Promoting the role of the core leader in building new rural areas

Coming to Cha Nua New Rural Area Commune (Nam Po District) today, it is not difficult to feel the new face of a border commune. Originally a particularly difficult area supported by the Government with hunger eradication and poverty reduction programs, however, in just 3 years of implementing the New Rural Area construction (from 2016 - 2018), the rate of poor and near-poor households in Cha Nua Commune has decreased from 53% to 11.41%. By the end of 2022, the commune will have only 37 poor households, accounting for 5.5%. Mr. Khoang Van Van, Secretary of the Party Committee of Cha Nua Commune, excitedly said: The local Party Committee and government always identify the construction of New Rural Area as an extremely important political task, not only in the short term but also in the long term. Therefore, the Party Committee of the commune always promotes the pioneering and exemplary role of each cadre and party member in all fields, especially in arousing the self-reliance, self-strengthening, and proactiveness of the people in implementing the program.

According to the Secretary of the Party Committee of Cha Nua commune, in order to reach the NTM target by the end of 2018, the Party Committee and the communal government have stepped up propaganda, taking the people as the main subject to arouse the combined strength of the entire political system. "Slow and steady wins the race", especially when the role of cadres and party members is promoted, the NTM construction in Cha Nua commune is gradually becoming routine. Typical examples include the "Zero-VND Project" launched by the Party Committee and the communal government, such as: Planting 1,200 Bauhinia trees, building 11 patrol routes, protecting forests with a length of 36km; building nearly 10km of internal roads, building 106 incinerators for domestic waste... Most recently, the community tourism model in Na Su village; all of which were contributed by the people themselves and put in their efforts to serve their own interests under the guidance, orientation and management of the Party Committee and the local government.

In Muong Muon commune (Muong Cha district), although its geographical location and conditions are more favorable than some other areas in the district, many years ago, people's awareness was still limited, so mobilizing people to join hands in building the new rural area encountered many difficulties. In recent years, with many specific solutions, especially when propaganda work was promoted, people's thinking and awareness are changing day by day. People are more aware and more responsible in accompanying the Party Committee and government to build the new rural area. Mr. Tong Van Dinh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Muong Muon commune shared: The difficulty in building the new rural area is people's awareness. If the Party Committee and government do not do a good job of propaganda and changing people's thinking, even with many resources, they cannot reach the finish line.

Identifying the root of the problem, every year, along with guiding people to boldly change the structure of crops and livestock, actively applying science and technology to production, Muong Muon commune also mobilizes people to donate land, contribute money, and labor days to participate in building infrastructure, traffic infrastructure, cultural houses, etc. With the joint efforts and solidarity from the people, up to now, the commune has achieved 16 criteria for building new rural areas, with rural infrastructure gradually developing; the economic structure has shifted towards improving the quality and efficiency of production; cultural - artistic, physical training and sports activities have been promoted; political security and social order and safety have been maintained.

It can be said that with the participation of the entire political system, especially under the leadership of the Party Committee and local authorities, the construction of new rural areas in the province has made clear progress. Currently, the whole province has 21 communes meeting new rural standards.

However, objectively speaking, the results of achieving NTM standards among localities in the province are still very different. In particular, up to now, there are still 4 districts without NTM communes. The quality of achieving standards and the work of sustainably maintaining the results of some communes after achieving standards are still limited; the infrastructure in some communes has shown signs of deterioration due to lack of attention and regular maintenance... With the goal of striving for 2025, the whole province will have 1 district (Dien Bien) meeting NTM standards; 1 commune meeting exemplary NTM standards, 9 communes meeting advanced NTM standards, 76 communes meeting and basically meeting NTM standards... then what needs to be done first, in addition to effectively applying the mechanisms and policies of the Central Government, the province, and the district to invest in infrastructure and develop production, it is necessary to promote the leadership role of the Party Committee and the government. Therefore, in the process of deploying and implementing the roadmap for building new rural areas, Party committees at all levels need to promote their leadership role, closely follow reality, goals and criteria; diversify propaganda activities, strongly change the awareness of cadres and people, especially so that people see themselves as the subject, thereby working with Party committees and grassroots authorities to build new rural areas with the motto "The State and People work together".
