Outdated railway infrastructure

Binh Thuan province has a variety of transportation types. Regarding railway transportation, the province has the Thong Nhat railway (Hanoi - Ho Chi Minh City). In addition, there is a railway branch from Binh Thuan station to Phan Thiet station with a length of nearly 10 km through the districts of Ham Thuan Nam, Ham Thuan Bac and Phan Thiet city, serving passenger and cargo transportation for the Saigon - Phan Thiet railway.

Binh Thuan will deploy the North-South railway line in a more modern direction.

After 15 years of implementing Conclusion No. 27-KL/TW, dated August 27, 2008 of the Politburo (10th tenure); the awareness of Party committees, Party organizations, authorities, departments, branches, and localities about the position, role, and importance of railway transport has been increasingly raised. The province has contributed ideas for the Ministry of Transport to study, absorb, and submit to the Prime Minister for approval of the Master Plan for the development of Vietnam's railway transport sector to 2020, with a vision to 2030; coordinated with the railway sector to relocate Phan Thiet station (old) from the inner city to the outskirts of Phan Thiet; invested in building 1,937 m of service roads, eliminating 3 spontaneous openings across the railway; focused on directing the removal of difficulties and obstacles to implement the project to renovate and upgrade essential works on the Nha Trang - Saigon section...

However, the implementation of Conclusion No. 27-KL/TW in the province still has some limitations, notably: Railway traffic infrastructure is still backward; some local Party committees, authorities and functional branches of the province are not really determined and resolute in leading and directing the work of site clearance to implement the project of renovating and upgrading essential works on the Nha Trang - Saigon section; State management of ensuring railway traffic safety is still limited, the situation of people arbitrarily opening trails and railway crossings has not been effectively handled; the number of railway traffic accidents still occurs. Planning related to railway traffic development still lacks connectivity and is not synchronous. Awareness of a part of the people about railway traffic safety is still inadequate, subjective and negligent.

North-South railway through the province

The causes of the above limitations and shortcomings are mainly due to: Legal regulations on railway transport are slow to be reviewed, amended and supplemented; there is a lack of breakthrough mechanisms and policies. The coordination between central ministries and branches with local authorities in implementing strategies and planning for railway transport development in the province is not tight and not synchronous; the management of railway safety corridors is sometimes not regular; there is a lack of inspection, supervision and handling mechanisms for the responsibility of functional departments, branches and local authorities in the implementation process; the work of propaganda, dissemination andeducation of laws on railway traffic safety for the people has not been done well.

With the viewpoint of unifying the awareness and action of the entire political system and the whole society on the position, role and importance of railway transport in the socio-economic development of the province. Strengthening the leadership of Party committees, Party organizations and authorities at all levels in leading and directing the coordination of investment and construction of national railway infrastructure, urban railways, especially the North-South high-speed railway (HSR), creating an important driving force for the socio-economic development of the province, promoting advantages on strategic economic corridors, associated with ensuring national defense, security, environmental protection, and responding to climate change. The future North-South HSR is the "backbone" axis, continuing to effectively exploit existing railway lines, effectively connecting with transport hubs in the province (seaports, airports, tourist areas...). Coordinate the effective exploitation of railway routes passing through the province, ensuring traffic safety, limiting environmental pollution, and saving transportation costs.

Regarding the general goal, Binh Thuan identified: Developing modern and synchronous railway transport, along with other types of transport, contributing to promoting the province's socio-economic development in a fast and sustainable direction, meeting the goals and requirements of national railway transport development.

Regarding specific goals: By 2025: Coordinate with the Ministry of Transport to strive to complete the preparation for investment in the North-South Expressway Project; in which, priority is given to completing compensation and land acquisition to meet the conditions for starting construction in the 2026-2030 period for the Ho Chi Minh City - Nha Trang railway line (section passing through the province). By 2030: Coordinate with the Ministry of Transport to renovate, upgrade and effectively exploit existing railway lines in the province.

Tasks and solutions for implementation

Binh Thuan also determined to promote propaganda work, raise awareness of Party committees, Party organizations, authorities, businesses and people about the position, role and advantages of railway transport, creating unity and high determination in the process of developing railway transport in the coming time.

Continue to review, research, and provide comments to competent authorities on amending, supplementing, and perfecting mechanisms, policies, and laws on land use for the construction of railway infrastructure and leasing of railway infrastructure under local authority. At the same time, effectively implement the central government's mechanisms and policies on the development of railway transport infrastructure.

Focus on planning urban areas, industrial parks, seaports, tourist areas and traffic routes connecting with railway lines and stations, creating new development space, promoting efficiency in exploiting railway transport, serving the socio-economic development requirements of the province.

Strengthen leadership and direction of compensation and land acquisition for the implementation of railway projects and the management of railway traffic safety corridors in the province. Close coordination between the province and ministries and branches in the process of implementing strategies, planning and projects; site clearance; ensuring order and safety of railway traffic in the province.

Binh Thuan has a total length of nearly 175 km of railway passing through 6 districts: Tuy Phong, Bac Binh, Ham Thuan Bac, Ham Thuan Nam, Ham Tan and Tanh Linh. Starting from km 1439+200 (in Vinh Tan commune, Tuy Phong district) to km 1614+128 (in Gia Huynh commune, Tanh Linh district). The whole province has 176 intersections between railways and roads; of which: 64 are legal level crossings (7 level crossings have guards, 44 level crossings are protected by automatic warnings, automatic barriers, 13 level crossings are protected by signs) and 112 self-opening paths.
