Many opinions say that there needs to be attention and close coordination between the Party, the State and the intellectual community.

On November 24, 2023, the Party Central Committee issued Resolution No. 45-NQ/TW on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period. Resolution 45 clearly stated the achievements, as well as the limitations and causes of unachieved results in promoting the role and responsibility of intellectuals participating in the country's development. The Resolution also aims to concretize Resolution 54 dated December 10, 2019 of the Politburo on building and developing Thua Thien Hue province (now Hue city) to 2030, with a vision to 2045.

In the process of turning Hue into a centrally-governed city, Hue's intellectuals play a key role, an important resource in consulting, policy making, participating in the process of economic and social development, preserving and promoting cultural values, contributing to improving people's knowledge, training talents, making Hue a cultural, scientific and educational center of the whole country.

To continue connecting, bonding and promoting the role and responsibility of the intellectual team participating in the development of Hue in the new period, the workshop focused on discussing the following key contents: Clarifying the meaning and importance of Resolution 45-NQ/TW and its connection with Resolution 54-NQ/TW; Orientation for building and developing Hue city in the spirit of the Resolutions; Some solutions to promote the role and responsibility of the intellectual team participating in local socio-economic development in the new period...

At the workshop, Dr. Ho Dac Thai Hoang, Chairman of the Union of Associations, emphasized that Hue is a locality with a large number of intellectuals with high academic titles and degrees in the country. Hue's intellectuals are present in almost all areas of social life and hold key positions in the political system, state management, economic, technical, scientific and technological sectors, and social sciences and humanities. At the same time, they have achieved many great achievements in scientific research, notably achievements in health sciences. With this advantage, Hue city has many advantages and great opportunities for rapid and sustainable socio-economic development, while affirming its position as one of the country's major centers for culture, tourism, specialized healthcare, science and technology, multi-disciplinary, multi-field, high-quality education and training.

Director of Hue City Institute for Development Studies - Cung Trong Cuong said that to attract and retain intellectuals, there needs to be many developing businesses.

Dr. Dang Viet Dung, Member of the Presidium of the Vietnam Union of Associations, Chairman of the Vietnam Construction Association, said that, together with the intellectuals of the whole country, over the past years, the intellectuals of Hue city have proactively and actively participated in the common activities of the locality, especially in investing in health, education, culture; promoting the development of digital government, digital economy, building a digital society to improve the quality and efficiency of management and operation of the government, production and business activities of enterprises...

In addition, many opinions also expressed the view that it is important to have coordination between the two sides: the State and the intellectual community. In addition to the determination and efforts of the intellectual community in promoting the role and responsibility of contributing to the city's construction in order to successfully implement Resolution 54, it is very necessary to have the attention, support and companionship of the Party Committee and the city government, especially in creating a mechanism to help scientists grasp the requirements and tasks set out in the process of construction and development of the city, to participate in the process of policy making, the process of solving socio-economic and scientific and technical issues through assigning tasks or as consultants and critics.
