
With focused and unified direction from the city level to the grassroots, along with a systematic approach closely aligned with reality, the "Skilled Mass Mobilization" emulation movement in Hanoi has truly permeated and spread throughout all aspects of social life. Many new, difficult, and emerging issues at the grassroots level have been resolved and yielded practical results…

Experience in Hanoi shows that, during challenging times and when implementing new, difficult, and complex tasks, the "Skilled Mass Mobilization" emulation movement has proven its effectiveness in mobilizing and creating consensus and support from all sectors of the population.
Many models have helped Party committees and local authorities effectively resolve difficult issues, obstacles, and pressing problems directly related to people's lives, such as land clearance, land management, construction order, urban civilization, and environmental sanitation. This not only strengthens national unity but also contributes to achieving the socio -economic development targets of the locality and the city.

Recognizing that "effective mass mobilization" is a "bridge between the Party's will and the people's hearts," from the beginning of 2024, the Hoang Mai District Party Committee issued a document on implementing the "effective mass mobilization" emulation movement in conjunction with the effective implementation of the grassroots democracy regulations. To date, the entire district has developed 291 models and exemplary cases of "effective mass mobilization" at all three levels and across four fields.
According to Nguyen Duc Tho, Deputy Head of the District Party Committee's Mass Mobilization Department in Hoang Mai District, 2024 is identified as a breakthrough year of special importance in successfully implementing the District Party Committee's Resolution No. 4, term 2020-2025. From the beginning of the year, the District's Land Clearance Steering Committee focused on developing land clearance plans for 45 projects, with a particular emphasis on 6 key transportation projects to create momentum for the district's overall development.

To effectively carry out the tasks set forth in this area, which is identified as having many difficulties, the District Party Committee's Mass Mobilization Department advised the District Steering Committee for the Construction and Implementation of the Regulations on Grassroots Democracy to organize a seminar on "Skillful Mass Mobilization" in land clearance work in the district. With the motto "listen to the people, explain so the people understand, and act so the people trust," the involvement of the entire political system and the Mass Mobilization Department at the district level has resulted in many successful models and examples of "skillful" work in disseminating information and mobilizing the people to voluntarily dismantle structures and assets to hand over land for project implementation, achieving practical results and creating high consensus among the people.

In practice, the "Effective Mass Mobilization" emulation movement in Hoang Mai district has contributed to the successful fulfillment of political tasks, especially in land clearance for project implementation. From the beginning of the year until now, the district has issued land acquisition notices and determined land ownership for 1,237 households; conducted surveys for 771 households; confirmed land ownership for 1,153 households; prepared 1,109 draft plans; and approved 782 official plans totaling 335.56 billion VND.
“With the proactive involvement of the entire political system and the active participation of the grassroots mass mobilization units in disseminating information, explaining, and mobilizing the people to carry out land clearance for projects in the district, practical results have been achieved, creating a widespread impact in the community. At the same time, it has contributed to innovating and improving the effectiveness of mass mobilization work and the ‘Skilled Mass Mobilization’ emulation movement,” Mr. Nguyen Duc Tho assessed.

In Me Linh district, the Head of the District Party Committee's Mass Mobilization Department, Trinh Thi Hong Ngan, stated that the "Skilled Mass Mobilization" emulation movement has become a practical movement meeting the Party's mass mobilization work requirements in the new situation. Over the past 15 years, the entire district has implemented 1,550 "Skilled Mass Mobilization" models across four areas. The content of these models and exemplary cases focuses on existing, topical issues that directly affect people's lives, as selected and registered by grassroots units. This includes the implementation of "Skilled Mass Mobilization" in land clearance for the national key project, the Ring Road 4 - Capital Region.

The Hanoi Capital Region Ring Road 4 project (the section passing through Me Linh district) is 11.2km long and runs through 5 communes. The total land area to be acquired for site clearance amounts to 134.2 hectares, affecting nearly 2,700 households. The project involves various land categories including agricultural land, residential land, transportation land, schools, and cemeteries.
As one of the five communes in Me Linh district through which the Hanoi Capital Region Ring Road 4 Project passes, the section through Kim Hoa commune (Me Linh district) is approximately 3km long, requiring the acquisition of 32.7 hectares of land (accounting for 22.2% of the entire district) and traversing 5 villages. This includes the acquisition of 4 residential land plots, 450 agricultural land plots, 2 schools, and the relocation of 44 graves.

According to Nguyen Khac Trung, Secretary of the Kim Hoa Commune Party Committee, recognizing this project as a crucial political task, the entire political system of the commune has actively participated, focusing its efforts on accelerating land clearance progress and ensuring it meets the assigned schedule. In this process, effective public relations work, including propaganda and mobilization of the people, has played a decisive role.
From the very beginning of the project, changing people's perceptions proved difficult because land acquisition would affect people's lives, as most households in the area are engaged in agriculture. Furthermore, the relocation of graves, related to spiritual beliefs, deeply impacted people's thoughts and feelings, making it impossible to persuade them overnight. Recognizing this, local leaders focused on strengthening public relations work in conjunction with implementing grassroots democracy regulations to achieve high levels of public consensus.

To achieve these results, the commune organized numerous meetings to disseminate information and listen to the people's suggestions. The commune Party Committee established a Steering Committee and a specialized Citizen Reception Team to implement the project. Simultaneously, they developed a detailed plan to guide the implementation of tasks; proactively reviewed project implementation tasks within the commune; and held regular weekly meetings to assess progress.
According to Mr. Nguyen Khac Trung, relocating graves is considered the most difficult task in land clearance work in general. The propaganda team implemented the motto "going to every alley, knocking on every door" to disseminate information and mobilize cadres, Party members, Youth Union members, and association members in their team, especially households of Youth Union and association members in the project area with graves that need to be relocated. At the same time, they resolved obstacles, understood the actual needs of households in the project area, and flexibly combined legal education with encouraging households to implement the land clearance policy to contribute to achieving the overall goals of the project. Thanks to intensified propaganda and creating consensus, the land clearance work for the Ring Road 4 Project – Hanoi Capital Region in Kim Hoa commune has been progressing according to the schedule assigned by the district and the city.

Witnessing the first kilometers of the parallel road of Ring Road 4 being paved with asphalt, Ha Van Quyet, Secretary of the Party Branch of Kim Tien village (Kim Hoa commune), was moved. He stated that to achieve this result, alongside intensified propaganda efforts, the exemplary role of cadres and Party members in the project implementation process was crucial. Kim Tien village has 27 graves located within the red line boundary of Ring Road 4. Thanks to the active propaganda and mobilization efforts of the Party Branch Committee, the Front Committee, and village organizations, all villagers agreed and proactively relocated the graves of their relatives to the centralized cemetery, completing the relocation before the Lunar New Year of 2022.
“I myself have set an example, taking the lead in complying with the general regulations on land clearance for the project. Accordingly, I persuaded my family to hand over 2,400 square meters out of nearly 4,000 square meters of land that was being used as a livestock farm to serve the project construction,” Mr. Ha Van Quyet shared.

Along with implementing effective public relations work in land clearance, land management, and construction order, localities and units in Hanoi also skillfully mobilized officials, Party members, and the people to seriously implement and focus on tasks that are also considered difficult, such as ensuring urban order and aesthetics; environmental sanitation, etc.
Notably, since 2020, the Ho Chi Minh Communist Youth Union of Hoang Mai district has directed 100% of the youth unions in 14 wards to review areas of public land that have been encroached upon, abandoned, or illegally used for waste disposal in order to clean up the environment and mobilize social resources to build children's playgrounds and community playgrounds. To date, 20 playgrounds have been implemented with a total value of over 2 billion VND.

A typical example is the Hoàng Liệt ward (Hoàng Mai district), which has successfully persuaded residents to return public land and mobilized social resources to build a community playground at the Vườn Bông - Pháp Vân pond area; and mobilized social resources to renovate the warehouse yard in the Bằng B residential area into a playground.
Sharing about the process of implementing "effective mass mobilization" in the social mobilization effort to renovate the storage yard in Bang B residential area into a playground, Chairman of the Fatherland Front Committee and Head of the Mass Mobilization Block of the Hoang Liet Ward Party Committee, Tran Toan Thuong, said that the storage yard, located in Bang B residential area, was built by the people in 1960 to serve as a place for drying and storing rice after harvest. It covers an area of 2,438 square meters and is part of the land managed by the Ward People's Committee. After more than 60 years, the storage yard was no longer usable. The surface and surrounding walls were peeling and crumbling, posing a danger, causing environmental pollution, and affecting urban aesthetics. Based on this reality and the aspirations of the people, the ward directed the implementation of the "effective mass mobilization" model to socialize the renovation of this storage yard into a community playground.

During the implementation of the model, Hoang Liet ward encountered some difficulties because many neighboring households had arbitrarily leveled and encroached on hundreds of square meters of land to create private access roads and build houses... However, learning from the experience and results of the social mobilization campaign to build a community playground in the Vuon Bong - Phap Van area in 2022, the Party Committee of residential group No. 4, 5 - Bang B focused on directing the Front Committee to coordinate with the residential group to hold meetings with the people to discuss and decide on the plan and methods for implementation. This created consensus among the majority of the people and mobilized the participation of the entire political system.
The Party Committee of the branch directed the strengthening of the People's Mobilization Team. At the same time, specific tasks were assigned to each member, strengthening the monitoring of the situation, and promoting propaganda and mobilization work through diverse, thorough, persistent, and comprehensive methods, making good use of familiar relationships and influential people to mobilize support. In addition, cadres were assigned to be on duty at the community cultural center to both disseminate information through the neighborhood's public address system and receive financial contributions from the people.
“After a period of implementation, 100% of the neighboring households voluntarily dismantled structures located on public land and contributed funds to build a walking path around the area, totaling over 300 million VND. With the contributions and support from the people, the model has now been completed, the yard has been concreted, and trees and flowers have been planted, creating a green, clean, and beautiful environment for the residents,” Mr. Tran Toan Thuong shared.

Based on practical experience in implementing the model, Mr. Tran Toan Thuong stated that, in order for the "Skilled Mass Mobilization" emulation movement to be widely, practically, and effectively implemented, it is necessary to strengthen and innovate the Party's leadership. It is crucial to promote propaganda to raise awareness and responsibility among Party committees and government agencies at all levels, especially leaders, officials, Party members, and all segments of the population, regarding the Party's viewpoints and guidelines, and the role of the people, as President Ho Chi Minh advised: "Even the easiest task is impossible without the people; even the most difficult task can be accomplished with the people's support."
Furthermore, it is essential to fulfill the responsibility of setting a good example in work and daily life, especially in addressing the legitimate requests and suggestions of the people with the spirit of "respecting the people and being close to the people," in order to continuously strengthen and maintain the people's trust in the Party and the State. It is also important to leverage the attention, assistance, and support of the city. Actively and thoroughly understand the situation, living conditions, and legitimate requests and suggestions of the people.

Through this, we can forecast and assess public opinion, clearly define policies and political determination; and promote propaganda and mobilization to ensure that the people have a correct understanding and actively participate in supporting the cause. We can leverage the core role of the Vietnam Fatherland Front and political and social organizations in propaganda and mobilization work through various forms of communication combined with the application of information technology…
It can be seen that the results of the "Effective Mass Mobilization" emulation movement have made a positive contribution to the overall achievements in economic, cultural, social, national security and defense development, Party building, and the political system of Hanoi City. At the same time, it promotes democracy, the strength of national unity, and strengthens the close and inseparable relationship between the Party and the people.
