The first Congress of the Hung Yen Provincial Party Committee, term 2025-2030, is a historical milestone, a particularly important political event, of great significance for Hung Yen province after the merger.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress will discuss and decide on directions, goals, tasks, and solutions, including a number of important strategic policies and decisions for the next 5 years, 10 years, and a vision to 2045, to build and develop Hung Yen province quickly and sustainably in the direction of modern industry, wealth, prosperity, civilization, and happiness.

In the 2020-2025 term, the world and regional situation has many complex, rapid and unpredictable developments, especially natural disasters, epidemics, wars and strategic competition. The economy faces many difficulties and challenges. With the close and timely leadership and direction of the Central Government; the coordination and support of ministries, branches and localities nationwide;

With a spirit of solidarity and high determination, the Hung Yen Provincial Party Committee has been proactive, creative, promoting the potential and advantages of the locality, overcoming difficulties and challenges, taking advantage of opportunities to lead the province to continue to innovate and develop comprehensively, completing most of the goals and targets set out in the Resolution of the Provincial Party Congress for the 2020-2025 term, including many impressive achievements and a number of areas that have created breakthroughs, contributing to creating momentum for development, raising the position and strength of the province.

In the 2021-2025 period, the average gross regional domestic product (GRDP) growth rate reached 9.17%/year, higher than the average economic growth rate of the whole country (6.3%/year), ranking 4th/34 provinces and cities; total local budget revenue ranked 8th/34; total social development investment capital ranked 7th/34; average labor productivity growth rate ranked 6th/34 provinces and cities.

In 2025, the GRDP scale is estimated to reach 328,283 billion VND, an increase of 1.73 times compared to 2020; state budget revenue in the province is estimated to reach more than 74,432 billion VND, far exceeding the set target.

In the period of 2021-2025, Hung Yen province attracted 912 domestic and foreign investment projects with a total newly registered and increased investment capital of VND 368,194 billion and USD 10 billion, accounting for nearly 60% of the total cumulative registered investment capital by the end of June 2025; the total realized social investment capital is estimated at VND 636,304 billion, an increase of 1.67 times compared to 2020.

Total state budget revenue for the 2021-2025 period is estimated to reach VND269,993 billion, nearly 2.38 times higher than that of the 2016-2020 period. Thanks to the rapid increase in local budget revenue, the province has the conditions to increase investment in socio-economic development. The province's medium-term public investment plan for the 2021-2025 period has been adjusted to increase many times, reaching a total public investment capital of VND152,155 billion, the largest level ever and 3.92 times higher than that of the 2016-2020 period.

Hung Yen has achieved many advances in administrative reform; improved capacity and effectiveness of state management; innovated working style and manners of officials and civil servants; improved the quality of public services and the satisfaction of people and businesses; actively built an honest, active, friendly and serving government, taking people and businesses as the center; built e-government and digital government.

The province has made great strides in enhancing competitiveness and improving the investment and business environment (the PCI index ranking of Hung Yen province (old) in 2024 ranked 10/63, up 43 places compared to 2020; the SIPAS index ranked 8/63). Thanks to that, the number of newly established enterprises and investment attraction increased sharply.

In the period of 2021-2025, Hung Yen province attracted 912 domestic and foreign investment projects with a total newly registered and increased investment capital of VND 368,194 billion and USD 10 billion, accounting for nearly 60% of the total cumulative registered investment capital by the end of June 2025; the total realized social investment capital is estimated at VND 636,304 billion, an increase of 1.67 times compared to 2020.

In the 2021-2025 period, 14,186 newly established enterprises with registered capital of VND 200,199 billion, an increase of 47.63% in the number of enterprises and 126.89% in registered capital.

The work of building and rectifying the Party and a clean and strong political system has been comprehensively promoted; the role, capacity, leadership effectiveness, fighting strength of the Party organization, and the quality of Party members have been improved. The solidarity, unity, mettle, intelligence of Party committees at all levels, and strict discipline and organizational principles of the Party have been strengthened. The leadership methods of Party committees at all levels have been innovated and ensured to be orderly and effective.

The fight against corruption, waste and negativity has been carried out resolutely, systematically, substantially and effectively, creating a clear change with the motto "no level regions, no exceptions", contributing to creating a favorable environment for economic development. The Provincial Party Committee has led and directed the serious, resolute and effective implementation of the Central Government's policy on merging Hung Yen and Thai Binh provinces; arranging and streamlining the apparatus of the political system, organizing a two-level local government model with the high support and consensus of cadres, party members and people.

The achievements in the past term are an important foundation, creating momentum and development momentum in the coming period, while strengthening the trust of cadres, party members and people in the leadership role of the Party and the bright development strategy, prospects and goals of Hung Yen province until 2030, with a vision to 2045: Building a dynamic and fast-growing, sustainable economy, becoming a modern industrial province among the leading ones in the country; becoming a strong maritime economic center in the North; a smart, ecological city directly under the Central Government.

To achieve the development goals, the draft Political Report submitted to the 1st Congress of Hung Yen Provincial Party Committee, term 2025-2030, identified 5 development perspectives, 6 key tasks, 5 fast and sustainable economic pillars, 3 strategic breakthroughs and 4 main groups of solutions demonstrating a strong spirit of innovation in thinking and strategic vision with greater development space, potential, advantages, and synergy from the arrangement of administrative units.

The Provincial Party Committee thoroughly grasps and steadfastly adheres to the following development viewpoints: Ensuring the Party's comprehensive leadership role, the effectiveness of the government and the people's mastery; harmoniously resolving relationships in development, especially between development and stability; taking development for stability, taking stability for faster and more sustainable development.

Socio-economic development and environmental protection are central; Party building is key; developing Hung Yen culture and people is the foundation; firmly ensuring national defense and security and expanding and improving the effectiveness of foreign affairs and international integration are important and regular tasks.

To realize the strategic development goals, the Hung Yen Provincial Party Committee focuses on leading the synchronous implementation of key tasks and solutions: Promoting the strength of great national unity, the combined strength of the political system, arousing the aspiration for prosperous and happy development. Continuing to promote the building and rectification of the Party and political system to be clean and strong in all aspects of ideology, politics, ethics of the apparatus and cadres.

Persistently pursue rapid and sustainable economic development in the direction of modern industry and civilized urban areas; promote industrialization, modernization, restructuring, and transformation of the growth model based on the foundation and main driving force of breakthroughs in science and technology development, innovation, and digital transformation.

Strongly and comprehensively develop Hung Yen culture and people; innovate, develop and improve the effectiveness of healthcare, education and training; improve social security and welfare and raise the quality of people's lives. Ensure political security, order, social safety and local defense and military; expand foreign relations, international cooperation and promote people-to-people diplomacy.

The Executive Committee of the Hung Yen Provincial Party Committee for the 2025-2030 term will be responsible for leading the development, promulgation, and implementation of the action program to implement the Resolution of the 1st Provincial Party Congress for the 2025-2030 term with the motto "One policy, ten solutions, twenty determinations" and the spirit of "clear work, clear people, clear results, clear progress, clear responsibility".

At the ceremony to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), General Secretary To Lam sent a strong message: "There is no obstacle, no reason that can stop us from reaching peace, prosperity, and the longevity and development of our nation."
