At the conference, the Department of Construction reported on the Plan for renovating and rebuilding apartment buildings in the province. Accordingly, the province currently has about 88 collective houses, old apartment buildings, and buildings built in the 1970s and 1980s, with old standards that do not meet the current usage requirements of the people. During use, the apartments and collective buildings are not regularly maintained and repaired, leading to increasingly degraded quality. In addition, the fact that people arbitrarily expand, build walls, install equipment, grow vegetables on the roof... further affects the quality of the construction, especially for 12 apartment buildings that appear to be in a generally dangerous state, threatening the lives of the people living there.
The plan for renovation and reconstruction of apartment buildings in the area shall develop a roadmap and determine the responsibilities of units for the contents of quality management, renovation and reconstruction of apartment buildings, including: Inspection and assessment of the quality of apartment buildings; establishment and approval of detailed planning; establishment and submission for approval of renovation and reconstruction plans for apartment buildings for each project; selection of investors, approval of investment policies for investment projects for renovation and reconstruction of apartment buildings; compensation, support, resettlement; relocation, forced relocation and arrangement of temporary accommodation for owners and users of apartment buildings; land recovery, land allocation, land lease, change of land use purpose; establishment, appraisal and approval of renovation and reconstruction projects for apartment buildings; implementation of investment projects; establishment of maintenance procedures and plans and implementation of maintenance of apartment buildings (for projects not subject to renovation and reconstruction).
The basic goal by 2027 is to complete the relocation of apartment owners and users and the demolition of old apartment buildings with level D hazards. Complete the detailed construction planning for areas with apartment buildings that have been inspected and assessed for quality at level C and level D. By 2030, there will be no more old apartment buildings with level D hazards in the province; complete investment projects to rebuild level D hazards. Level C hazards will be renovated and rebuilt to ensure normal quality of use. The total estimated cost of implementation is more than 37 billion VND, to be implemented in 2026.
The conference also listened to and discussed the state management of the old Hoa Phong apartment complex, Viet Tri ward.

Concluding this content, Vice Chairman of the Provincial People's Committee Vu Viet Van emphasized: The settlement of old apartment buildings is a complicated and urgent issue that needs to be resolved soon and decisively. He suggested: The Department of Construction should absorb the comments and contributions at the conference, develop two separate renovation and reconstruction plans for the urgent old apartment building group that has been inspected and the remaining apartment building group. In particular, it is necessary to regularly review and evaluate the current situation, clearly define the responsibilities of the Construction Management Board and relevant agencies in management, maintenance, quality inspection, etc.

Regarding the old Hoa Phong apartment complex in Viet Tri ward, he agreed with the proposed plan of the Department of Construction, and at the same time requested to soon complete a specific plan on the relocation and liquidation of public property houses, demolition plan, selection of investors for construction... to submit to the Provincial People's Committee for direction at the end of November.
Regarding the compensation mechanism, if any, it is necessary to publicize information and organize dialogues in accordance with regulations to create consensus among the people. He requested the People's Committees of relevant localities, especially Viet Tri ward, to proactively coordinate implementation as soon as there is a plan.

Listening to the appraisal report of the project to adjust the zoning plan of Trung Ha Industrial Park, the industrial park is oriented to expand from 200ha to 300ha, divided into 2 sub-zones, Vice Chairman of the Provincial People's Committee Vu Viet Van assigned the Department of Construction and the consulting unit to receive opinions, complete the project documents to submit to the Provincial People's Committee for consideration and approval.
