Solving difficulties of key traffic projects in Hoa Binh area

On the afternoon of November 7, comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a conference to resolve problems in site clearance compensation, resettlement support and construction progress of some key traffic projects in the Hoa Binh area.

According to the report of the Hoa Binh Regional Project Management Board, in recent times, Party committees and authorities at all levels have resolutely implemented the site clearance for projects. Contractors have concentrated forces, machinery and means to synchronously implement construction on the route. However, the progress of the projects is still slow and has many problems.

The project of the road connecting QH8 road with An Duong Vuong road, Hoa Binh ward has now handed over to the construction unit 1.7km/2,023km of construction of roadbed items, drainage works... disbursed 138/232 billion VND. The current problem is that the compensation plan for site clearance for 15 households subject to resettlement has not been approved.

The project of connecting road from National Highway 6 to Doc Lap, Du Sang, Road 12B has been constructed for 12.4/18.81km, reaching 68%. The People's Committees of wards and communes have cleared the entire route for 14.7km/18.18km, reaching about 81%, with 3.48km remaining. In particular, due to overlapping areas of disputed land plots, the site clearance work is difficult.

Leaders of Kim Boi Commune People's Committee reported on the project implementation status in the area.

The project of the road connecting Tran Hung Dao Street to Dan Chu Ward connecting with National Highway 6 has now completed over 219/385 billion VND, reaching 56.88% of the contract value; 15.5ha/21.7ha has been handed over, reaching about 71.2%. Up to now, the route is still stuck with the site clearance of 1.325/4.36km.

Thong Nhat ward leaders reported on project implementation progress in the area.

The Hoa Binh - Hanoi regional road project and Son La expressway have been constructed on the route with a total value of 509.28 billion VND, equivalent to 30.56% of the contract value. The entire route has been handed over 23.5/32km, reaching about 75%. The cumulative disbursement is 1,353.74/2,303.030 billion VND, reaching 58.78%. The current difficulty is the work of reporting and verifying the origin of land use in the locality due to the history of formation, the existence of many different types of land records, overlapping, errors in cadastral maps and lack of synchronization in data compared to actual use.

Quang Tien - Thinh Minh road project (phase 1) has implemented 128.65/245.86 billion VND, reaching 52.33% of the contract value. Up to now, 7.5km/8.13km of land has been handed over, reaching 92.25%. Currently, there are 9 households that have not agreed to clear the land, leading to the construction not being carried out simultaneously on the entire route.

Concluding the conference, Vice Chairman of the Provincial People's Committee Quach Tat Liem acknowledged the positive results in the implementation of projects in the past time. To speed up the progress, he suggested that the Department of Agriculture and Environment, the Department of Finance, and the Department of Construction focus on providing specific instructions on administrative procedures for site clearance and resettlement of projects. Localities, based on the guidance of departments and branches, complete the procedures in November; drastically speed up the site clearance, resettlement, disbursement and adjustment of project items. The Land Fund Development Center coordinates with communes and wards to quickly count, approve and evaluate land, on that basis quickly pay compensation and site clearance. For resettlement areas, it is necessary to organize meetings with the people and reach an agreement with the people to implement appropriately.
