Within the framework of the Opening Ceremony/Commencement Ceremony of Giap Thin 2024, after Message No. 19 of THACO Chairman Tran Ba Duong, THACO's Board of Directors and the General Directors gave speeches in response and at the same time proposed a business strategy for 2024, demonstrating the spirit of determination and efforts to complete the set goals and plans.
1. THACO GENERAL DIRECTOR - PHAM VAN TAI
In 2024, THACO and its member corporations will continue to implement the "Completing and Upgrading Governance" Program, focusing on human resources .
The THACO General Management Office includes the Board of Directors, the Investment Council, the Board of General Directors and the Basic Management Departments. These are the Departments: Human Resources, Finance, Accounting, Legal, Strategy - System Management, Culture - Communication, Marketing, Information Technology and Administration with the functions of advising the THACO Board of Directors & member corporations; at the same time participating in management (through consulting, support, supervision and training activities) and acting as a focal point for complementary and integrated operations.
In 2024, implementing the Program "Improving and Upgrading Governance" with a focus on human resources, the Basic Governance Departments at THACO Headquarters need to proactively grasp the practical production and business activities to promptly advise, support and coordinate to resolve proposals from member corporations on governance; at the same time, proactively develop appropriate operational plans, focusing on the following main tasks:
Focus on perfecting the Structure, Organizational Chart , Functions - Duties of the Basic International Affairs Boards; decentralizing management in a more systematic, specific and scientific manner through the promulgation of regulations, framework regulations and operating procedures.
Promote recruitment to complete the personnel structure of the Basic International Staffing Boards at THACO's Headquarters, focusing on leadership and potential staff, highly qualified staff, and well-trained domestically and internationally;
Continue to direct the implementation of the KPI-based work performance management program in a more systematic and scientific manner at THACO and at its member corporations;
Promote IT application and digital transformation in the direction of using individual digital applications (apps) to solve immediate problems, while researching, developing, and putting into operation digital platforms to serve administration work.
Complete the Cultural Project of THACO and its member corporations according to the characteristics of production and business activities and the profession of the personnel; Compile and disseminate the Code of Conduct , promote the exemplary role of the Leadership team , develop a "Cultural - Convenient" working environment to be worthy of being the General Office of a large-scale industrial corporation.
For member corporations: With its role, responsibility and function of participating in governance, VPTQ THACO commits to accompany member corporations in governance work, specifically:
Participate in supporting recruitment (priority for personnel of Basic International Staffing Boards), evaluate, appoint, transfer, and rotate personnel between THACO and member corporations to perfect the human resources apparatus, meeting production, business and management requirements.
Consulting and supporting the issuance of a system of administrative documents suitable to the characteristics of each member corporation; at the same time, it is also the basis for adjusting and issuing THACO's regulations and framework regulations to be closer to the practical production and business activities;
Strengthening management training for member corporations; THACO General Management Office will act as a training center for basic international staff for THACO and member corporations.
Consulting on the development of digital applications to serve the urgent needs of production, business and management activities, aiming to build a digital platform for each member corporation and THACO.
With the strong direction of the Chairman of the Board of Directors and the high determination of all employees, we believe that the 2024 Plan and the 5-year plan (2023 - 2027) will be implemented effectively and achieve the set goals.

2. GENERAL DIRECTOR OF THACO AUTO - NGUYEN QUANG BAO
THACO AUTO is determined to implement the set strategy of producing and trading a full range of types (trucks, buses, tourist) and segments of automobile products (mid-range, high-end) with international brands & THACO brands to meet the specific needs of customers in Vietnam and for export. Distributing and retailing spare parts - materials in sync with vehicle production and trading by brand. Automobile production and trading activities are organized throughout the value chain: product research and development; production & distribution; vehicle retail & after-sales service. Developing a multi-brand automobile retail system, with a variety of models to enhance integration and complementarity with other member corporations in THACO's multi-industry ecosystem.
2024 is the second year in the 5-year strategy and plan (2023 - 2027) . In the context of the automobile market situation being forecasted to still have many difficulties and challenges, however, THACO AUTO will actively and proactively prepare production and business plans to complete the set plan targets; with specific orientations in 2024 as follows:
For the Production Block: Focus on research and development of new products, upgrading existing products to meet customer needs; develop Bus products, THACO brand, introduce and sell from June 2024, invest in R&D center to put into operation in December 2024.
For the 03 Business Blocks at the general office: After the restructuring process, the business blocks commit to operate according to their functions and tasks, focusing on Market Forecasting, dealing with partners, making business plans to ensure sales and market share targets; Inventory management, Ordering - Coordination through policies and regulations.
For the retail system in 02 regions (North, South) : in the past time, we have organized, built, operated and launched retail models as stated in the message. In 2024, we will deploy a comprehensive business solution, evaluate the entire situation, and base on which to build targets and deploy solutions to achieve vehicle sales and after-sales service targets, while perfecting the human resources system to ensure proper performance of functions and tasks and in accordance with regulations with a consistent operating process.
Implement the Program of restructuring legal entities, capital sources, and assets of affiliated Companies/Units to optimize capital efficiency, reduce financial risks, and ensure transparency. In particular, focus on the work of perfecting and upgrading the governance of affiliated provincial companies that act as agents owned by THACO AUTO and at the same time support independent agents to accompany and develop sustainably with THACO AUTO.
Consolidate and continue to develop human resources in line with THACO's philosophy, culture and industrial management methods and the trend of international integration; at the same time, have the characteristics of THACO AUTO with policies suitable to THACO's practices and framework policies. Recruit additional personnel meeting new standard criteria, especially leadership/management positions from outside, focusing on recruiting Basic International Staff for THACO AUTO's Headquarters and provincial companies; Focus on training managers/leaders through work and professional training in business and operations.
Continue to implement the KPI-based Performance Management Program comprehensively and specifically to improve production and business performance, promote innovation and increase labor productivity.
2024 is determined by THACO AUTO as the year to focus on the work of "perfecting and upgrading management" , focusing on human resources with nearly 15,000 officers and employees, of which the number of employees in provincial and municipal companies is more than 10,300 people. With the message of "strictness in love" , which the Chairman directed in the Message, each THACO AUTO leader must first of all be "strict" with himself, comply with the regulations and procedures, seriously recognize and proactively take responsibility for the effectiveness of production and business activities and management work at his unit. At the same time, he must know how to "love" , always care, listen, create a friendly, open and effective working environment; train, guide and create conditions for employees to develop along with the development of the Company, to form a team of successor employees.
The message of the Chairman of the Board of Directors of THACO also inspired and aroused the determination for all THACO AUTO employees to train in willpower, expertise and management, always uphold the spirit of dedication , confidently overcome challenges, continue to promote the pioneering role in developing breakthrough solutions, implementing the program of perfecting and upgrading management in a systematic manner to successfully implement the proposed strategy and plan.
3. GENERAL DIRECTOR OF THACO AGRI – TRAN BAO SON
2024 is considered a very important year of the 5-year plan (2023 - 2027), THACO AGRI focuses on 3 key production tasks including: Investing in construction, banana production, developing cattle herds combined with fruit tree planting; Boosting output and revenue at 3 KLH Koun Mom, Snuol and HAGL Agrico Laos; Regarding Administration: Focusing on human resources, recruitment, training and coaching to form a force of leaders and managers in the administration of production enterprises and administrative departments/offices.
With the above mission, on behalf of the Board of Directors and all employees of THACO AGRI, I respond to the 2024 message, determined to carry out the following key tasks in 2024:
a. Regarding crop and livestock production plans:
Synchronously invest in 15 banana factories , plant 7,600 hectares of new bananas, increasing the total banana production area to 11,600 hectares , the total banana harvest area by the end of 2024 is 8,200 hectares , the estimated banana export output is 260,000 tons ; Pilot planting of 350 hectares of pineapples.
The plan to increase the total number of cows by the end of 2024 is 151,500 , with 06 enterprises , the estimated output of cows for sale is 17,200 ; The total area of fruit trees combined with cattle breeding is 7,100 hectares and the area of forestry trees combined with cattle breeding is 580 hectares , the estimated fruit output is 7,200 tons .
Organize care and harvest of rubber latex on a total area of 9,500 hectares , with 08 Enterprises ; expected rubber latex output reaches 14,400 tons ;
Pig farming organization with a total herd of 136,600 pigs , estimated pork output for sale in 2024 is 158,800 pigs ; producing 120,000 tons of animal feed.
Put into operation 3 factories producing agricultural mechanical equipment; 01 factory producing plastic materials and 01 factory producing paper packaging; Implementing the project of producing banana fiber (raw) from banana trunks at 7 banana factories in Snuol, Koun Mom, Laos;
b. Regarding the production and revenue plan at 3 KLHs Koun Mom, Snuol and HAGL Agrico Laos:
For KLH Koun Mom: banana output is expected to reach 130,000 tons ; mango output is 4,800 tons , grapefruit output is 400 tons ; rubber latex output is 5,770 tons , total herd of 34,600 cows . Total revenue is estimated at 1,945 billion VND .
For KLH Snuol: Estimated banana output: 78,800 tons ; Total herd of cows: 27,600 ; latex output: 16,000 tons ; Total revenue estimated at 1,308 billion VND
For KLH HAGL Agrico Laos: Banana output is expected to reach 51,800 tons ; mango output: 1,200 tons ; grapefruit output: 510 tons ; rubber latex output (dry weight): 7,400 tons . Total herd of cows: 17,890 . Total revenue is estimated to reach 980 billion VND .
c. Regarding administration:
Focus on recruiting local workers (Laos, Cambodia) and foreign technical personnel for crop and livestock production with a total of 12,600 employees recruited in 2024. Organize vocational training centers and basic management operations at the Complexes; Develop and issue productivity salary policies (KPI) to Enterprises, Farms, and Factories.
Organize utility services to meet the living needs of employees (focusing on workers and employees at factories and farms);
Promote the development of THACO-oriented culture and build a "Cultural - Convenient" working environment.
Complete and synchronize IT infrastructure system at THACO AGRI Headquarters, Complex/Enterprise;
With the determination, solidarity, will to innovate and continuous efforts of THACO AGRI's staff, I promise and take responsibility for bringing THACO AGRI to achieve the plans set out in 2024.
4. GENERAL DIRECTOR OF THACO INDUSTRIES - DO MINH TAM
THACO INDUSTRIES is a member corporation of THACO implementing the strategy of manufacturing and trading products in the field of Mechanical Engineering & Supporting Industry, with a large-scale specialized concentrated production model and sustainable development.
It is forecasted that this year, some major export markets will continue to strengthen the implementation of trade defense measures and technical barriers such as carbon emission certificates and product origin; along with competition from some countries. In that context, I, together with the THACO INDUSTRIES team, commit to implementing the content of the message of the Chairman of the Board of Directors with the commitment:
Complete the 2024 production and business plan with revenue of more than 13,000 billion VND, an increase of 51% , of which 250 million USD is exported. Specific solutions are as follows:
Deploy and ensure the progress of approved new factory projects to promptly deliver products ordered from partners and customers.
Put the new R&D Center into operation on a large scale, with modern equipment to synchronously carry out activities from design, experimentation, testing, and inspection. Focus on developing sample products researched and developed by THACO INDUSTRIES and according to customer orders to put into mass production, meeting the increasingly high export requirements in terms of types, origins and quality of machinery, equipment and components. Focus on recruiting experts and training engineers and supplementing the R&D Center in an in-depth direction with creative qualities and proficiency in English.
We continue to invest, upgrade and innovate technology at existing factories to meet sales requirements, including: Hot Stamping Line; Slitting Line, Non-ferrous Metal Sheet Cutting Line; ED Line No. 2; Steel Casting Line, Hot Dip Galvanizing Line and Electronic Circuit Board Assembly Line. At the same time, we organize lean production, ensuring productivity, product quality and cost control at each production stage.
For business activities: Increase products provided to existing customers and develop markets, new customers to meet production and business strategies; In the second quarter of 2024, we will establish and put into operation a Company in the US to sell products in the North American market (US, Canada, Mexico) and establish 2 representative offices in Australia and Europe to develop the market and customers. At the same time, promote the THACO INDUSTRIES brand and product brands such as THACO Trailers, THACO Parts, THACO Machinery to domestic and foreign partners.
Regarding human resources: Consolidate and develop human resources, form a team of personnel suitable for THACO's philosophy, culture, industrial management methods, international integration trends, meeting THACO INDUSTRIES's production and business strategy. Focus on developing successor leaders. Upgrade Criteria - Personnel Standards, which promote the spirit of contribution, dedication and promote discipline, creative thinking, acumen and professional capacity, management capacity, leadership and assignment of approved personnel to manage and operate activities according to the new structure, gradually train and perfect the personnel apparatus. From there, build a suitable training program for each personnel component. In addition, continue to recruit 980 more personnel, focusing on engineering personnel to serve production and business activities and new projects, bringing the total personnel by the end of 2024 to more than 8,600 personnel .
Regarding Management: In 2023, THACO INDUSTRIES will operate under the Group model, based on the restructuring program and the approved organizational chart, we are determined to operate according to functions and tasks and according to regulations and procedures. The Management System has 3 levels including: THACO INDUSTRIES Group, Corporation/Group and Subsidiary Company, through the following Management Operations: Basic, Specialized and Business, with the following management orientations:
Plan, implement and manage strategies to ensure production and business goals. Standardize systems of regulations, processes, operational flowcharts and monitor compliance.
Optimize capital efficiency; manage product costs along the value chain to ensure efficiency and competitiveness.
Management and control of legal risks in investment, production and business, especially international trade law.
Develop individual applications in production and business management that can be integrated into management software, moving towards building a digital platform.
Comprehensive and specific management of work performance (KPI), in which the Leader is the one who implements the KPI of his/her Unit and builds criteria, assigns targets, evaluates the KPI implementation results of the Unit/Department and to each individual. Correctly evaluates the efforts and contributions to promote the creativity of staff.
Through the formation and development, with the efforts and perseverance in pursuing THACO's strategy, up to now, THACO INDUSTRIES Group has become the leading Group in Vietnam in mechanical engineering & supporting industry, integrating into the region and the world, implementing the strategy of participating deeply in the global value chain. Products have been exported to 15 countries around the world. In 2024, we continue to promote the spirit of self-reliance and self-reliance to commit to the target of reaching more than 13,000 billion VND in 2024 and more than 26,000 billion VND by 2027, exporting more than 500 million USD.
5. THADICO GENERAL DIRECTOR - NGUYEN HOANG TUE
According to the 2024 plan and the 5-year plan (2023 - 2027), THADICO (Dai Quang Minh) will implement 71 projects for THACO and its subsidiaries , including:
02 projects for THILOGI (including 1 project under construction) ; deploy and complete 02 projects for THACO INDUSTRIES in 2025;
Deploying 40 projects for THACO AUTO (including 3 projects under construction and 37 projects starting in 2024 - 2025) ;
For THACO AGRI, THADICO (ĐQM) focuses resources to organize the synchronous construction of transitional agricultural projects from 2023 and start and complete new projects according to THACO AGRI's production and business plan from 2024 to 2027;
For THISO , THADICO (ĐQM) focuses on implementing and completing 04 projects under construction; Starting 12 projects in 2024 - 2025 , focusing on the projects Golf 1 Hotel Da Lat - Lam Dong; Tay Ho Tay Commercial Center - Hanoi; Bien Hoa Commercial Center - Dong Nai and Hoang Mai Giap Bat Project - Hanoi to meet THISO's strategy and trade - service development plan.
At the same time, THADICO (ĐQM) self- invested in 63 projects , including 05 projects to be transferred from 2023; started 05 projects in 2024 and 10 projects in 2025; conducted investment research for 43 projects to be deployed in the following stages. To implement the Investment - Construction Plan of THADICO (ĐQM) projects in 2024, the estimated investment expenditure plan is about 3,085 billion VND. The number of projects THADICO (ĐQM) self-invested and deployed according to the Production and Business Plan of THACO & the Subsidiaries in 2024 and the following years is very large . Although the real estate and construction market has been, is and will continue to face many difficulties and challenges, the implementation of THADICO (ĐQM) projects has many advantages because the projects are mostly on the land fund of THACO & the investors and have a basic financial plan . At the same time, THACO & the investors are also customers or are transferred by THADICO (ĐQM) to own and do business on the real estate area invested by THADICO itself.
Therefore, the most important task of THADICO (ĐQM) in 2024 and the following years is to organize and effectively manage investment projects such as: legal work, design and construction; at the same time, perfecting the operational processes in project deployment and implementation to put the projects into operation on schedule, ensuring the functionality is suitable for the production and business requirements of the TĐTV, has high aesthetics and creates architectural highlights in the area.
Regarding human resources, the construction investment industry's human resources, after a period of strong fluctuations due to the hot development of the real estate market, have stabilized, tend to be attached and loyal , therefore, from the existing Leadership human resources, in 2024 THADICO (ĐQM) will continue to recruit more than 300 employees, focusing on Leadership positions, operating activities in Legal, Investment, Design, Project Management, and by the end of 2024 the total number will reach more than 2,600 employees .
6. GENERAL DIRECTOR OF THISO - NGUYEN HOANG TUE
In 2023, THISO completed the work of building a strategy and governance model. In 2024, THISO will implement the plan according to the proposed strategy, focusing on 3 main areas of operation including: 1. Space rental business; 2. Wedding and convention center business; 3. Consumer retail business. Specifically:
Regarding Commercial Space Leasing Business : To date, THISO has completed and successfully put into operation the Sala Urban Complex model with the THISO SALA CENTER project. In addition, THISO has also put into operation a larger-scale complex model in Myanmar, THISO MYANMAR COMPLEX. In 2024, THISO will gradually complete and replicate the commercial space leasing business model in other projects.
Regarding the Conference - Wedding Center business activities: in 2023, by completing and putting into operation the Central Kitchen. THISO has successfully formed the management and operation of the Conference - Wedding Center model and has succeeded in building the Thiskyhall brand. In the 2024 plan, Thiskyhall will continue to deploy and put into operation the model of a restaurant and garden cafe to complete the culinary business model, as a foundation for developing the business model in other projects nationwide according to the strategy and plan set out.
Regarding Consumer Retail Business: After 2 years of taking over Emart business in the Vietnamese market with an existing staff of nearly 500 people, THISO has now put into operation 3 Supermarkets including Emart Phan Van Tri, Emart Sala, Emart Truong Chinh - Phan Huy Ich and has been trusted and highly appreciated by consumers. Up to now, THISO has developed a human resource force that is suitable for THACO's philosophy, culture and industrial management methods; at the same time, it has the unique characteristics of THISO's consumer retail business with policies that are suitable for THACO's practices and framework policies, which is the foundation for the successful development of a chain of consumer retail supermarkets in the period of 2024 - 2027.
In addition, for the Operational Service Provision segment in 2024, THISO will organize the Service Block to focus on recruiting and training according to the standards of each type of business and directly participate in business and operational management at each project to complete THISO's value chain.
Accordingly, in 2024, THISO commits to completing the target of total revenue of more than 5,800 billion VND , total investment expenditure of more than 7,900 billion VND , of which 83% is spent on project transfer activities from THADICO, THACO.
Dear Leaders and Staff! Right after the launching ceremony of the year of the Dragon 2024 today, THADICO and THISO will continue to deploy to each Administration Block/Corporation and Subsidiary Unit/Company to concretize the proposed strategy and Plan; At the same time, assign specific targets (KPI) to each unit.

7. GENERAL DIRECTOR OF THILOGI - BUI MINH TRUC
THILOGI - a member unit of THACO Group, provides logistics services, demonstrating its role as a focal point in providing integrated and complete logistics services for corporations, accompanying and effectively serving the business community in Quang Nam province and the Central - Central Highlands, Southern Laos and Northern Cambodia; with the goal of providing logistics services with the most optimal cost.
Dear all! In recent years, with the advantage of transporting goods for THACO's member corporations, THILOGI has connected many customers and many sources of goods from the Central Highlands, Laos, and Cambodia to Chu Lai port for export. The volume of goods in this region has increased sharply in 2023 and is forecast to continue to increase in the following years. However, the difficulty in the Ky Ha shipping route to Chu Lai port is limited in depth, unable to receive ships with a capacity of over 20,000 tons. Therefore, with the current route, although the port infrastructure and equipment have been invested synchronously and modernly, it can only meet the demand for THACO 's goods. Most of the goods of customers in the region from the North of Binh Dinh to Quang Ngai, and the South of Quang Nam must be transported to Da Nang and Ho Chi Minh City ports for export, increasing logistics costs and reducing efficiency for businesses. From this situation, THILOGI would like to take responsibility as the focal point to coordinate with THADICO and the agencies of Quang Nam province to quickly carry out legal procedures for the dredging project of Ky Ha channel phase 2 to be completed in 2024. At the same time, to implement the strategy of turning Chu Lai into an international logistics center with logistics costs equal to those of the North and South, thereby attracting many investors to Quang Nam and neighboring provinces, THILOGI will continue to carry out legal procedures to invest in Cua Lo channel with the goal of completing it before 2027 to be able to receive ships up to 50,000 tons, maximizing the capacity and infrastructure that THILOGI has invested in Chu Lai port.
In the requirement of improving and upgrading management from THACO to its member corporations, THILOGI has clearly recognized its role and mission in 2024 and the following years. Thereby, focusing on building a team of Cultural - Integrity - Honesty personnel that is both consistent with THACO's philosophy and culture and has its own characteristics in the logistics industry in the context of increasingly deep international integration. In particular, enhancing the image of the staff directly performing the service with standard attitudes, styles, and service manners. For our leadership staff, we constantly change, upgrade our thinking , improve our own capacity, grasp new trends, and take specific, clear actions to turn the vision into reality; at the same time, we must be an example of prestige, virtue, and exemplary for our employees.
2024 is also the second year in the 5-year plan (2023 - 2027) of THILOGI.
