal of being regular, elite, and modern; capable of fighting and winning all types of war; capable of maintaining political security and social order and safety, not letting the country fall into a passive, unexpected situation. National defense and security are currently an effective foreign relations channel to maintain peace, stability, and development for the country.

Both the Army and the Police have been reorganized in a lean, compact, and strong direction; the national defense and security posture has been arranged in accordance with the country's new development space; military art and security art have been raised to a level suitable to the current situation. Military and security forces, weapons, and equipment are capable of meeting the task of protecting the Fatherland. Territorial sovereignty and national integrity are guaranteed and maintained; national defense and security strength is much stronger than before; the Army and the Police have mastered and produced many types of modern weapons and equipment. Hopefully, the parade on September 2 will introduce part of the strength of the people's armed forces to you, comrades.

Because our internal strength is now at the regional level, our position and role in the international arena have been significantly enhanced. Our voice in the international forum is different from before, friends from all over the world have looked at us with new eyes, many countries wish to establish, promote and upgrade relations with Vietnam. We currently have diplomatic relations with 194 countries and territories, of which 13 countries have comprehensive strategic partnerships; 10 strategic partners; 15 comprehensive partners.

In the first 6 months of 2025, 25 high-level delegations of countries officially visited Vietnam, and we had 12 high-level delegations visiting other countries. In total, more than 250 international cooperation documents were signed in the first 6 months of 2025, twice as many as in 2024. The value of commitments reached in high-level agreements in the first 6 months of 2025 is estimated at over 62 billion USD. Vietnam is a market, trading partner, and economic cooperation partner of many countries and territories in addition to its traditional friends.

Heads of state have had 13 phone calls with our leaders in the past 6 months to discuss issues of mutual concern, even discussing issues related to the regional and international situation in all fields of politics, economics, culture, security, defense... these have helped us integrate more deeply into world politics, the international economy and human civilization.

Fifth, about the 14th National Congress of the Party.

As planned, the 14th National Congress of the Party will be held in the first quarter of 2026. Up to now, the Central Committee is actively preparing for the 14th Congress to become a historic Congress, creating a mark to bring our country into an era of prosperity and sustainable development, for the prosperous and happy life of the people. The new point in the 14th Congress is to integrate 3 Congress documents including (i) Political Report, (ii) Socio-economic Report, (iii) Report on Party building work into a synthesis report called "Political Report" and the Congress will also approve the "Action Program" for the entire term of the 14th Congress. The documents submitted to the 14th Congress are being sent to Party Committees, Party cells, all Party members and the masses for comments.

Regarding the personnel of the 14th Central Executive Committee: The Party's policy is to pay special attention to the quality of the 14th Central Committee members. There must be an appropriate number and structure to meet the requirements of comprehensive leadership, paying attention to strengthening the Party Central Committee members in important positions, areas and fields that are prioritized. The expected proportion of Party Central Committee members (including official and alternate members) is young cadres under 47 years old at around 10%; female cadres at around 10 - 12%; ethnic minority cadres at around 10 - 12%. The selected comrades must be truly exemplary, clean, dare to think, dare to do, dare to take responsibility, dare to sacrifice personal interests for the common good, put the collective interests, the people's interests, and the national interests above all, be prestigious in the Party and trusted by the people...

Dear comrades,

The 80th anniversary of the August Revolution and National Day September 2 is an occasion to review the past and illuminate the future. From the aspiration for independence to the aspiration for power, from the truth "Nothing is more precious than independence and freedom" to the goal of striving for "Vietnam is strong, prosperous, happy, standing shoulder to shoulder with the world powers", we are on a journey that extends our aspirations. On that journey, the National Assembly must be one step ahead in terms of institutions; must dare to pave the way, dare to repair the way, dare to decide on difficult issues, new tasks, and unprecedented fields. In the context of fierce strategic competition, complex climate change, and breakthroughs in science and technology, we cannot "go behind and return late". We must "go with the times", even "take shortcuts", "go ahead and pave the way" in specific fields. We must take science and technology, Vietnamese spirit and intelligence as the foundation, as a "breakthrough", and must focus on developing open data; digital government, digital economy, digital society; renewable energy and energy-saving technology; semiconductor industry; biotechnology; smart logistics; green and circular agriculture; high-quality tourism; preventive medicine and universal health care.

Dear comrades,

The Party, the State and the People always remember and appreciate the great contributions of you, comrades. I believe that you, even though you have retired or changed jobs, will continue to accompany, contribute your mind, ideas, and efforts to the National Assembly, the Party and the People, so that your wisdom, prestige and experience will be passed on to today's and future generations.

On this solemn occasion, once again, on behalf of the Party and State leaders, I would like to express my deep gratitude to generations of National Assembly deputies through the years. Acknowledging and praising the efforts of the National Assembly, its agencies, delegations, and each National Assembly deputy over the past time. Wishing and believing that, with its glorious tradition, steadfast political will, collective intelligence, aspiration for innovation, and spirit of serving the people, the Vietnamese National Assembly will continue to be worthy of the people's trust, a vivid embodiment of the socialist rule-of-law state, and an important driving force for the country's rapid and sustainable development.

I would like to wish all veteran revolutionaries, predecessors, and National Assembly delegates of all periods good health, longevity, and happiness. I would like to send to the incumbent comrades my best wishes for health, wisdom, determination, and success in fulfilling their responsibilities to the People.
