Hanoi decentralizes and regulates management authority for 18 socio-economic fields.

Issued together with this Decision are the Regulations on decentralization and regulations on state management authority in a number of socio -economic fields in Hanoi. This Decision takes effect from the date of signing.

The regulation consists of 3 chapters and 22 articles, clearly defining the decentralized areas including: Roads; public lighting; parks, flower gardens, trees, lawns; urban drainage and wastewater treatment; clean water supply; irrigation; dykes; forests; science and technology; education and training, vocational education; culture, sports, information and communication; healthcare; cemeteries and crematoriums.

Along with that, the city decentralizes in the following areas: Markets; bus stations, parking lots, rest stops, pick-up and drop-off points, fixed-route passenger transport and public passenger transport; management and construction of underground urban technical infrastructure works, management and shared use of urban technical infrastructure works; solid waste management; tourism .

Specifically, in the field of parks, flower gardens, trees, and lawns, the City People's Committee manages shade trees, ornamental plants, and lawns on the streets managed by the city and the Hanoi Zoo (Thu Le Park); directs the management of parks, flower gardens, trees, and lawns in the city.

The People's Committee at the commune level manages trees and grass in the area (commune roads, village roads, alley roads...), except for trees and grass managed by the city; manages parks and flower gardens in the area (including lakes in parks and flower gardens), except for parks and flower gardens managed by the city.

In the fields of culture, sports, information and communication, the City People's Committee manages and promotes the value of typical cultural relics and works: World Heritage Thang Long Imperial Citadel; Co Loa relic site; Temple of Literature - Quoc Tu Giam relic site; Uncle Ho's relic site in Van Phuc - Ha Dong; Hoa Lo Prison relic site; 48 Hang Ngang relic site; 5D Ham Long relic site; 90 Tho Nhuom relic site; Ba Kieu Temple relic cluster - Hoan Kiem Lake - Ngoc Son Temple - King Le Monument and other special national relics managed by the city.

The City People's Committee manages the city-level cultural center, exhibition center, library, theater, museum; the sports training and competition center and the Hanoi High School for Gifted Sports; manages monuments and murals in the relics and parks managed by the city; monuments and murals in the area of two or more commune-level administrative units; the city's grassroots information source information system...

The People's Committee at the commune level manages and operates commune-level radio stations in the area; cultural and sports facilities at the commune, village, residential group, and community entertainment areas; relics in the area, except for relics directly managed by the city; monuments and murals in the area, except for monuments and murals managed by the city.

The People's Committee at the commune level manages parking lots in the area according to the planning; parking lots and spots on sidewalks and roads managed by the commune level; parking spots in residential areas, commercial centers and other public areas in the area. The People's Committee at the commune level decides to announce the opening of parking lots, announce the suspension of parking lots in the area; organize the management of parking lots according to regulations; control the service prices for keeping specific types of vehicles in each parking lot in the area under its management according to the city's regulations.
