Developing an appraisal ecosystem to unlock green capital flows.

The lack of a synchronized appraisal system is a barrier to green credit. According to Nguyen Quang Ngoc, Deputy Head of the Credit Policy Department at Agribank, it is necessary to quickly develop an appraisal ecosystem so that banks and businesses have a clearer basis for accessing, evaluating, and utilizing this source of capital.

Agribank is a pioneer in leading the flow of green capital.

At the workshop "Improving credit policies for digital agriculture and green agriculture" organized by the People's Representatives Newspaper, Mr. Nguyen Quang Ngoc, Deputy Head of the Credit Policy Department of Agribank, stated that the bank is playing a pioneering role in leading the flow of capital to serve the agricultural and rural sectors, including green credit.

Currently, Agribank's outstanding loans to the agricultural and rural sector amount to approximately VND 1.26 trillion, a 2.5-fold increase compared to 2015 and accounting for about 64% of its total outstanding loans. The bank currently serves approximately 2.7 million borrowers, of which over 90% are individual customers in rural areas.

Along with expanding credit, Agribank is striving to promote financial inclusion, bringing banking services closer to the people.

Accordingly, Agribank has built a widespread "accessible ecosystem," maintaining a nationwide presence network, from border regions to islands. At the same time, the bank has deployed 68 mobile transaction points using specialized vehicles in 474 communes, helping people in remote areas access financial services more conveniently, reducing costs and travel time.

In addition, Agribank has continuously simplified procedures, innovated lending methods, and coordinated with local authorities and socio-political organizations such as the Farmers' Association and the Women's Union to develop more than 60,000 loan groups with nearly 1 million members, creating an "extended arm" from the community.

In addition, Agribank designs credit packages tailored to the specific characteristics of agricultural production, such as small-limit loans and seasonal loans based on crop and livestock cycles and seasons in each region. The bank also effectively implements seven policy credit programs, including two national target programs on building new rural areas and sustainable poverty reduction.

Notably, Agribank has pioneered the flow of green capital through preferential credit packages for clean agriculture and high-tech agriculture, totaling approximately 50,000 billion VND. It has also participated in major programs such as the 1 million hectare high-quality rice project in the Mekong Delta, contributing to increased production value while protecting the environment.

At the same time, Agribank is implementing many preferential credit programs with competitive interest rates, suitable to people's ability to repay. It is also accelerating administrative procedure reforms, gradually shifting from a lending model based on collateral to one that assesses cash flow and the effectiveness of production plans.

Simultaneously, Agribank collaborates with insurance companies to provide solutions for mitigating risks from natural disasters and epidemics, contributing to ensuring the safety of capital flows. Focus on digitizing lending processes and developing e-banking, thereby improving the speed, transparency, and accessibility of financial services for the people.

完善 policies to attract capital into green agriculture.

According to Mr. Nguyen Quang Ngoc, in the context of digital transformation and green transformation, providing individual credit to each small-scale producer is unlikely to create a sustainable impact. Credit is only effective when integrated into the value chain, from production and processing to consumption.

In fact, the Government has issued many policies to promote green credit, including the green classification list under Decision 31/2025/QD-TTg, creating a basis for credit institutions to develop suitable products. However, implementation still faces many difficulties.

One of the major challenges is the limited capacity for evaluating green projects. The system of appraisal organizations and businesses has not developed synchronously, causing obstacles in the project evaluation and capital disbursement process. This directly affects businesses' ability to access preferential loans.

Furthermore, investment requirements for digital and green agriculture are often very large, while businesses must meet many stringent standards. Banks are willing to provide credit, but disbursement depends on the assessment results and the project's ability to meet the conditions.

Mr. Ngoc believes that policies are needed to promote the development of the appraisal ecosystem, helping banks and businesses have a clearer basis for accessing and using green capital.

Furthermore, regulations regarding collateral also need to be adjusted to be more flexible. The valuation of assets, especially agricultural assets, needs to be aligned with production practices. At the same time, the insurability of collateral – a crucial factor in reducing risk for large loans – needs to be clarified.

According to Mr. Ngoc, when credit policies are perfected in a synchronized manner – from appraisal and collateral to insurance mechanisms – capital flows will be more effectively unlocked, contributing to promoting the transition to digital and green agriculture.
