Harnessing the strength of "the Party's will and the people's aspirations" through the "Effective Mass Mobilization" movement.

Recognizing that mass mobilization work is a strategically important task for the entire revolutionary cause of the Capital and the country; contributing significantly to the successful implementation of tasks related to Party building and the political system, socio-economic development, maintaining national defense and security, and ensuring social welfare, the Hanoi City Party Committee has, in recent years, paid attention to leading and directing the effective implementation of the "Skilled Mass Mobilization" emulation movement in a comprehensive and synchronized manner across all fields. This has resulted in the emergence of many excellent models and innovative approaches, yielding practical results.

To gain a comprehensive understanding of the implementation process, its effectiveness, and future directions, the Economic & Urban Newspaper conducted an interview with Mr. Do Anh Tuan, Member of the Standing Committee of the Hanoi City Party Committee and Head of the City Party Committee's Mass Mobilization Department, on this issue.

Nearly 15 years ago, the Central Committee's Department of Mass Mobilization officially launched the "Skilled Mass Mobilization" emulation movement nationwide. Could you share some of the outstanding results that the Hanoi City Party Committee has achieved in implementing this meaningful emulation movement?

Head of the Hanoi City Party Committee's Mass Mobilization Department, Do Anh Tuan: Fifteen years ago, the Central Mass Mobilization Department officially launched the "Skilled Mass Mobilization" emulation movement nationwide. This was a very correct and creative policy, a practical action that concretized President Ho Chi Minh's teaching, "Poor mass mobilization leads to poor results in everything, skillful mass mobilization leads to success in everything," and the Party's viewpoint on mass mobilization work. Since then, the "Skilled Mass Mobilization" emulation movement has been widely implemented, receiving attention, leadership, and guidance from Party committees, governments, the Fatherland Front, and political and social organizations at all levels, and has been actively supported by cadres, Party members, union members, association members, and all strata of the people of Hanoi.

In strict adherence to the plans and guidelines of the Central Committee's Mass Mobilization Department, the Hanoi City Party Committee has issued a system of leadership and guidance documents to implement the "Skilled Mass Mobilization" emulation movement throughout the city's Party organization, with the motto "focusing strongly on the grassroots." Taking the grassroots as the base, drawing upon Hanoi's cultural and revolutionary traditions and the people's trust and affection for the glorious Party as a foundation, the city has built a core team of grassroots mass mobilization cadres to focus on "skillful mass mobilization" in achieving the goals and tasks according to the Party's guidelines and policies, and the State's laws. This mobilizes immense strength from the consensus and voluntary spirit of the people, from the unity between "the Party's will and the people's hearts," working together with the aspiration to develop the capital and the country, for the happy lives of the people.

The "Effective Mass Mobilization" emulation movement in the city is implemented in conjunction with the campaigns and patriotic emulation movements launched by the Central Government, the City, the Fatherland Front, and political and social organizations. The registration and development of "Effective Mass Mobilization" models are carried out synchronously across four areas: economy; culture and society; national defense and security; and political system building, and at three levels: city; district, town, and equivalent; and grassroots level. Attention is paid to building, nurturing, and replicating models in various aspects of social life, focusing on key areas and sectors where Party committees and authorities are concentrating their leadership and guidance.

From the early days of the movement's hesitant launch, the "Effective Mass Mobilization" emulation campaign has now become a regular activity of the entire political system, implemented in an increasingly systematic and scientific manner, truly becoming a beautiful cultural feature of Hanoi. Through this, it has made a significant contribution to the great achievements of the Capital City over the past 15 years, especially in improving the lives of the people, promoting democracy and the strength of national unity, and building a solid "people's support" base.

During the 2020-2025 term, building on the traditions, achievements, and experiences of previous terms in mass mobilization work, the "Skilled Mass Mobilization" emulation movement of the City Party Committee has shown great creativity and achieved outstanding results. The City Party Committee and its subordinate Party committees have issued more than 300 documents to lead and direct; nearly 70,000 "Skilled Mass Mobilization" models have been registered and effectively implemented, and thousands of models have been commended and rewarded from the grassroots level to the city level.

The implementation of the "Effective Mass Mobilization" movement in Hanoi has revealed many innovative and effective models and approaches that have yielded practical results at the grassroots level and have received strong support from the people. Could you please share more about these models?

Head of the City Party Committee's Mass Mobilization Department, Do Anh Tuan: With focused and unified direction from the city level to the grassroots, along with a systematic approach closely aligned with reality, the "Skilled Mass Mobilization" emulation movement has truly permeated and spread throughout all aspects of social life. Many new, difficult, and emerging issues at the grassroots level have been resolved, contributing to strengthening the power of national unity, consolidating trust, and enhancing the close, inseparable relationship between the Party and the people.

For example, in the economic field, many effective models of "people mobilization" focusing on developing successful production and business, innovative entrepreneurship, and legitimate wealth creation; skillfully encouraging workers to work diligently; and skillfully persuading businesses to focus on building a friendly working environment, improving wage systems, and prioritizing the improvement of the material and spiritual lives of workers... have been effectively implemented and have had a widespread impact by Party committees, governments, and mass organizations at all levels.

The "Effective Mass Mobilization" models in disseminating information and mobilizing farmers to donate land for road construction, consolidate land plots, restructure crop and livestock production, apply advanced science and technology to agricultural production, and improve the lives of farmers in rural areas have helped to effectively promote and mobilize the people to implement the targets of building new rural areas, advanced new rural areas, and model new rural areas; and to continue maintaining and improving the quality of new rural area criteria for communes that have already achieved them.

The city has achieved its goal of building new rural areas, with all 382/382 communes meeting the new rural area standards, 188 communes meeting the advanced new rural area standards, and 76 communes meeting the model new rural area standards. Seven out of 17 districts have basically completed the criteria for advanced new rural districts. Despite facing many difficulties due to the negative impacts of natural disasters, epidemics, and economic recession, the lives of the people in Hanoi have improved significantly. Hanoi's per capita income in 2023 increased more than three times compared to 2010. The city's poverty rate is currently only 0.03%, with 19 districts and towns having no poor households. Effective "People's Mobilization" models in economic development are increasingly becoming more in-depth, attracting many officials, Party members, association members, and the people to participate and be replicated.

In the socio-cultural field, the "Effective Mass Mobilization" models have focused on three areas: education, healthcare, and promoting the value of historical and cultural relics. Notable examples include the model of mobilizing social resources to build libraries, participating in the promotion of learning and talent development, constructing cultural, social, and sports facilities; urban beautification, transforming garbage dumps into flower gardens; providing health insurance cards to poor households, and assisting drug addicts in reintegrating into the community.

The "Effective Mass Mobilization" model in encouraging people in districts, counties, and towns to adopt civilized lifestyles in weddings, funerals, and festivals has been actively implemented by Party committees, government agencies, the Fatherland Front, and socio-political organizations, creating noticeable changes. Accordingly, an increasing number of weddings are being conducted according to the new lifestyle, held at cultural centers, with tea parties and announcements of the marriage, avoiding extravagant feasts that last for many days, and with no smoking at weddings.

In funeral practices, most villages have established funeral organizing committees that standardize procedures and rituals to suit local conditions, minimize costs, and demonstrate mutual care and support within the community. Outdated funeral customs (such as rolling on the ground, hiring professional mourners, or gambling) have almost disappeared. Local authorities actively promote and encourage people to adopt cremation, with very high rates, and some villages and neighborhoods achieving 100% participation.

The models of mobilizing religious followers and dignitaries to save money in organizing religious ceremonies, encouraging members and the public not to participate in illegal religious activities, and the model of "Religious communities free from drug addiction and social vices"... have proven effective, contributing to maintaining security and order in the city. The "Skilled People's Mobilization" movement among ethnic minorities, especially those living in mountainous communes of Ba Vi, Thach That, Quoc Oai, My Duc, and Chuong My districts, focuses on understanding their thoughts and aspirations, regularly caring for their material and spiritual lives, preserving and promoting traditional cultural identity; and providing loan support to ethnic minority households to escape poverty and become wealthy.

In the field of security and defense, many effective "People's Mobilization" models for maintaining political security and social order have been implemented, such as: the "People's Mobilization" model in encouraging people to install security cameras, which has contributed to the fight against crime and the maintenance of social order and safety. Models such as the "Handbook on Crime Prevention and Law Violations"; the "Crime-Free, Vice-Free and Drug-Free Residential Area"; "Self-Managed Security within Clans"; "Self-Managed Security within Religious Communities"; and "Safe School Gates" have been effectively implemented by various units. The military forces have developed many effective "People's Mobilization" models, notably the "Field Training Combined with People's Mobilization" model of the Hanoi Capital Command...

In the field of Party building and the political system, many effective "People's Mobilization" models have been implemented in districts, counties, and towns, including the establishment of modern "one-stop" service centers and the enhancement of awareness, responsibility, and quality of service to the people by cadres, civil servants, and public employees. Many "People's Mobilization" models have also been implemented in administrative procedure reform, creating favorable conditions for citizens and businesses, saving time and costs. Furthermore, "People's Mobilization" models have been used in resolving conflicts and disputes at the grassroots level, contributing to limiting the occurrence of complex incidents within the community.

In particular, the Hanoi City Party Committee has directed the development of mechanisms to strengthen dialogue, proactively receive feedback, and address legitimate requests from the people, relying on the people to build the Party and the political system. Annually, the Party secretaries, chairmen of the People's Councils, and chairmen of the People's Committees from the city level down to the commune, ward, and town levels organize direct dialogue conferences with officials, members, and the people. As a result, tens of thousands of opinions raised at these conferences have been promptly addressed, contributing to stabilizing the situation at the grassroots level, reducing mass and escalated complaints and denunciations, and providing valuable input to the Party committees and authorities in the construction and development of the locality, the capital, and the country.

The "Effective Mass Mobilization" emulation movement has also demonstrated its important role in promoting the strength of national unity to solve difficult and complex tasks of the city. Could you share more details about these important results?

Head of the City Party Committee's Mass Mobilization Department, Do Anh Tuan: In reality, recent times have shown that the role of mass mobilization work and the "Skilled Mass Mobilization" emulation movement has been further affirmed in carrying out difficult and complex tasks, in challenging circumstances; becoming a valuable lesson in the leadership and guidance of Party committees and governments at all levels. A prime example is "Skilled Mass Mobilization" in the fight against the Covid-19 pandemic, which has highlighted the core role of the political system at the grassroots level.

Accordingly, hundreds of thousands of cadres, union members, and association members were mobilized to participate in more than 26,000 "Community Covid-19 Teams" in 579 communes, wards, and towns. The people were encouraged to comply with regulations on epidemic prevention and control; religious followers and dignitaries were urged to temporarily suspend religious activities at religious establishments, places of worship, and concentrated religious groups to prevent the spread of the disease. The spirit of "mutual support and compassion" was promoted, mobilizing immense resources from the people to work with Party committees and authorities in implementing social welfare work and caring for the lives of the people amidst the complex and prolonged epidemic.

In particular, in the land clearance work for key projects of the city, especially the Hanoi Capital Region Ring Road 4 construction project, public relations work has been actively involved from the beginning, with a proactive, scientific, and systematic approach, strengthening coordination with all levels and sectors, and with the provinces of Bac Ninh and Hung Yen. They regularly monitor the situation, disseminate information, and mobilize the people to agree with the city's policies and guidelines. At the same time, they have petitioned the competent authorities to resolve difficulties and obstacles, ensuring the legitimate rights and interests of the people. These activities have made a significant contribution to the timely commencement of the project in a short period of time.

Most recently, in responding to and mitigating the consequences of Typhoon No. 3 (Yagi), which severely affected several northern provinces and cities, including Hanoi, the people's mobilization cadres and community mobilization teams played a pivotal role in disseminating information, mobilizing support, and assisting the people in flood and storm prevention, especially in moving fallen trees, cleaning the environment, preventing disease outbreaks, and relocating people and property from dangerous areas. From this, the close and inseparable bond between the Party committee, Party organizations, government, and the people was further strengthened through difficulties and challenges. An atmosphere of solidarity, closeness, and sharing permeated the entire city, with high determination and confidence in overcoming all difficulties and challenges.

Over the past 15 years, it can be affirmed that the "Effective Mass Mobilization" emulation movement has been effectively directed and implemented by the city, with close coordination and connection with other emulation movements and campaigns, and closely adhering to the political tasks of the city, each locality, agency, and unit. This has promoted democracy, the strength of national unity, and strengthened the close and inseparable relationship between the Party and the people.

Building on the achievements already made, how will the Hanoi City Party Committee continue to implement President Ho Chi Minh's teachings and the Party's guiding principles on deploying the "Skilled Mass Mobilization" emulation movement in the coming period to meet the requirements of the tasks in the new situation, Comrade?

Head of the Hanoi Party Committee's Mass Mobilization Department, Do Anh Tuan, stated: Continuing to implement President Ho Chi Minh's teachings and the Party's guiding principles, in the coming period, closely adhering to the key political tasks of the Capital and each locality and unit, the "Skilled Mass Mobilization" emulation movement within the Hanoi Party Committee will continue to be widely implemented across all areas of social life. This is identified as a key and regular task in mass mobilization work, especially for complex emerging issues, new tasks, and difficult tasks. Simultaneously, it will be implemented comprehensively, from the outset, with mechanisms to ensure the close participation and coordination of the entire political system, with a more focused and decisive leadership role from Party committees at all levels.

Along with building exemplary models in the new context, Hanoi continues to focus on maintaining the effectiveness, expanding, and promoting existing models. It strengthens the dissemination of information about the effective methods of "skillful mass mobilization" models through diverse, accessible, and appropriate forms for each target group. Information technology and modern media are applied to enhance the effectiveness of propaganda and spread the exemplary models of "skillful mass mobilization."

Furthermore, it is necessary to promptly survey, evaluate, and reward effective models and exemplary cases of "skillful mass mobilization." This will encourage and motivate the active participation of cadres, Party members, Youth Union members, association members, and all strata of the people in the "skillful mass mobilization" emulation movement. It will promote the pioneering and exemplary role of cadres, Party members, civil servants, and public employees; building a style of mass mobilization cadres that emphasizes "thinking with the mind, observing with the eyes, listening with the ears, walking with the feet, speaking with the mouth, and working with the hands," and "honestly getting their hands dirty," as taught by President Ho Chi Minh.

Building upon the thousand-year-old cultural traditions of Thang Long - Hanoi, the heroic capital, the City for Peace, and the Creative City, the mass mobilization work of the Hanoi City Party Committee in general, and the "Skilled Mass Mobilization" emulation movement in particular, will continuously innovate in content and methods, improving quality and effectiveness. It will better fulfill its role and mission as a bridge to build close relationships between the Party, the State, and the people. It will mobilize and unite the people, promote democracy, unleash the strength of the great national unity, and work together to build and develop Hanoi into a "cultural, civilized, and modern" capital.
