Currently, compensation payment is given priority to graves within the land acquisition area. This policy has received high consensus from all households in Bac Kan city and Cho Moi district.
The Cho Moi - Bac Kan road construction investment project through Bac Kan city has 300 households and individuals in the affected area, of which 43 households have graves that need to be moved. After the meeting to agree on the policy on relocating graves within the land acquisition area for the project, organized by the City People's Committee with the households, on January 4, 2025, although it was a holiday, the officials in charge of compensation and site clearance and Vietinbank still arranged a quick and complete payment of compensation to the households. 43 households here have officially received compensation to relocate 97 graves and hand over the site for the project.
Mr. Chu Van Ngon, 88 years old, residing in Na Chong village, Nong Thuong commune, said: “My family agrees and supports the project. Knowing the policy, we have assigned our children and grandchildren to prepare all conditions to move the two graves in the next few days.”
Although on January 4, 2025, Mrs. Nguyen Thi Nhuan's family in Na Vit village, Nong Thuong commune, came to receive compensation, but before that, when they knew the policy and information that the family's graves would have to be moved, her family proactively prepared another plot of land and completed the procedures to move these graves.
When she went to the commune People's Committee to complete the procedures to receive compensation for moving her family's grave, Ms. Loc Thi Thuc was very excited. She said she supported the State project and hoped to soon have a large road to travel on.
Moving graves is an important matter both spiritually and practically, often associated with the culture, beliefs, and customs of many ethnic groups. For the majority of Tay and Nung people in Bac Kan province, the deceased are usually buried and not reburied like people in the lowlands. Therefore, having to dig up graves that have been peaceful for many years, or even newly buried, to move them to another place is different from custom and must be done reluctantly. For many families, moving graves can bring anxiety because of fear of affecting ancestors or the family's destiny. In spiritual beliefs, choosing a good date and time is extremely important and is usually only done at the end of the year. However, with the participation of all levels, sectors, local authorities and the understanding, sharing and support of the people, in just a short time, the people of Na Ken, Na Vit, Na Dieu, Khau Cut and Na Choong villages of Nong Thuong commune have effectively implemented the relocation of graves. Many households with difficult economic conditions even had to borrow money to buy necessary items as well as other expenses to relocate graves, and only paid after receiving compensation.
Mr. Phuong Hoang Minh, Secretary of the Party Committee of Nong Thuong Commune, said: “The agreement of 43 households to relocate graves shows the initial success of the site clearance work. When compensating for assets and land, the local government will continue to accompany and propagate to encourage people to comply with the policy. I hope the project will be implemented soon.”
Currently, the procedures related to compensation for moving graves are being actively implemented by the Compensation Board for Land Acquisition and Resettlement of Bac Kan City in coordination with the People's Committee of Cho Moi District, striving to pay money to households in the next few days. According to statistics, there will be 207 graves of 117 households in 04 communes of Thanh Thinh, Thanh Mai, Thanh Van, Nong Ha that need to be relocated. At the recent meeting to approve the policy and compensation plan, the majority of households agreed to move these graves as soon as possible to hand over the site for the project./.
