Developing budget revenue sources through attracting FDI.

According to the projected state budget revenue for the domestic sector, in 2026, Dong Nai city is estimated to collect 18.8 trillion VND from enterprises with foreign direct investment (FDI) (total estimated domestic state budget revenue for 2026 is 76.9 trillion VND), accounting for nearly 25% of the total revenue and the highest among the 18 domestic budget revenue items of the city.

However, with the opportunities and position of a city with great potential and a strategic location in the economic development of the region and the country, Dong Nai is continuing to strengthen its efforts to attract large-scale, modern, and environmentally friendly projects to create high economic value and contribute more to state budget revenue in the future.

FDI enterprises make a significant contribution to the national budget.

In 2025, FDI enterprises contributed the highest amount to the state budget, nearly 18 trillion VND. In the first few months of 2026, FDI enterprises also remained among the top contributors to the state budget in Dong Nai city. Many units consistently ranked among the top tax-paying enterprises in the city and the country, receiving commendations from the Ministry of Finance , the Tax Department, and city leaders.

For example, CP Vietnam Livestock Joint Stock Company (CP Vietnam, located in Bien Hoa II Industrial Park, Tran Bien Ward) is one of the enterprises from Thailand. With over 30 years of investment and business operations in the fields of livestock farming, animal feed production, and chicken processing for export, CP Vietnam contributes thousands of billions of VND to the state budget each year. In 2025, CP Vietnam was the FDI enterprise with the highest tax payments in Dong Nai province, totaling nearly 1.6 trillion VND.

Dong Nai is committed to continuing to promote administrative procedure reform, creating a transparent and favorable investment environment. It will enhance discipline and order in the performance of official duties, strengthen the responsibility of agencies and units, focus on developing transportation infrastructure and industrial parks, and improve the quality of human resources. Simultaneously, it will strengthen dialogue, support, and promptly address difficulties faced by businesses.

Bessco Vina Co., Ltd., a South Korean company located in Chon Thanh II Industrial Park with a total investment of US$20 million, specializes in the production of sports shoes and is expected to contribute over VND 150 billion to the state budget in 2025. Mr. Kim Jeong, Director of Bessco Vina, stated: "These figures are not only significant economic indicators but also proof of the transparent, sustainable, and responsible development direction that Bessco Vina consistently pursues. Bessco Vina understands that the development of the enterprise is always linked to the overall development of the country and society."

In addition, many FDI enterprises have made significant contributions to state budget revenue in recent years, such as: Ajinomoto Vietnam Co., Ltd. (Japan) with tax payments exceeding 450 billion VND; HS Hyosung Vietnam Co., Ltd. with tax payments of nearly 265 billion VND; Nestle Vietnam Co., Ltd. (Switzerland) with import-export tax payments exceeding 400 billion VND by 2025…

Removing bottlenecks and creating an attractive investment environment.

2026 is the first year of implementing the Resolution of the First Provincial Party Congress (now Dong Nai City Party Congress), term 2025-2030, and the Resolution of the 14th National Party Congress; it is also the year to realize the goal of building Dong Nai City. Therefore, Resolution No. 05-NQ/TU of the City Party Committee (first term) on launching a special 500-day emulation campaign "Unity - Discipline - Efficiency - Breakthrough, building a civilized and modern Dong Nai", continuing to maintain and improve the quality of implementation until 2030 (hereinafter referred to as Resolution 05) has set out the requirement to create strong, clear, and substantive changes in the entire political system, especially in discipline, order, public service responsibility, organizational capacity, and effectiveness in serving the people. Simultaneously, we must maximize the mobilization of development resources, promptly address bottlenecks and obstacles in investment, production, and business, and strive to achieve double-digit economic growth during the 500-day emulation campaign and in subsequent years, while ensuring social welfare, national defense and security, and improving the people's living standards.

Resolution 05 is a testament to the strong determination of the Dong Nai City Party Committee in building a developed, civilized, and modern city; it also meets the aspirations of all sectors of the population, businesses, and investors.

Speaking at the 2026 FDI Business Meeting, Mr. Kwon Tae Han, Deputy Consul General of South Korea in Ho Chi Minh City, stated: Recently, many policies and guiding regulations have been issued or adjusted in a short period of time. Meanwhile, FDI businesses, due to specific characteristics such as language barriers and limited understanding of procedures, face many difficulties, leading to delays in implementation, increased administrative costs, or risks due to differing interpretations during application. Therefore, the functional agencies of Dong Nai need to quickly establish a "one-stop shop" mechanism as the focal point to guide unified procedures and designate responsible officers to provide support. This will help improve the predictability of the business environment, contribute to reducing the burden on businesses, and simultaneously enhance administrative efficiency and the competitiveness of the locality.

In the first four months of 2026, Dong Nai city attracted nearly $1.3 billion in FDI, including 38 newly licensed projects and 40 projects with increased capital. To date, Dong Nai has more than 2,200 FDI projects with a total investment of over $45 billion.

During their operations, many FDI enterprises maintain stable production and business activities, consistently fulfilling their tax declaration and payment obligations, and making significant contributions to the city's state budget revenue. Notably, many enterprises have proactively cooperated with tax authorities in implementing tax management regulations, contributing to improved management efficiency and creating a sustainable revenue source for the local budget.

To ensure the sustainable development of state budget revenue from FDI, Dong Nai city is focusing on implementing solutions to quickly remove bottlenecks and create a favorable investment environment to attract new FDI projects; while also expanding production and increasing investment capital for FDI enterprises operating in Dong Nai.

Clearly stating the viewpoint of Dong Nai city leaders in attracting investment and increasing revenue for the state budget, Standing Committee member of the City Party Committee and Permanent Vice Chairman of the City People's Committee Nguyen Kim Long affirmed: Dong Nai always considers the business community, especially the FDI sector, as an important part and a partner in the socio-economic development of the locality. The stability, efficiency, and sustainable development of businesses are the foundation for the city's development.

Dong Nai hopes that the FDI business community will continue to trust, commit to long-term investment, expand investment, enhance technology application, and link with domestic businesses; while ensuring harmonious development between economic efficiency, social responsibility, and environmental protection.
