Strengthening control and prevention of air pollution

The process of urbanization and energy, industrial and agricultural development activities will have certain impacts on air quality. Based on reality, Phu Tho province issued a plan to strengthen control, prevention and resolution of air pollution in the last months of 2025. Thereby, contributing to raising awareness and responsibility in protecting air quality in the province.

In order to be proactive in organizing and implementing measures to control, prevent and minimize pollution, and protect people's health, in Official Dispatch No. 6925/BNNMT-MT, the Ministry of Agriculture and Environment requested the People's Committees of provinces and cities to focus on directing and implementing drastic and synchronous solutions, strengthening control of sources of emissions and dust from production, business and service activities that have impacts and influences on the air environment.

Strengthening control and prevention of air pollution

Phu Tho province strengthens urban infrastructure renovation, plants more trees, creates green space, and protects the living environment.

In the old Phu Tho area, there are 20 automatic emission monitoring stations and 1 ambient air monitoring station. Environmental monitoring activities in the area are maintained regularly in localities in the province, focusing on monitoring impacts in urban areas, industrial clusters, craft villages, where many industrial production facilities are concentrated. Along with that, in the period of 2021-2025, each quarter, air environment monitoring will be carried out at 141 locations representing areas affected by industrial, urban, service and craft village activities to have a basis and data to assess changes in the air environment, creating a continuous background environmental data system to effectively manage air quality. Sampling and analysis of 141 air environment monitoring points will be carried out 4 times/year to monitor, detect and forecast areas at risk of air pollution in order to have timely control and treatment measures. Strengthen inspection and urge project owners, management units, and contractors of construction, traffic, and urban infrastructure renovation works to strictly implement measures to prevent and minimize the spread of dust and emissions into the surrounding environment.

In Hoa Binh (old), according to the assessment of air quality based on the periodic monitoring results of the Department of Agriculture and Environment at 71 points representing 7 areas in the area in the period of 2016-2022 and additional monitoring data in November-December 2023, there are 5 automatic emission monitoring stations of the facilities. Due to limitations and lack of monitoring data from January to July every year, in addition to new monitoring data of a certain time of the day, month..., it has not provided an overall picture of the changes in air quality at all times.

However, the existing monitoring data shows that the air quality of Hoa Binh (old) fluctuates between regions, from year to year and seasonally. Basically, the air quality from 2021 to November 2023 in most areas is relatively stable, the dust parameters TSP, PM10, PM2.5, SO2, NO2, CO, O3 in many monitoring areas fluctuate little, lower than the threshold value prescribed by QCVN.

In addition, relevant units have strengthened environmental monitoring of production facilities in craft villages in the old Hoa Binh area, requiring implementation of environmental protection commitments to ensure no emissions leading to environmental pollution. Craft villages have established self-management groups and volunteer teams/teams; production households have raised their awareness of environmental protection and pollution treatment such as: Fully equipping workers with protective gear in accordance with the provisions of the Law on Environmental Protection; preparing environmental impact assessment records for projects in craft villages from project establishment to construction and production, contributing to the gradual improvement of the craft village environment. Domestic solid waste in craft villages is now collected by teams at collection points and transported to waste treatment plants for treatment according to regulations.

For the old Vinh Phuc area, Directive No. 03/CT-UBND dated April 16, 2021 on strengthening the control of air pollution in the area was issued as a basis for departments, branches, sectors and localities to implement contents related to air quality control based on their functions and tasks. To strengthen air quality control, the old Vinh Phuc province has implemented a program to reduce environmental pollution in livestock farming using biological products; from 2021 to now, it has supported livestock farmers with a scale of 16.3 million chickens, 250,000 pigs, 3,150 dairy cows and 1,900 beef cattle with a total of 270,875 kg of biological products and 1,710 tons of bedding. Thereby, the amount of agricultural waste treated by burning, causing environmental pollution, has significantly decreased.

Up to now, the Vinh Phuc area (old) has invested in installing 6 automatic environmental monitoring stations, including 3 air monitoring stations; invested in enhancing the capacity of environmental monitoring and analysis equipment; improved the qualifications and capacity of staff performing this task; continued to invest in expanding automatic monitoring stations and building a management mechanism for operating monitoring systems to meet the increasing requirements of State management of environmental protection. Regarding automatic emission monitoring, there are currently 5 stations of facilities subject to investment, installation, and data transmission to the Department of Agriculture and Environment.

In the coming time, to strengthen the control, prevention of air pollution and environmental protection, it is necessary to combine solutions from the macro level such as urban planning, industrial control, to individual actions such as using public transport, saving energy and protecting health. Limit the use of personal vehicles, prioritize walking, cycling, or using public transport and electric vehicles. Dispose of waste properly, do not burn waste indiscriminately. Monitor air quality index, raise people's awareness of the impact of air pollution and the importance of protecting the living environment.
