
Over the years, Ho Chi Minh City has consistently played a major role as a center for economy, culture, science , technology, innovation, and international integration; it has been the engine of growth and a crucial development hub of the country. However, the city's development has not been commensurate with its potential, advantages, and the demands placed upon it.
Institutional, infrastructure, resource, and urban governance bottlenecks are slow to be addressed; the quality of growth, labor productivity, and international competitiveness remain limited; and some social and environmental issues have not been effectively resolved.
In this new era of development, Ho Chi Minh City needs to leverage its role as a special urban center; pioneering in modern development models, institutions, and governance methods; creating a strong ripple effect and making increasingly significant contributions to the rapid and sustainable development of the country.
Core principles shape the future.
The resolution clearly states that the first viewpoint is that building and developing Ho Chi Minh City in the new era is a particularly important political task for the entire Party, the entire people, the entire army, and the entire political system, especially the Party Committee, the government, and the people of the City, with the motto: "Ho Chi Minh City for the whole country, the whole country for Ho Chi Minh City".

Secondly, focus on perfecting comprehensive, groundbreaking, and outstanding institutions and policies, promoting thorough decentralization and delegation of power, creating conditions to promote Ho Chi Minh City, a special urban area, to become a symbol of Vietnam's dynamic development in the 21st century; a place where the aspirations for development, global competitiveness, and the spirit of innovation of the country converge; affirming its pioneering and exemplary role; leading in institution building and development quality, governance standards; and serving as the engine driving growth, an important innovation and integration hub of the whole country.
Thirdly, establish a new development model; mobilize combined strengths, effectively exploit potentials, advantages, and strategic location, and quickly establish itself as a strong economic and financial center, a culturally rich and humanistic center, a leading center of science, technology, innovation, and development in Southeast Asia and Asia, with global competitiveness. Closely integrate socio-economic development with environmental protection, adaptation to climate change, and ensuring national defense, security, and foreign relations.
Fourth, to build a united, exemplary, clean, and comprehensively strong Party organization and political system in the city, outstanding in leadership capacity, innovation, public service discipline, and fighting spirit to fulfill the mission of developing the city.
Building a team of cadres capable of fulfilling the tasks of the new era, possessing firm political ideology and character, impeccable moral qualities, high qualifications, dynamism, creativity, and the courage to think and act for the common good.
Fifth, leverage the strength of national unity in the city, and emphasize the people's leading role in all development decisions. The people are the first to benefit from the city's sustainable development; the people's satisfaction, well-being, and happiness are the measure of leadership effectiveness.
Building a new growth model based on science and technology.
Specifically, the Resolution states that the city will develop its economy, society, environment, culture, regional linkages, and modern urban governance based on a knowledge-based economy, digital transformation, an innovation ecosystem, and an entrepreneurial spirit. It emphasizes the leading role of the state-owned economy and the development of the private economy as the most important driving force.

At the same time, the city must take the lead in digital transformation, green transformation, energy transformation, structural transformation, and improving the quality of human resources. It must promote the development of the city's key economic sectors, including the digital economy, data economy, green economy, circular economy, marine economy, low-level economy, and silver economy.
Smart city governance based on data; building and strengthening the capacity to master a robust scientific and technological research system, focusing on information technology, artificial intelligence, semiconductor chips, biotechnology, clean energy technology, new materials technology, technology for the marine economy, and the green economy.
Develop national-level innovation centers, strongly promote research and development activities, and prioritize attracting investment projects with new, modern, and environmentally friendly technologies.

In addition, the city will strongly develop its marine economy in a multi-sectoral, modern, and sustainable direction, focusing on seaports, logistics and international maritime services, oil and gas, energy, high-quality marine and island tourism, and high-tech aquaculture.
The goal is to establish a national maritime economic center with a sustainable development of maritime and logistics economy, oil and gas - energy - renewable energy, tourism, and coastal urban areas, approaching international standards, and aiming to become the leading maritime economic hub of the country.
The city will also develop regional and international financial and logistics centers. The goal is to build the city into a major service center for the country and the region, with high-end and modern service industries. Simultaneously, the city will improve agricultural production efficiency through high-tech agriculture.
Developing urban and ecological agriculture. Completing the value chains of key agricultural sectors. Building comprehensively developed and sustainable rural areas linked to urbanization.
Building groundbreaking and outstanding institutions.
To realize the stated visions and objectives, one of the main groups of tasks and solutions is to build groundbreaking and superior institutions for the city's development in the new era.

The resolution emphasizes the development and promulgation of a Law on Special Cities to create a superior special institution, a synchronized and appropriate legal framework, becoming a "breakthrough of breakthroughs," creating the most favorable conditions for Ho Chi Minh City to maximize the effectiveness of its potential and strengths, mobilize all resources to accelerate rapid and sustainable development.
At the same time, thoroughly decentralize and delegate power to the City People's Council, the City People's Committee, and the Chairman of the City People's Committee in all fields (except for matters related to national defense, security, foreign affairs, and religion), strengthening the authority and responsibility of leaders at all levels, coupled with mechanisms for controlling power.
The city proactively issues legal regulations to provide detailed instructions and guidance for the implementation of laws and resolutions of the National Assembly that differ from the regulations of the Government, ministries, and sectors in certain areas according to its delegated authority, or when there are no legal regulations from competent state agencies to regulate issues arising from the city's practical situation. The city is given priority in selecting and applying more favorable legal regulations for areas specific to the locality.
In addition, the city continues to implement groundbreaking mechanisms and policies and prioritizes the allocation of medium-term and annual state budget resources (estimated and increased revenue) to ensure the city has sufficient financial resources to invest in the development of key infrastructure projects and improve the welfare of its citizens.
In particular, the city has the autonomy to pilot new mechanisms and policies, conduct controlled trials (sandbox) or experiments that differ from legal regulations; develop a common set of quality standards, and encourage progressive standards and regulations that are superior to national and other local standards.
The city establishes criteria, conditions, and procedures for allowing controlled testing of new technologies, processes, solutions, products, services, business models, and development models; builds mechanisms to protect participants in the testing; and implements policies to encourage, support, and finance these initiatives.
Implementing controlled socialization of certain professional stages in handling administrative procedures for citizens allows for the mobilization of qualified consulting and public service organizations to participate, ensuring shorter processing times, increased efficiency, no increase in staffing, and service costs in accordance with regulations of competent authorities, while ensuring transparency and guaranteeing the right of choice for citizens and businesses.
Main tasks and solutions
The resolution clearly identified eight key tasks and solutions, including:
1. Building a new growth model based on science, technology, innovation and digital transformation, labor productivity and competitiveness.
2. Building groundbreaking and superior institutions for the city's development in the new era.
3. Urban development planning with a long-term, stable vision that adapts to climate change.
4. Mobilize, exploit, and effectively utilize all resources for the rapid and sustainable development of the city.
5. Develop special urban areas that are civilized and modern, focusing on improving the quality of life for the people.
6. To comprehensively develop the culture and people of the city, making it civilized, modern, compassionate, and worthy of being the city named after our beloved President Ho Chi Minh.
7. Ensuring national defense and security; enhancing the effectiveness of foreign relations and international integration.
8. Building a clean and strong Party organization and political system in the city.
