Hue City is one of the pioneering localities in realizing the vision of smart cities - where digital technology is applied in the fields of management, services and sustainable urban development. As a leading cultural,educational , medical and tourism center of the Central region, and a UNESCO-recognized heritage city, Hue has chosen the path of smart development based on a solid digital data foundation, in line with its unique historical and cultural characteristics.

Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, shared: On the solid digital data foundation that has been built, Hue City has been deploying a series of comprehensive e-commerce services, bringing practical and specific benefits to people and businesses, while clearly improving the efficiency of state management. More than 1.3 million accounts, hundreds of thousands of on-site reflections and online public services have demonstrated the trust and high level of satisfaction of users. These services are not just simple technology applications but also a vivid manifestation of a creative government that always puts the interests of the people first. At the same time, it is affirmed that e-commerce is not only a technological goal but also a comprehensive solution to realize the vision of becoming a smart cultural and tourist city, harmonizing tradition and modernity.

Mr. Qiang Chen, Director of the Big Data Bureau of Weifang City (with a population of nearly 10 million, in China) said: Weifang City pursues a people-centered development model and promotes innovation. Based on the principles of effective governance, public welfare, industrial growth and infrastructure consolidation, the city actively applies new generation information technology such as: Cloud computing, big data, Internet of Things (IoT) and artificial intelligence (AI). These efforts have helped build a smart city system that provides 24/7 public services, effective urban management and open, integrated data sharing; contributing to the creation of a modern, green, open, dynamic and sophisticated city.

Meanwhile, Mr. Ishidera Junichi, Deputy Governor of Yamanashi Prefecture (Japan) discussed the city's efforts towards green hydrogen - a key solution expected to achieve the goal of carbon neutrality. Mr. Ishidera Junichi informed: In the Komekurayama area located in the center of the prefecture, the locality is implementing research, development and realization of a hydrogen-using society, moving towards the production and supply of green hydrogen. Here, hydrogen can be produced safely and stably from renewable electricity from solar energy and water, through the most advanced technology - zero carbon (greenhouse gas) emissions. With this method, it can be replicated in many localities at home and abroad, to promote the energy conversion from fossil fuels to green hydrogen.

Build a long-term and flexible strategy

With the main theme of “Smart management based on digital data”, the thematic session focused on discussing and sharing practical experiences in the process of building smart cities in many cities around the world. The content revolved around the fields of: Digital governance, digital transformation in the museum sector, urban development towards using environmentally friendly energy, and localized cooperation models in building smart cities.

At the end of the thematic session, Mr. Nguyen Van Phuc, Director of the Department of Foreign Affairs of Hue City, agreed on three main orientations. These are to strengthen regional and inter-urban cooperation in sharing data, technology and resources to build a sustainable and inclusive smart city ecosystem; ensure the connection between public policy, technological capacity and community participation, with people at the center, businesses as the driving force, and data as the foundation. Local authorities need to develop long-term and flexible strategies, promote comprehensive digital transformation, and pay attention to cultural, historical values and urban identity in the process of developing smart cities.

At the closing session of the 14th East Asia Regional and Local Government Conference, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Phuong affirmed: The session on smart cities focused on management solutions based on digital data, from smart transportation, smart healthcare, to urban order management via cameras and digital planning. The speeches with many new solutions introduced brought valuable lessons on smart city management. These discussions not only gave localities the opportunity to learn from each other but also laid the foundation for specific cooperation projects in the future, from applying advanced technologies to building sustainable development policies.
