Quang Tri Province launches intensive campaign to accelerate progress of major projects.

On June 23, the Quang Tri Provincial People's Committee announced that the Chairman of the Provincial People's Committee, Vo Van Hung, had launched a campaign to accelerate the progress of key projects in the province.

According to the Quang Tri Provincial People's Committee, 2024 is a year of acceleration, of particular importance in achieving the goals and targets of the 5-year socio-economic development plan and the medium-term public investment plan for the period 2021-2025.

In the context of anticipated difficulties and challenges, accelerating the implementation of key projects and infrastructure development will contribute to rapid and sustainable socio-economic development; and at the same time, practically celebrate important political events of the province, especially the 2024 Peace Festival, the Conference announcing the Quang Tri Provincial Planning for the period 2021-2030 with a vision to 2050, and the groundbreaking ceremony for the Quang Tri Airport Project (July 6th).

Based on that, the Chairman of the Quang Tri Provincial People's Committee, Vo Van Hung, launched a campaign to accelerate the construction progress of key projects until the end of September 2024.

Accordingly, the Chairman of the Quang Tri Provincial People's Committee requested the Department of Transport and the Provincial Investment and Construction Project Management Board to focus on preparing well, completing investment procedures, and being ready to implement the projects when all conditions are met according to the law.

Assign unit leaders to directly oversee each specific project and appoint officials and staff to closely monitor the progress of project implementation; review the overall and detailed progress and implementation plan of each project item and each specific contract package, including anticipating adverse situations such as natural disasters and floods; and hold regular meetings with relevant units to promptly grasp the actual situation and develop plans to direct construction and disbursement according to the allocated capital plan.

Strengthen on-site inspection and supervision, urge investors and contractors to take advantage of favorable weather conditions, concentrate manpower, vehicles, and equipment, and work overtime to accelerate construction progress. Simultaneously, coordinate and work with localities and relevant units to jointly resolve difficulties and obstacles, especially in land clearance, the construction of resettlement areas to serve land clearance, and the provision of embankment materials for key projects.

Regarding the My Thuy Port Area project, the Chairman of the Quang Tri Provincial People's Committee directed the Provincial Economic Zone Management Board to assign officials to regularly monitor the construction site to urge and direct My Thuy International Port Joint Venture Company (MTIP) to mobilize vehicles, equipment, personnel, and materials, taking advantage of favorable weather conditions to concentrate all efforts on accelerating the construction of the main items, including: the southern breakwater must be completed before September 30, 2024; and the construction of pier No. 01 must be organized before June 30, 2024. Weekly reports on the implementation results should be submitted to the Steering Committee for the My Thuy Port Project to keep track of the situation and provide decisive direction and supervision.

The Provincial Economic Zone Management Board, in coordination with the Hai Lang District People's Committee, is tasked with focusing on completing the land clearance work for the remaining area of ​​phase 1 of the project (8.18 hectares) according to the set plan.

Regarding the Quang Tri Industrial Park project, the Chairman of the Provincial People's Committee instructed the Provincial Economic Zone Management Board to direct Quang Tri Development Joint Venture Company Limited (QTIP) to focus resources and equipment to accelerate the land leveling process, ensuring the construction site for the wastewater treatment plant is ready by August 2024, and to construct the first phase of infrastructure to ensure conditions for attracting secondary investors by November 2024.

In addition, the Chairman of the Quang Tri Provincial People's Committee, Vo Van Hung, also directed the Chairmen of the People's Committees of Hai Lang, Trieu Phong, Gio Linh, Vinh Linh, Cam Lo districts and the Chairman of the People's Committee of Dong Ha city to continue to promote the role and responsibility of the heads of agencies and units to mobilize the entire political system to accelerate the progress and complete the land clearance for nationally important projects and key provincial projects according to the set plan.

Urgently expedite and direct the completion of investment and construction procedures for resettlement areas to promptly relocate residents and facilitate land clearance.

The Chairman of the People's Committee of Quang Tri province assigned the Department of Planning and Investment to be responsible for monitoring, urging, inspecting, and guiding investors and relevant units to accelerate the progress of implementation and disbursement of public investment capital; and to organize monthly meetings on the disbursement situation of public investment capital plans to promptly report to competent authorities for guidance in resolving difficulties and obstacles.

Currently, Quang Tri province is implementing many key projects such as: My Thuy Port Area (14,234 billion VND), Quang Tri Industrial Park (2,074 billion VND), Hai Lang LNG Project (54,000 billion VND), Van Ninh – Cam Lo Expressway passing through the province (9,919.78 billion VND), coastal road connecting the East-West corridor (2,060 billion VND)... These projects are expected to create momentum and bring about a breakthrough in economic development for Quang Tri province. However, currently, most of these projects are facing obstacles in land clearance, affecting the implementation progress.
