In order to create a breakthrough in human resource development, the province has developed many solutions suitable for the development stage. In particular, investment in human resource development focuses on the most important and key stages, not spreading out; ensuring maximum utilization of existing human resources to have a mechanism for continuing training and fostering to improve appropriate qualifications.
The Department of Home Affairs has taken the lead in coordinating the development of many programs and projects to develop human resources for the staff of civil servants in state agencies under the Provincial People's Committee; advised on mechanisms to encourage and protect dynamic, creative, daring, daring to think, daring to do, daring to take responsibility for the common good... The Department also took the lead in advising the Provincial People's Committee to develop the Project "Training and fostering civil servants of Quang Ninh province for the period 2025-2030", including organizing 10 training courses on management of science and technology, innovation and digital transformation for 200 students abroad; 46 training courses on science and technology for 2,000 students; 12 training courses on digital transformation for 600 students; 12 training courses on knowledge and skills on network security and information security for 600 students.
Since the beginning of 2025, the province, units and localities have been extensively implementing training on digital transformation, focusing on training on the application of artificial intelligence (AI) in public service performance. Typically, the province organized a conference on the application of data and artificial intelligence to serve the governance and sustainable development of Quang Ninh province. At the conference, the province launched the movement "Digital literacy"; each civil servant must be a pioneer in learning, practicing and spreading digital skills not only for themselves but also for the whole community; each citizen actively participates in learning, practicing, and turning digital skills into essential life skills in the new era.

Thereby contributing to equipping knowledge and sharing skills for the Provincial Party Committee's Organizing Committee's staff in exploiting and applying AI in their work, meeting the requirements of tasks in the current situation.
Responding to the movement of "Digital Education for the People", the Provincial Party Committee's Inspection Commission organized a conference to train AI skills with the following topics: Introduction to basic AI for work; use of AI in professional work; AI tools for work and design of Party newsletters, visual reports, internal communications. Closely following the specific nature of the work, units and localities have proactively organized training courses to improve the quality of human resources and attract talents. Typically: The provincial health sector has built a mechanism to attract quality subjects for commune, district and provincial health. In particular, implementing Resolution No. 28/2023/NQ-HDND of the Provincial People's Council, up to now, the provincial health sector has recruited and accepted 1,076 civil servants (322 doctors) to work at affiliated public service units. From Resolution No. 05/2022/NQ-HDND of the Provincial People's Council, there are also 73 subjects who benefit from the policy through training for PhDs and level II specialist doctors; training masters, level I specialists... According to Mr. Nguyen Trong Dien, Director of the Department of Health, from 2022 to now, there have been 212 university graduates (4 PhDs, 56 level II specialists, 22 masters and 130 level I specialists) serving in medical units, contributing to improving the capacity of the entire health system. Quang Ninh has achieved a ratio of 17 doctors/10,000 people (1.5 times higher than the national average).
Ha Long University focuses on training STEM human resources associated with careereducation and entrepreneurship; building STEM education modules in the design of training programs for a number of majors, such as: Natural Science Pedagogy, Primary Education, Mathematics Pedagogy, etc. At the same time, building modules, extracurricular programs, seminars, and exchanges on career orientation and entrepreneurship for students. In particular, in the training and fostering of science and technology staff, in the 2023-2024 school year, the University has 3 lecturers receiving doctoral degrees, appointing 3 associate professors; sending 18 staff and lecturers to study at home and abroad. The University also connects and signs cooperation agreements with nearly 100 domestic and foreign enterprises to train and supply human resources, provide paid internships and community service activities. In 2023-2024, the University will carry out 18 scientific tasks ordered by enterprises.
Over the years, VNPT Quang Ninh has always paid attention to developing IT human resources. In the digital age, in addition to recruitment, the unit has trained and developed 2,773 IT engineers in the fields of programming, large database management, cloud computing, AI...; training according to international certification standards of Microsoft, Cisco, such as CCNA, CCNP, JNCIA, CISSP...
To meet the requirements in the period when the country is entering a new era, the province is determined to continue to make further breakthroughs in human resource development.
