On February 23, 2024, at the headquarters of the Ministry of Planning and Investment, a meeting was held to review the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050.
The meeting was chaired by Mr. Nguyen Chi Dung, member of the Party Central Committee, Minister of Planning and Investment, Chairman of the Provincial Planning Appraisal Council, and members of the Provincial Planning Appraisal Council, who are representatives of ministries, ministerial-level agencies, and experts as reviewers.
Attending the meeting, on behalf of Hanoi city leaders, there were Mr. Dinh Tien Dung, Politburo member, Secretary of Hanoi City Party Committee; Mr. Tran Sy Thanh, Member of the Party Central Committee, Chairman of Hanoi City People's Committee and other Standing members of the City Party Committee, leaders of the City People's Committee, heads of departments, branches, Chairmen of People's Committees of districts, towns of Hanoi city.
The Hanoi Capital Planning was established in the context of the Politburo issuing Resolution No. 30-NQ/TW dated November 23, 2022 on socio -economic development, ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045, Resolution No. 15-NQ/TW of the Politburo dated May 5, 2022 on the direction and tasks of developing the Hanoi Capital to 2030, with a vision to 2045, and the Resolution of the City Party Congress for the 2020-2025 term; the National Assembly approved the National Master Plan and National Land Use Plan for the 2021-2030 period, with a vision to 2050.
In particular, there are currently 21 national-level plans and 08 provincial plans in the Red River Delta region that have been approved; the Red River Delta regional plan, of which Hanoi is one of the growth poles of the region, has been approved by the Regional Planning Appraisal Council, is in the process of being completed and is expected to be approved by the Prime Minister in March 2024.
The Hanoi Capital Planning has a very large scale and scope of research, covering most fields, integrated from many proposed plans of sectors, fields and localities. Despite the required progress, the Hanoi Capital Planning is still implemented meticulously, methodically, seriously, in compliance with the provisions of the law on planning.
During the planning process, Hanoi City has consulted 21 ministries and central agencies; 15 provinces and cities in the capital region and the Red River Delta region; experts, scientists and widely consulted organizations, individuals and communities through the planning agency's website. In addition, the Capital Planning also received many valuable comments at the Consultation Workshop held on January 9, 2024.
The capital Hanoi with a thousand-year-old historical tradition of culture, is the national political and administrative center, the country's major center of economy, culture, science, education, and is an important driving force for the development of the Red River Delta and the whole country.
Through the development process, Hanoi has achieved many outstanding achievements. The scale and economic structure have shifted in a positive direction; the investment and business environment has been improved; economic and social infrastructure has been raised to a new level; the quality of life of the people of the capital has been constantly improved; the appearance of the capital has changed a lot, becoming more civilized and modern.
In addition to the achievements, Hanoi is also facing many difficulties and challenges. Economic restructuring is still slow, and key economic sectors with high efficiency have not been clearly formed. The linkage and cooperation between Hanoi and localities in the region and the whole country are not effective; economic and social infrastructure development has not met requirements; planning, planning management, land management, construction, urban development, traffic order and safety, and environmental protection are still limited; economic, social and urban development is not comprehensive; the planning and construction of satellite cities has not met the plan. Traffic routes in the framework infrastructure system have not been formed synchronously...
Based on the potentials, advantages and achievements in development in recent times, the Hanoi Capital Planning has proposed new points with strong breakthroughs in development orientation, which are:
The proposed goal of developing the city is a cultural - civilized - modern capital, where the quintessence of the whole country and humanity converges; a major economic - financial center of the country, with influence in the region; a growth pole with a leading and spreading role, promoting the development of the Red River Delta and the Northern dynamic region; a center of science and technology, innovation; a leader in education - training according to international standards; highly competitive, with a development level on par with the capitals of advanced countries in the region... The plan sets out 06 key tasks during the planning implementation period.
Identifying 5 pillars of the capital's development including: (i) Culture and heritage; (ii) Green development, circular economy; (iii) Synchronous infrastructure, civilized and modern transportation; (iv) Digital society, smart city, digital economy; (v) Science, technology and innovation. And 04 strategic breakthroughs including: (i) Creating outstanding governance institutions; (ii) Developing a connected and synchronous infrastructure system; (iii) Developing high-quality human resources and exploiting human resources; (iv) Urban development, environmental and landscape improvement.
Determine the development direction of important industries such as becoming a leading center for semiconductor industry, information technology and artificial intelligence, biotechnology; develop agricultural products with high scientific and technological content; develop services and urban economy as economic pillars with the development of complex commercial centers providing comprehensive services and underground space; develop other industries and fields to ensure balance and harmony.
Organizing the development space of Hanoi Capital with 5 dynamic axes, in which the Red River axis is the main dynamic axis. Effectively exploiting 5 economic corridors and belts, Hanoi Capital truly becomes a convergence hub, a connection center, a driving force for intra-regional and inter-regional spread, playing an important role in connecting with provinces and cities in the Red River Delta, the Capital region, the Northern Midlands and Mountains, towards international border gates, seaports, affirming Hanoi as the driving force for regional development, the growth pole of the country, the gateway of the ASEAN region connecting with China.
Harmoniously organize and reasonably exploit 5 development spaces and develop a model of a green, smart, modern, and creative city under the Capital with specific conditions on governance and institutional models to become a driving force for the development of the Capital, including 1 central urban area and 4 cities under the Capital. Develop the urban system and organize the territory in rural areas; develop functional areas and technical infrastructure in a smart, modern direction.
Developing transport infrastructure connecting 4 modes of transport including aviation, expressway, urban railway with national railway connecting inter-regional and international, inland waterway with sea transport; belt road 4 and 5 connecting regions. Focus on developing an urban railway system capable of replacing personal vehicles and connecting the center of the capital with urban centers in the capital region. Expanding and increasing the capacity of Noi Bai airport to the effective limit; building a second airport in the capital region to expand development space in the southern region.
Developing cultural industry combined with tourism services into a spearhead and unique economic sector of the Capital associated with the restoration of historical relics and cultural heritages combining tradition with the application of technology to recreate history in virtual reality space and forming the Red River cultural space with a heritage road along the river to recreate the thousand-year history of building and defending the country.
Based on the opinions of the members, members of the Appraisal Council and delegates attending the meeting, the planning agency will focus on researching, absorbing and completing the planning dossier of Hanoi Capital to soon report to the National Assembly for comments and submit for approval according to regulations.
The Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, after being approved by the Prime Minister, will be a particularly important basis for all levels and sectors to research, develop and implement policies, plans, development programs and investment projects to develop the socio-economy of Hanoi Capital by 2030.Source link
